Consider and take action on the approval of Election Judges and Alternate Judges for the May 1, 1993 Senatorial Election. 6. Consider and take action on the appointment of Mary Bowen to the Child Protective Service Board of Brazos County. 7. Consider and take action on application for Victim Assistance Grant for County Attorneys office. 8. Consider and take action on request from GTE to install cable in county right -of -way of Lori Lane in Precinct 3. 9. Consider and take action on request from Harvey SWD Limited to install two (2) pipelines in county rights -of -ways of Tonkaway Lake Road and Bird Pond Road in Precinct 3. 10. Adjourn. 0 E a• b COMMISSIONERS' COURT SPECIAL MEETING APRIL 5, 1993 A special meeting of the Commissioners' Court of Brazos County, Texas was held in the Commissioners' Courtroom in the Courthouse in Bryan, Brazos County, Texas, beginning at 9:00 a.m. on Monday, April 5, 1993, with the following members of the Court present: R. J. Holmgreen, County Judge, Presiding; Gary Norton, Commissioner of Precinct 1; Walter Wilcox, Commissioner of Precinct 2; Randy Sims, Commissioner of Precinct 3; Milton Turner, Commissioner of Precinct 4; Mary Ann Ward, County Clerk. The following citizens and officials were in attendance: Ruth McLeod Executive Assistant Carol Palmer Admin. Asst. to County Judge Bea Green Secretary to Commissioners Rosalie Todaro Auditor's Office Cheryl Turney Auditor's Office A. H. winder County Engineer Rita J. Watkins Sheriff's Office Sandie Walker Treasurer Jim Kuboviak County Attorney Vera Lara Hooge County Attorney's Office Aina Ekroth County Attorney's Office Claudia Johnson SJH &HC Laboratory Director Teresa McCleary HHBV &BVMC Laboratory Director Commissioner Sims gave the invocation and led the pledge of allegiance. The County Judge read aloud a Proclamation designating the week of April 11 through 17, 1993 as "Medical Laboratory Week". The Court joins with the local Health Professionals to stress that laboratory medicine is an honorable profession which should be recognized by all individuals as vital to the high standards of health care enjoyed in the United States. {' On motion by Commissioner Sims, seconded by Commissioner Norton, the Court moved to proclaim the week of April 11 through 17, 1993 as "Medical Laboratory Week" throughout Brazos County. The County Judge then presented the signed Proclamation to Ms. Teresa McClary and Ms. Claudia Johnson, Laboratory Directors of Humana Hospital Brazos Valley and St. Joseph Hospital and Health Center. OVT_ < I It 01 Commissioners' Court meeting April 5, 1993 The Court next considered Budget Amendment #92/93 -13, 32 Linda Middleton John Kochevar (emer. transfer) El 4. E which would, transfer funds budgeted for the Non Departmental Department to Constable Precinct 2 and the Brazos Center. On motion by Commissioner Sims, seconded by Commissioner Norton, the Court voted unanimously to appoint Mary Bowen to the Child Protective Service Board of Brazos County. The Court next considered adopting a Resolution authorizing application for a grant to support the Brazos County Victims of Crime unit that is administered by the County Attorney's office. Such grant to be in the total amount of $50,000 with an equal in kind match. On motion by Commissioner Wilcox, seconded by Commissioner Norton, the Court voted unanimously to authorize the County Judge to make application on behalf of Brazos County to the Criminal Justice Division and accept on behalf of Brazos County such grant funds as may be tendered. A copy of the resolution is attached hereto. The Court next considered the request from GTE Southwest to place a road bore in the right -of -way of Lori Lane /Vista Oaks Subdivision approximately 550.0 feet from its intersection with Vista Lane in order to install buried cable. The site is located in Precinct 3. The County Engineer stated that all appeared to be in order and recommended approval. On motion by Commissioner Sims, seconded by Commissioner Wilcox, the Court voted unanimously to approve the request of GTE Southwest and authorized the installation. A copy of the I request is attached hereto. The Court next considered a request from Harvey SWD Limited for two road bores for the installation of two (2) salt water disposal pipe lines in the right -of -way of ; 1 01 Commissioners' Court meeting April 5, 1993 Tonkaway Lake Road approximately 1.25 miles from its intersection with Bird Pond Road and Bird Pond Road approximately 1.43 miles from its intersection with Tonkaway Lake Road. Included with the request is company check #108 in the amount of $1,000.00. The site is located in Precinct 3. The County Engineer stated that all appeared to be in order and recommended approval. On motion by Commissioner Sims, seconded by Commissioner Wilcox, the Court voted unanimously to approve the request of Harvey SWD and authorized the installation. A copy of the request is attached hereto. The Court proceeded to consider the change of status of the following employees. On motion by Commissioner Sims, seconded by Commissioner Norton, the Court voted unanimously to approve the Claims as submitted. That all roads shalt be bored and cased for such distance, from toe of slope to toe of slope and In no case shall an open pit be allowed within four feet of the shoulder of the road. 8. That all sites will be barricaded during the construction period. 9. That the normal charge Is $500.00 per crossing and /or $40.00 per rod when paralleling the roadway established by the Commissioners' Court on January 28, 1985. 10. Ditch line shall be compacted to 90% standard density ASTM -Test method No. D-698; test shall be conducted by an Independent Geotechnlcal testing firm, copies of all test results shall be furnished to the office of the Brazos County Engineer. 11. Constructlon shall be In strict conformance to the latest Texas Manual on Uniform Traffic Control Devices for Streets and Highways. published by the Texas Department of Transportation, and all other State and Federal laws governing utility construction.
