BRAZOS COUNTY COMMISSIONERS COURT
WORKSHOP SESSION
1. Call to Order
A workshop Session of the Commissioners' Court of Brazos County, Texas was held in
the Brazos County Commissioners Courtroom in the Administration Building, 200 South
Texas Avenue, in Bryan, Brazos County, Texas, beginning at 9:10 a.m. on Tuesday,
November 4, 2025 with the following members of the Court present:
Kyle Kacal, Acting County Judge, Presiding;
Bentley Nettles, Commissioner of Precinct 1;
Chuck Konderla, Commissioner of Precinct 2;
Fred Brown, Commissioner of Precinct 3;
Wanda J. Watson, Commissioner of Precinct 4;
Karen McQueen, County Clerk, Absent;
The attached sheets contain the names of the citizens and officials that were in
attendance.
2. Presentation and discussion of Brazos County's Existing Consultant Contracts.
Acting County Judge Kyle Kacal called the Workshop to order at 9:10 a.m. Judge Kacal
then turned the floor over to Purchasing Agent Charles Wendt.
Mr. Wendt provided a brief overview of the Workshop objectives. He then shared the
number of contracts and different types of contracts that the Purchasing Department
manages. There are approximately 384 contracts currently being monitored, these
consist of Term Contracts, One-time Contracts or Interlocal Agreements. Mr. Wendt
provided a list of all contracts to the Court. The list is attached hereto. He then went into
detail on the different types of contracts. Mr. Wendt engaged in conversation with Court.
Commissioner Brown spoke in opposition of continuing the ITS Contract.
Judge Kacal asked for clarification on the ITS Contract.
Mr. Wendt provided clarification and engaged in conversation with the Court on the
specifics of the ITS Contract.
He then explained the current practices on contract terms, the benefits of current terms,
and asked the Court for direction on contract terms moving forward.
Commissioner Nettles suggested looking into software programs to help with monitoring
contracts. Mr. Wendt shared that they are looking into options to upgrade their current
system.
Commissioner Brown asked how many local vendors the County currently contracts with.
Mr. Wendt stated that he would look into it and get back to Commissioner Brown. He
then asked the Court's direction on what they consider to be a local vendor.
Judge Kacal asked the Court to define what they consider to be a local vendor. The
Court engaged in conversation stating they ultimately want the vendor that is best for the
job and will be the best benefit for the local taxpayer. If these vendors have ties to the
State of Texas or Brazos County that is great.
The Court thanked Mr. Wendt and his team for their service to the County and
willingness to look into more effective and efficient options.
