Call to Order A workshop session of the Commissioners' Court of Brazos County, Texas was held in the Brazos County Commissioners Courtroom in the Administration Building, 200 South Texas Avenue, in Bryan, Brazos County, Texas, beginning at 2:00 p.m. on Tuesday, July 15, 2025 with the following members of the Court present: Kyle Kacal,Acting County Judge, Presiding; Bentley Nettles, Commissioner of Precinct 1, Via Video Conference; Chuck Konderla, Commissioner of Precinct 2,Absent; Fred Brown, Commissioner of Precinct 3; Wanda J. Watson, Commissioner of Precinct 4; Karen McQueen, County Clerk; The attached sheets contain the names of the citizens and officials that were in attendance. 2. Presentation and Discussion of the FY 2025-2026 County Budget regarding I nsurance Premiums and Contributions (USI). Bobby Anderson and Brenda Cos with USI Insurance Services presented the Fiscal Year 2026 Insurance Premiums and Contributions review with cost projection data through May. Mr.Anderson discussed the trends for the current fiscal year and Ms. Cos recommended that employee contributions remain the same. The presentation is attached hereto. Director of Human Resources Jennifer Salazar provided the 2025 Employee Insurance Budget Review summary and the proposed Medical and Dental rates for 2026. The review and proposal are both attached hereto. The Court engaged in discussion with Mr.Anderson, Ms. Cos and Ms. Salazar. 3. Call for Department Heads and Elected Officials input and/or concerns regarding Insurance Premiums and Contributions. There were no Department Heads that wished to speak. 4. Presentation and Discussion of the FY 2025 -2026 County Budget regarding Retirement Plan (TCDRS). Budget Officer Nina Payne presented the plan assessment for 2026 regarding the Retirement Plan TCDRS. The assessment is attached hereto. 5. Call for Department Heads and Elected Officials input and/or concerns regarding the Retirement Plan. There were no Department Heads or Elected Officials that wished to speak. 6. Presentation and Discussion of the FY 2025-2026 County Budget regarding the following: • a. Cost-of-Living-Adjustment(COLA) • b. Merit Allowance and Merit Policy Ms. Payne then presented the FY2025-2026 County budget regarding the Cost-of- Living-Adjustment(COLA), Merit Allowance and the Merit Policy. Ms. Payne engaged in discussion with the Court and following discussion Ms. Payne recommended a 4 percent COLA. The presentation is attached hereto. 7. Call for Department Heads and Elected Officials input and/or concerns regarding the following: • a. Cost-of-Living-Adjustment(COLA) • b. Merit Allowance and Merit Policy Ms. Payne read an email submitted by 361st District Judge David Hilburn in favor of the COLA. Brian Baker with the District Attorney's Office addressed the Court in favor of the COLA. 272nd District Judge John Brick addressed the Court in favor of the COLA. Chief Information Officer Eric Caldwell addressed the Court in favor of the COLA and in opposition to the merit system. Constable Jeff Reeves addressed the Court in favor of the COLA. Juvenile Director Linda Ricketson addressed the Court in favor of the COLA. Associate Judge Dana Zachary addressed the Court in favor of the COLA. County Court at Law 2 Judge Roy Brantley addressed the Court in favor of the COLA. County Court at Law 1 Judge Amanda Matzke addressed the Court in favor of the COLA. Chief Deputy Kevin Stuart addressed the Court in favor of the COLA. Wellness Center Director Julie Anderson addressed the Court in favor of the COLA.' Nathan Wood from the Public Defenders Office addressed the Court in favor of the COLA. County Clerk Karen McQueen addressed the Court in favor of the COLA and in opposition to the merit system. County Engineer Prarthana Banerji addressed the Court in favor of the COLA. Auditor Katie Connor addressed the Court in favor of the COLA. The Court provided direction and Ms. Payne stated she would be proposing a 4 percent COLA as part of the Fiscal Year 2026 Budget. The Workshop was adjourned at 3:24pm. 8. Year-to-date, the County has spent only 95% of budgeted funds, providing a healthy buffer amid rising healthcare costs. • Consistent Employer Cost Share: Brazos County continues to shoulder the majority of healthcare costs, paying 86% of total medical and pharmacy expenses. This is consistent with prior years (83% in 2024), ensuring stability and affordability. • Cost Containment Success: Despite national healthcare costs trending upward (projected 10% increase in 2026), Brazos County's costs are growing at a much slower pace. The merit pay pool for each department provides the elected official and/or department head the opportunity to reward those employees within their department for outstanding performance. The following guidelines are to be followed by all elected officials and/or department heads with implementing the use of merit pay increases for Fiscal Year 2024: 1. To be eligible to receive merit funds from the merit pool an employee must be employed with the County for six(6)months as of the effective hire date. • 2. Deadline for all merit to be awarded is on Friday, April 5, 2023. See calendar on page 4 important deadlines. 3. All merit pay requests must be made using the FY 2024 (4.5% COLA) Salary Grade Chart (e.g., all requests must be based on the step increases provided for the group in which the employee is currently classified). 4. Merit may not be used on a position'that is-adopted in the FY 2024 Budget that received an increase that is above the Cost-of-Living Adjustment. 5. Merit may not be used to increase an employee's salary over the salary cap for their position. Currently the salary cap within each group is a step 20. 6..
