Yrif47 vp .R' BRAZOS COUNTY6 �� BRYAN, TEXAS PUBLIC HEARING BRAZOS COUNTY COMMISSIONERS COURT BRAZOS COUNTY COMMISSIONERS COURT WILL CONDUCT A PUBLIC HEARING ON TUESDAY, SEPTEMBER 9, 2025 AT 8:30 AM IN THE COMMISSIONERS COURTROOM OF THE BRAZOS COUNTY ADMINISTRATION BUILDING, 200 SOUTH TEXAS AVENUE, SUITE 106, BRYAN, TEXAS 77803 The court will hear comments on the proposed budget for the fiscal year ending September 30, 2026.All interested parties are invited to attend said hearing and present their cause, if any, for or against the proposed budget. This budget will raise more total property taxes than last year's budget by$14,192,533 or 12.03% and of that amount$3,686,337 is tax revenue to be raised from new property added to the tax roll this year. The proposed budget is filed with the County Clerk and will remain on file in the office of the County Clerk in accordance with existing state statutes.All interested parties are urged to acquaint themselves with said budget during the time it remains on file with the County Clerk. For your convenience, the proposed budget has also been placed on the County website at https://www.brazoscountytx.gov. The Commissioners Courtroom of the Brazos County Administration Building, 200 S.Texas Avenue, Suite 106, Bryan, TX 77803 is wheelchair accessible. Watson Commissioner, Precinct 4 Attest: (///e-Xf--f---e---X ) Karen cQueen County Clerk 4 L o .*' Zgf * ; y3T MINUTES SEPTEMBER 9, 2025 BRAZOS COUNTY COMMISSIONERS COURT PUBLIC HEARING Call to Order A public hearing of the Commissioners' Court of Brazos County, Texas was held in the Brazos County Commissioners Courtroom in the Administration Building, 200 South Texas Avenue, in Bryan, Brazos County, Texas, beginning at 8:34 a.m. on Tuesday, September 9, 2025 with the following members of the Court present: Kyle Kacal, Acting County Judge, Presiding; Bentley Nettles, Commissioner of Precinct 1; Chuck Konderla, Commissioner of Precinct 2; Fred Brown, Commissioner of Precinct 3; Wanda J. Watson, Commissioner of Precinct 4; Karen McQueen, County Clerk. The attached sheets contain the names of the citizens and officials that were in attendance. The court will hear comments on the proposed budget for the fiscal year ending September 30, 2026. All interested parties are invited to attend said hearing and present their cause, if any, for or against the proposed budget. Budget Officer Nina Payne expressed her gratitude to the Court, the staff, and community for all the work that went into the budget process. Judge Kacal called for citizen input. Chris Barnes, resident of Precinct 2, addressed the Court concerning the medical examiners office and the 101 North Project. Ronald Rhodes, resident of Precinct 3, addressed the Court concerning budget management and the tax increase. Judge Kacal provided clarification. Cathie Viens, resident of Precinct 4, addressed the Court concerning the budget, the impact of A.I. and the maintenance and operations projected. Judge Kacal and Commissioners Nettles provided clarification. Judge Kacal asked the Court for their comments. Commissioner Nettles thanked the staff for their work on the budget. He also stated that the budget process is painful, confusing and long noting, it is a 6 month process. Commissioner Konderla also thanked the staff and agreed with the process being difficult. He shared that he was grateful to the staff taking steps to help not only the Court but also the public in understanding the budget process. Commissioner Brown expressed concerns about the Maintenance and Operations, and the 4th floor of the 101 North building. Commissioner Watson expressed frustration with the State Legislature. She also echoed the sentiments of Commissioner Nettles and Commissioner Konderla in thanking the staff for all their efforts. Judge Kacal also thanked the staff and citizens along with the Court. He announced the County is proposing a 1% increase.
