THE COMMISSIONERS' COURT WILL MEET IN SPECIAL SESSION ON MONDAY,
APRIL 5, 1993, AT 9:00 A.M. IN THE COMMISSIONERS' COURTROOM OF
THE BRAZOS COUNTY COURTHOUSE, 300 EAST 26TH STREET, SUITE 115,
BRYAN, TEXAS.

5. Consider and take action on the approval of Election Judges

SPECIAL MEETING
APRIL 5, 1993
A special meeting of the Commissioners' Court of Brazos
County, Texas was held in the Commissioners' Courtroom in the
Courthouse in Bryan, Brazos County, Texas, beginning at 9:00
a.m. on Monday, April 5, 1993, with the following members of
the Court present:
R. J. Holmgreen, County Judge, Presiding;
Gary Norton, Commissioner of Precinct 1;
Walter Wilcox, Commissioner of Precinct 2;
Randy Sims, Commissioner of Precinct 3;
Milton Turner, Commissioner of Precinct 4;
Mary Ann Ward, County Clerk.
The following citizens and officials were in attendance:

Commissioner Sims gave the invocation and led the pledge
of allegiance.
The County Judge read aloud a Proclamation designating
the week of April 11 through 17, 1993 as "Medical Laboratory
Week". The Court joins with the local Health Professionals to
stress that laboratory medicine is an honorable profession
which should be recognized by all individuals as vital to the
high standards of health care enjoyed in the United States.
{' On motion by Commissioner Sims, seconded by Commissioner
Norton, the Court moved to proclaim the week of April 11
through 17, 1993 as "Medical Laboratory Week" throughout
Brazos County. The County Judge then presented the signed
Proclamation to Ms. Teresa McClary and Ms. Claudia Johnson,
Laboratory Directors of Humana Hospital Brazos Valley and St.
Joseph Hospital and Health Center.

It was noted that there were some vacancies but that those
will be filled shortly.
On motion by Commissioner Sims, seconded by Commissioner
Norton, the Court voted unanimously to appoint Mary Bowen to
the Child Protective Service Board of Brazos County.
The Court next considered adopting a Resolution
authorizing application for a grant to support the Brazos
County Victims of Crime unit that is administered by the
County Attorney's office. Such grant to be in the total
amount of $50,000 with an equal in kind match. On motion by
Commissioner Wilcox, seconded by Commissioner Norton, the
Court voted unanimously to authorize the County Judge to make
application on behalf of Brazos County to the Criminal Justice
Division and accept on behalf of Brazos County such grant
funds as may be tendered. A copy of the resolution is
attached hereto.
The Court next considered the request from GTE Southwest
to place a road bore in the right -of -way of Lori Lane /Vista
Oaks Subdivision approximately 550.0 feet from its
intersection with Vista Lane in order to install buried cable.
The site is located in Precinct 3. The County Engineer stated
that all appeared to be in order and recommended approval. On
motion by Commissioner Sims, seconded by Commissioner Wilcox,
the Court voted unanimously to approve the request of GTE
Southwest and authorized the installation. A copy of the I
request is attached hereto.
The Court next considered a request from Harvey SWD
Limited for two road bores for the installation of two (2)
salt water disposal pipe lines in the right -of -way of ;

Tonkaway Lake Road approximately 1.25 miles from its
intersection with Bird Pond Road and Bird Pond Road
approximately 1.43 miles from its intersection with Tonkaway
Lake Road. Included with the request is company check #108 in
the amount of $1,000.00. The site is located in Precinct 3.
The County Engineer stated that all appeared to be in order
and recommended approval. On motion by Commissioner Sims,
seconded by Commissioner Wilcox, the Court voted unanimously
to approve the request of Harvey SWD and authorized the
installation. A copy of the request is attached hereto.
The Court proceeded to consider the change of status of
the following employees.

Commissioner Sims questioned the purchase of gasoline at
retail in Hearne. Rita Watkins informed the Commissioners
that the tanks at the Road and Bridge Department had not been
filled and they had to get gasoline elsewhere. On motion by
Commissioner Sims, seconded by Commissioner Norton, the Court
voted unanimously to approve the Claims as submitted.
There being no further business to come before the Court,
the meeting was adjourned.

On this the 5th day of April 1993 at a special meeting of the
Commissioners' Court, the following members were present:

THAT WHEREAS, on April 5, 1993, the Court heard and approved
a budget amendment for the 1992 -1993 budget year for Brazos County,
Texas.
WHEREAS, an expenditure is necessary due to the necessity to
meet unusual and unforeseen conditions which could not be
reasonably included in the original budget adopted September 28,
1992, the following amendment(s) to the original are hereby
authorized, as described on the attached 1 page(s).

ATTENTION COUNTY JUDGE:
Formal notice is hereby given that GTE SOUTHWEST INCORPORATED will construct a communication line
within the right -of -way of a County Road in Rra :nc County,
Texas as follows:
WILL BORE UNDER LORI LANE FRONT OF GTE RECEPTACLE MARKED L.157 P.1x6.
The location and description of this line and associated appurtenances is more fully shown
by two (2) copies of drawings attached to this notice. The 1; ,ie will be constructed and maintained
on the County Road right -of -way in accordance with governing laws.
Notwithstanding any other provision contained herein, it is expressly understood that tender of this notice
by the GTE Southwest Incorporated does not constitute a waiver, surrender, abandonment or impairment of any
property rights, franchise, easement, license, authority, permission, privilege or right now granted by law or may
be granted in the future and any provision or provisions so construed shall be null and void.

NOTICE OF PROPOSED INSTALLATION IN COUNTY RIGHT -0F -WAY
TO THE COMMISSIONERS' COURT OF BRAZOS COUNTY, TEXAS

Formal notice Is hereby given that (Applicant) Harvey SWD Limited
proposes to place a (type) Salt Water 6" Polvpipe
pipeline within the right -of -Way (road) Tonkaway Lake Road
In Brazos County, Texas as follows:
The location or description of the proposed installation Is more fully shown by
I/ copies of'the drawings attached to this notice.
1. The County Engineer must be notified prior to the beginning of construction In order that
they might be on hand to designate the actual location of the installation.
2. That all damage to the roadways and right-d -ways will be repaired to their original condition
to the satisfaction of the County Engineer.
3. That Brazos County reserves the right to require Applicant to relocate or lower any such
line at no cost to Brazos County. should same become necessary due to widening or
lowering, or other 6lteration of the roadway or right -of -way.
4. That Brazos County Is In no way responsible for any damage that might occur to any
existing utility lines In the right -f -way.
5. That the line will be constructed and maintained on the County right -of -way In accordance
with governing laws.
a That the line or lines will be constructed no less than forty -elght Inches (481 tower than the
lowest part of the drainage or bar ditch and the drainage Is to be considered at least two
feet (2) below the center of the roadway.
7. That all roads shalt be bored and cased for such distance, from toe of slope to toe of slope
and In no case shall an open pit be allowed within four feet of the shoulder of the road.
8. That all sites will be barricaded during the construction period.
9. That the normal charge Is $500.00 per crossing and /or $40.00 per rod when paralleling the
roadway established by the Commissioners' Court on January 28, 1985.
10. Ditch line shall be compacted to 90% standard density ASTM -Test method No. D-698; test
shall be conducted by an Independent Geotechnlcal testing firm, copies of all test results
shall be furnished to the office of the Brazos County Engineer.
11. Constructlon shall be In strict conformance to the latest Texas Manual on Uniform Traffic
Control Devices for Streets and Highways. published by the Texas Department of
Transportation, and all other State and Federal laws governing utility construction.
Construction of this line will begin on or after (date) 3- .79 -93

Formal notice is hereby given that (Applicant) Harvey sWD, Limi Pd
proposes to place a (type) Salt Water 6" Polypipe
pipeline within the right -of -way (road) Bird Pond Road
In Brazos County, Texas as follows:
The location or description of the proposed installation is more fully shown by
y copies of•the drawings attached to this notice.
1. The County Engineer must be notified prim to the beginning of construction In order that
they might be on hand to doslgnate the actual location of the Installatlon.
2. That all damage to the roadways and right-of -ways will be repaired to their original condition
to the satisfaction of the County Engineer.
& That Brazos County reserves the right to require Applicant to relocate or lower any such
line at no cost to Brazos County, should same become necessary due to widening or
lowering, or other ilteratlon of the roadway or right -of -way.
4. That Brazos County Is In no way responsible for any damage that might occur to any
existing utility lines In the right -of -way.
S. That the line will be constructed and maintained on the County right -of -way In accordance
with governing taws.
a That the line or lines will be constructed no less than forty-eight Inches (481 lower than the
lowest part of the drainage or bar ditch and the drainage Is to be considered at least two
feel (2) below the center of the roadway.
7. That all roads shall be bored and cased for such distance. from toe of slope to toe of slope
and In no case shall an open pit be allowed within four feet of the shoulder of the road.
8. That all sites will be barricaded during the construction period.
* That the normal charge Is $500.00 per crossing and /or $40.00 per rod when paralleling the
roadway established by the Cornmisslonere Court on January 28, 1985.
10. Ditch Ulna shall be compacted to 90% standard density ASTM -Test method No. D-698; test
shall be conducted by an Independent Geotechnlcal testing firm; copies of all test results
shall be furnished to the office of the Brazos County Engineer.
III. Construction shall be In strict conformance to the latest Texas Manual on Uniform Traffic
Control Devices for Streets and Hiahways, published by the Texas Department of
Transportatkx% and all other State and Federal laws governing utility constructiom
Construction of this line will begin on or after (date) 3 - 30 - 93 er
