BRAZOS COUNTY COMMISSIONERS COURT
WORKSHOP SESSION
1. Call to Order
A workshop session of the Commissioners' Court of Brazos County, Texas was held in
the Brazos County Commissioners Courtroom in the Administration Building, 200 South
Texas Avenue, in Bryan, Brazos County, Texas, beginning at 9:30 a.m. on Tuesday, May
27, 2025 with the following members of the Court present:
Duane Peters, County Judge, Presiding;
Bentley Nettles, Commissioner of Precinct 1;
Chuck Konderla, Commissioner of Precinct 2;
Fred Brown, Commissioner of Precinct 3,Absent;
Wanda J. Watson, Commissioner of Precinct 4;
Karen McQueen, County Clerk,Absent;
The attached sheets contain the names of the citizens and officials that were in
attendance.
2. Presentation and discussion of amending the Local Provider Participation Fund (LPPF)
rate for Fiscal Year 2025.
Judge Peters called the meeting to order at 9:30 am.
Budget Officer Nina Payne introduced Justin Flores and Michael O'Neal with
HealthCare Ventures.
Mr. Flores stated that they represent private hospitals in Brazos County and are
requesting the Court consider amending the Local Provider Participation Fund rate. He
explained that the LPPF is a finance mechanism that allows private hospitals to draw
down federal funds to help support the low income and uninsured patients. He stated
that the rate needs to be at 6 percent due to the CHIRP program.
Commissioner Nettles asked what rates other counties in similar size have adopted. Mr.
Flores responded that most jurisdictions are already at the requested 6 percent.
Michael O'Neal added that the increase in the rate does not permit the hospitals to pass
that cost off as a surcharge to their patients.
Commissioner Watson noted that the need is great for access to healthcare and will
continue to increase over time.
Ms. Payne stated that the next step will be to have a Public Hearing and after, it will be on
an agenda for approval. She requested that Mr. Flores send her additional information
on the request and she would distribute the information to the Court.
Judge Peters adjourned the meeting at 9:41 am.
