Interested parties are invited to attend said hearing and present their cause, if any, for or against the tax increase for 2025. Watson Commissioner, Precinct 4 Attest: -14—(1%,‘" Ka en cQueen County Clerk t'T}" ti t 0'1 MINUTES SEPTEMBER 9, 2025 BRAZOS COUNTY COMMISSIONERS COURT PUBLIC HEARING Call to Order A public hearing of the Commissioners' Court of Brazos County, Texas was held in the Brazos County Commissioners Courtroom in the Administration Building, 200 South Texas Avenue, in Bryan, Brazos County, Texas, beginning at 9:17 a.m. on Tuesday, September 9, 2025 with the following members of the Court present: Kyle Kacal, Acting County Judge, Presiding; Bentley Nettles, Commissioner of Precinct 1; Chuck Konderla, Commissioner of Precinct 2; Fred Brown, Commissioner of Precinct 3; Wanda J. Watson, Commissioner of Precinct 4; Karen McQueen, County Clerk. The attached sheets contain the names of the citizens and officials that were in attendance. The Court will hear comments on the Proposed Tax Increase for 2025. Interested parties are invited to attend said hearing and present their cause, if any, for or against the tax increase for 2025. Judge Kacal called for public comment. Chris Barnes, resident of Precinct 2, addressed the Court concerning State Mandates. Cathie Viens, resident of Precinct 4, addressed the Court concerning the calculations of the tax rate. Budget Officer Nina Payne and First Assistant County Auditor Marci Turner provided clarification. Judge Kacal stated we are moving toward better transparency. John Book, resident of Precinct 2, addressed the Court concerning the Tax Rate. Cindy Wylie, resident of Precinct 1, addressed the Court concerning the Tax Rate. Ms. Wylie submitted her statements for the minutes, it is attached hereto. Judge Kacal and Commissioner Nettles provided clarification. Judge Kacal called for comments from the Court. Commissioner Watson stated that the Court wants to provide the best services to the community while being fiscally responsible. Commissioner Brown expressed his concerns with the financial situation the County is currently in due to the Comptroller and Appraisal District. Commissioner Konderla shared that he agrees with Commissioner Brown on his concerns for the position that the County is in. He also provided clarification on the proposed tax rate. Commissioner Nettles expressed his frustrations with the unfunded State Mandates. He also provided clarification on were the County is financially, currently having to pull from reserves to cover the budget noting, the reserves will be depleted fast. Judge Kacal thanked the Budget team and the Court for all their hard work. He provided clarification on the process of setting the tax rate. He stated that the County has done its best to create a lean budget and not increase taxes. Judge Kacal thanked the public for attending and for their participation. Property Tax rate Accountability safeguards a civil society. 97 taxes in U.S. tax code ... Handout Governments First Duty is to Protect The People, NOT RUN THEIR LIVES. Pres. Reagan. Our dollars have less value but you want more of them to spend. TAXES PLAY INTO PERSONS DECISION MAKING .... When you take money from your constituents that means they have less to patronize the local businesses. How many businesses shut down in 2024 and 2025 due to unsustainable low sales ? How many once thriving businesses now have for lease signs posted in the windows ? Small businesses are the backbone of our labor force, if I decide to add on to my property ... you know what my first thought is ... great if it has a roof , my property taxes go up ! Instead of thinking, I can support a business, while improving my property, win win for both. I wish. Businesses are struggling and expanding is too costly for Mom and Pop, they are forced to be static. Do renters think .. I will invest and improve this property. No, but homeowners do. The higher property taxes go up, the less affordability for young people to attain the American dream. I look around CS and cant help but wonder ... Is the strategy to be a city of majority apartment dwellers ? Seems that is the obvious progression. Can one really believe they own their land and home ? Try not paying property taxes and you risk seizure. It is a perpetual state of renting. NNR stills provides a cushion of several million. This body in the last 10 years has never been in a situation of deficit spending and it was forced into NNR recently and all was well, the surplus was over 10 million. While we will fuss and fight over spending... if I FOIA this body for a list of projects put on hold because of fiscal concerns ... would any projects be listed ? You gotta know that We The People have very little faith and trust in our elected, we see a lot of political correctness, but very little of accountability. No one can predict how Al will change the labor landscape. You assume we will need these office spaces, these employees, these buildings, these reports, but your only assuming and you know what happens when we do that. 2 Here are the 97 taxes in the US tax code: 1 .
