BRAZOS COUNTY COMMISSIONERS COURT
BRAZOS COUNTY COMMISSIONERS COURT WILL CONDUCT A
PUBLIC HEARING ON TUESDAY, JUNE 24, 2025 AT 9:30 AM IN THE
COMMISSIONERS COURTROOM OF THE BRAZOS COUNTY
ADMINISTRATION BUILDING, 200 SOUTH TEXAS AVENUE, SUITE
106, BRYAN, TEXAS 77803
Pursuant to Chapter 296 of the Texas Health and Safety Code, the Brazos County
Commissioners Court will hold a public hearing to discuss, consider, and take action on the
revised amount of the mandatory provider participation payments that the Brazos County
Commissioners Court intends to require of all non-public hospitals in fiscal year(FY)2025
and how the revenue derived from those payments will be spent.
Consider an order setting the amended FY 2025 rate for the Brazos County Local Provider
Participation Fund (LPPF).
The Commissioners Courtroom of the Brazos County Administration Building,200 S.Texas Avenue,Suite 106, Bryan,
TX 77803 is wheelchair accessible. Handicap parking spaces are available.Any request for sign interpretive services

PUBLIC HEARING
Call to Order
A public hearing of the Commissioners' Court of Brazos County, Texas was held in the
Brazos County Commissioners Courtroom in the Administration Building, 200 South
Texas Avenue, in Bryan, Brazos County, Texas, beginning at 9:30 a.m. on Tuesday,
June 24, 2025 with the following members of the Court present:
Duane Peters, County Judge,Absent;
Bentley Nettles, Commissioner of Precinct 1;
Chuck Konderla, Commissioner of Precinct 2,Absent;
Fred Brown, Commissioner of Precinct 3;
Wanda J. Watson, Commissioner of Precinct 4, Presiding;
Karen McQueen, County Clerk,Absent.
The attached sheets contain the names of the citizens and officials that were in
attendance.

Presiding Officer Commissioner Watson called the meeting to order at 9:30 a.m.
Budget Officer Nina Payne introduced Justin Flores with HealthCare Ventures.
Director of finance for HealthCare Ventures Justin Flores stated that they represent
private hospitals in Brazos County. They are requesting the Court consider amending
the Local Provider Participation Fund rate. He explained that the LPPF is a finance
mechanism that allows private hospitals to draw down federal funds to help support the
low income and uninsured patients.
Commissioner Nettles asked for clarification on the uninsured rate in Brazos County
compared to other counties in the state.
Mr. Flores stated it is over$40 million in cost not including Medicaid. He then explained
that this is a pass through for the hospitals, the hospitals pay into the fund. Hospitals
cannot pass it on as a surcharge to patients and the County does not pay into it.
Commissioner Watson shared her support for this fund and the need for it in Brazos
County.
Commissioner Brown provided additional clarification on the LPPF.
Mr. Flores shared that all the hospitals are in full support of the amended rate of 6
percent.
No citizens wished to speak during the Public Hearing. The meeting was adjourned at
9:37 a.m.
