Call to Order A special called session of the Commissioners' Court of Brazos County, Texas was held in the Brazos County Commissioners Courtroom in the Administration Building, 200 South Texas Avenue, in Bryan, Brazos County, Texas, beginning at 10:30 a.m. on Thursday, November 6, 2025 with the following members of the Court present: Kyle Kacal, Acting County Judge, Presiding; Bentley Nettles, Commissioner of Precinct 1; Chuck Konderla, Commissioner of Precinct 2; Fred Brown, Commissioner of Precinct 3; Wanda J. Watson, Commissioner of Precinct 4, Absent; Karen McQueen, County Clerk, Absent. The attached sheets contain the names of the citizens and officials that were in attendance. 2. Consider and take action on increasing funding on the Community Support Contract with the Brazos Valley Food Bank. Acting County Judge Kacal called the meeting to order at 10:30am and invited Brazos Valley Food Bank Executive Director Theresa Mangapora to speak on the need to increase funding. Ms. Mangapora thanked the Court for the financial support and for the opportunity to request additional funding during the Federal Government shutdown. She explained the increasing need for food assistance in Brazos County, noting that 385,000 pounds of food are provided to the community on a monthly basis. Judge Kacal stated that the need is great in Brazos County and invited the community to participate in the Food for Families Food Drive on Wednesday, December 3, 2025. He asked that Ms. Mangapora confirm the website that the community can access for information on the Food Bank. She stated that the website is www.bvfb.org. The Commissioners thanked Ms. Mangapora for her service to the community and each offered their support in increasing the funding during these uncertain times. Commissioner Brown stated that it is important for the Court to support the Food Bank at the requested amount of $25,000. On motion by Commissioner Brown and second by Commissioner Konderla, the Court voted unanimously to provide additional funding to the Food Bank in the amount of $25,000. Commissioner Konderla stated that though, Commissioner Watson was unable to attend the meeting, he knows that she would be in full support of this additional funding. Motion: Approve, Moved by Commissioner Fred Brown, Seconded by Commissioner Chuck Konderla. Passed. 4-0. Ayes: Brown, Kacal, Konderla, Nettles. Absent: Watson. 3. Convene into Executive Session pursuant to Texas Government Code §551.0725 to deliberate business and financial issues related to a contract being negotiated. The Executive Session was not needed. 4. Has there been an increase The Brazos Valley Food Bank(BVFB) is receiving less food and funds from the federal government within the last year? Last 6 (since March 2025), culminating in us receiving—83,000 lbs. less food each month (about 2 full months? semi-truckloads). We are distributing less than this time last year and within the last 6 months because we have less to distribute. Past 12 Months in Brazos County Only: 3,859,041 meals or 4,630,849 lbs.
