Watson, Commissioner of Precinct 4; Karen McQueen, County Clerk,Absent; The attached sheets contain the names of the citizens and officials that were in attendance. 1. Invocation and Pledge of Allegiance • U.S. and Texas Flag - Commissioner Watson 2. Call for Citizen input and/or concerns Jeff Hobbs expressed opposition to the East Loop Project. Mr. Hobbs stated that growth is not always positive and asked that the Court prioritize the citizen's needs instead of taking their land. David Case urged the Court to reconsider and ultimately abandon the East Loop Project. Mr. Case stated that he does not see any justification for the project and believes it is a better solution to widen Highway 6. Ann Boney stated that her son Raymond Boney had the honor to read Proclamation 25- 019 at Irma Cauley's birthday celebration. She then addressed speakers in Commissioners Court. Taylor Cooper commended Commissioner Nettles for hosting the Precinct 1 Town Hall meeting and urged other Court members to do the same. He then addressed transparency issues related to the East Loop Project and requested that the Court add an item to the agenda for discussion. General Counsel Bruce Erratt clarified that the East Loop Project could not be added to an agenda for consideration because the project is a TxDOT project. Keith Ballasy stated opposition to the East Loop Project. He questioned why the public is not receiving any responses regarding the East Loop Project. Mr. Ballasy asked that the Court reallocate funding to improve existing infrastructure instead spending money on the East Loop. Stephanie Smith stated that as part of her doctoral program at Texas A&M, she is interested in using a piece of County property on South College Avenue for a community garden. Ms. Smith spoke to Judge Dana Zachary about partnering with the Specialty Court program to allow the program participants to help oversee the garden. Sabryna Brown expressed support for the community garden initiative discussed by Ms. Smith. She then provided information to the Court regarding managing the community cat population.A copy of the information was submitted for the Minutes and is attached hereto. Stephen Brueggerhoff with Agrilife Extension and Kim Roese a member of the Brazos Valley Naturalist Chapter thanked the Court for their recognition and support. Mr. Brueggerhoff noted that between the Master Gardeners and Master Naturalist organizations, they have volunteered the hours equivalent to 9 fulltime employees in 2024. Project Manager Trevor Lansdown explained that the structural engineer needs new data to work from, especially given how long ago the original building was constructed.A copy of the agreement is attached. Having considered the previously noted agenda items, General Counsel Bruce Erratt submitted a written determination that deliberation in an open meeting would have a detrimental effect on the position of the Court in negotiations with a third party, as it relates to Executive Session A. Mr. Erratt stated that the Court would not need to consider Executive Session B. He then asked the Court to take a vote to deliberate in closed session pursuant to Executive Session A. A motion was offered by Commissioner Konderla to meet in closed Executive Session as per Mr. Erratt's recommendation. The motion was seconded by Commissioner Brown and motion passed unanimously. Judge Peters provided clarification related to the ARPA funding allocated for the Medical Examiner's Office . Juvenile Director Linda Ricketson reported there are 27 juveniles in the detention center, 18 are male, 9 are female, and 31 have electronic monitors. 18. Sheriff's report on inmate population. Sheriff Wayne Dicky reported there were 760 inmates in jail, 655 inmates are male, 105 are female, and 50 have electronic monitors. 19. Announcement of interest items and possible future agenda topics. Commissioner Brown announced that the Local Vendor Fair will be held on May 1, 2025 at the Brazos Center from 1:00 pm to 4:00 pm. They will have representatives from the City of Bryan, City of College Station, BVCOG, Texas A&M, Texas Forest Service, Bryan ISD, College Station ISD and Brazos County. Commissioner Watson shared information regarding the quarterly Precinct 4 Town Hall meetings that have occurred since 2023. She stated that she intends to do more to publicize future meetings. Commissioner Nettles thanked Commissioner Watson for her leadership, noting that he modeled the Precinct 1 Town Hall after her quarterly meetings. Commissioner Konderla announced that on March 18, 2025 five inmates in the Brazos County Detention Center stepped in to assist a Detention Officer having a medical emergency and were awarded the Sheriff's Appreciation Award. He thanked Carlos Rodriguez, Ricky Karm, Jesus Delgado, Richard Rodriguez and Jordan Muhammed for their heroic actions. He also offered condolences for the loss of Pope Francis, Theresa Dylla, and the Aggies that have passed in the last year. Human Resources Director Jennifer Salazar announced the Brazos County Job Fair on April 23, 2025 from 2:00 p.m. to 6:00 p.m. at the Brazos Center. 20. Adjourn. PROJECT SUMMARY Project Name: 101 N.Texas Ave.&Courthouse Annex Agreement Date: 4(15/2025 Project Location: 101 N.Texas Ave.:Bryan,TX Agreement Coordinator: G.Taylor Stinson,P.E.,M.S. • Client Name: Brazos County,TX DUDLEY Project No.: 25-00147 Client Representative: Trevor G.Lansdown Estimated Fee: $92,327.40 Client Email: tlansdown©brazoscountytx.gov Estimated Schedule: 4 weeks • PROJECT DESCRIPTION Initial Information concerning the project was provided in an a-mall communication from Mr.Ken Burch,Managing Principal at Plan North,dated April 9,2025.The e-mail transmitted a preliminary schematic of project element locations,along with requested boring locations.Based on a review of this information,DUDLEY understands that the project will consist of the following:1)a three level,cast-in-place concrete parking garage with a total footprint of approximately 26,000 square feet,2)a steel-framed building,with a total footprint of approximately 32,000 square feet,that will be at least three stories in height and possibility four stories in height,and 3)a secured passage,elevated structural steel enclosed bridge connecting the new building to the existing courthouse.At the time of this agreement,preliminary design loads have only been provided for the proposed parking garage. More specifically,total loads are anticipated to be approximately 1,050 kips,with live loads contributing approximately 250 kips to the total load. Proposed finishes for the structures are currently unknown;however,DUDLEY has assumed that movement sensitive finishes will be associated with all of the project elements. Grading plans for the proposed project are currently unknown.Nevertheless,DUDLEY has assumed that changes in grade will be on the order of 2 feet or less due to the improved nature of the surrounding area.Furthermore,we have been informed that there will be no basements or subsurface structures associated with the.project other than utilities and elevator pits. DUDLEY should be notified if this is incorrect because it may result in changes to the recommendations presented In the final geotechnical report. The engineering services associated with performing the geotechnical study will Include a subsurface investigation and laboratory testing program. The deliverables will include a geotechnical engineering reportthat is sealed,by a professional engineer licensed in the State ofTexas.These services are outlined in more detail in the following sections of this Agreement. SCOPE OF SERVICES Task I:-Subsurface Investigation: The subsurface investigation will consist of drilling nine(9)100-foot borings for the proposed parking garage and building and two(2)50-foot borings for the proposed secured passage structure.Therefore,the project will consist of 1,000 linear feet of drilling unless refusal Is encountered prior to reaching the proposed termination depth.The approximate location of each proposed boring is depicted on the following page.DUDLEY understands that the existing building depicted in the aerial photograph has been demolished;however,coring is still anticipated at each boring location.We also understand that the previously existing building had drilled pier foundation elements that were abandoned in-place.DUDLEY strongly recommends that these previously existing foundation elements remain in-place and are not removed prior to construction because this may result in significant changes to subsurface conditions at the project site. Soil sampling will be performed in accordance with either ASTM D1586 or ASTM D1587.Representative soil samples will be collected in 1.5-to 2-foot intervals within the upper 10 feet of the stratigraphy.Samples collected below a depth of 10 feet will be collected in 5-foot intervals to the proposed termination depth of drilling. Water levels will also be monitored during and immediately after the completion of drilling operations. If water is encountered during drilling,the boreholes will be left open for approximately 2 days so that extended water level measurements can be made. Following the completion of drilling operations and water level measurements,the boreholes will be backfilled with bentonite-grout. DUDLEY has assumed that the site will be accessible with an ATV mounted drill.The ground contact pressure for this equipment ranges from 9 psi to 11 psi;however,some minor rutting may still occur following extended periods of heavy rainfall.We have assumed that the Client has obtained permission from the property owner for DUDLEY to access the proposed boring locations. Following the completion of drilling operations,the recovered soil samples will be brought backto DUDLEY's College Station,Texas office so that the soil samples can be visually classified by a professional geotechnical engineer or an engineering-in-training.Laboratory tests deemed pertinent to the project will also be performed on select soil samples recovered from the borings.The laboratory testing program will generally include the following:(1)ASTM D1140 for determining the percentage of fines or material passing the No.200 sieve;(2)ASTM D2216 for determining the moisture content of the soils;and(3)ASTM D4318 for determining the Atterberg Limits(liquid limit and plastic limit)of plastic soils.Additional laboratory testing may include:1)ASTM D2166 to evaluate the unconfined compressive strength of cohesive soil,2)ASTM D4546 or a similar methodology to evaluate the swell potential of subsurface soils,3)total soil suction testing using a WP4C to assist with estimating the zone of seasonal moisture fluctuation,and 4)sulfate testing performed in accordance withTex-145-E. The consistency of cohesive soil samples will be evaluated using a pocket penetrometer.In addition,penetration resistance tests or SPT N-values may also be recorded as part of ASTM D1586 to estimate the consistency of cohesive soils and the relative density of granular soils. Task Ill-Engineering Analysis and Report Preparation: Prior to Issuing a geotechnical report,DUDLEY will generate boring logs documenting the findings of the subsurface investigation and laboratory testing program(Task I andTask 2).This information will be distributed to the design team along with a technical memorandum outlining the primary geotechnical concerns for the project.We have assumed that a team meeting will be required to discuss these findings.A geotechnical report will then be generated providing foundation recommendations for the proposed structures.The foundation recommendations will also include provisions to mitigate the effects of expansive soils in accordance with Section 1808.6 of the 2018 International Building Code.Low-risk mitigation options such as a structurally suspended floor system approach will be presented.In addition,alternative site improvement techniques,which typically carry a higher degree of risk or long-term performance,will also be addressed to provided alternative,economical options. - Task IV-Construction Administration: DUDLEY has budgeted for at least five(5)meetings following the issuance of the geotechnical report.These meetings may be related to addressing questions associated with the geotechnical report,potential alternative design strategies to minimize construction costs,and unforeseen conditions that develop during construction operations.Each meeting has been assumed virtual and to not exceed 2 hours in duration or 10 hours total. PROJECT SCHEDULE The project schedule will be contingent on when we receive notice to proceed.Nevertheless,a project of this nature can generally be completed within 4 weeks.Weather conditions,equipment Issues,or unforeseen conditions during drilling operations could potentially influence the estimated project schedule.The client will be notified via email if conditions arise which might push the anticipated delivery date back. ADDITIONAL PROVISIONS This Agreement, and the Master Agreement between County and Geotechnical and Construction Materials Testing firm, constitute the entire Agreement between the parties. Boundary must include all of Parent Tract. ❑ All horizontal control and vertical elevations depicted on the plan shall be tied to NAD83 and NAVD 1988 Datum. ❑ A vicinity map, drawn at a scale appropriate to show all nearby major Roadways and sufficient in detail to identify the location of the proposed plan. ❑ All adjacent property Owner's names, deed record, or Subdivision name, Block and Lot number, and existing use. ❑ All parcels within the boundary of the Subdivision shall have a Block and Lot number shown on the face of the plan drawing. ❑ County boundaries, City limits, Extraterritorial Jurisdiction (ETJ) boundaries, school district boundaries and Subdivision section and/or phase boundaries. ❑ Road names and Road designation (whether the Road will be public or privately owned), pavement width and Right-of-Way width for all proposed Roads within and all existing Roads abutting the plan. (Proposed and existing) ❑ All existing and proposed plan boundary lines, phase/section lines, and Lot lines with bearings and dimensions. ❑ Utility Services. (Water, wastewater, electrical, natural gas, cable, phone, etc.) (Existing and proposed.) ❑ Pipelines: label company with volume and page. ❑ The Preliminary Plan (including the entire Parent Tract if only a portion of that tract is to be subdivided) shall be shown on a single sheet, regardless of its acreage. The Preliminary Plan may also be shown on multiple sheets if necessary to show all detail and required information as required by this section. ❑ Size, in acres, of all Daughter Tracts. ❑ Centerline tangent lengths and curve data for all proposed Roads. ❑ Easements and rights-of-way shall be dedicated to the public. Each phase must be able to stand alone to meet requirements of these Regulations. ❑ Location and size of all existing and proposed subsurface and surface water drainage facilities, including water bodies on or immediately adjacent to the subject property and detention basins, if needed. ❑ If the proposed Preliminary Plan is to be a Private Subdivision (containing privately maintained Roads), the title of the plan shall contain the phrase, "A Private Subdivision". Refer to Article 8 for additional requirements. ❑ This check list along with the required copies of the plan shall be submitted to the County Engineer for approval. ❑ Include a description of contributing drainage to the proposed Subdivision. The submittal shall include the area, slope and type of Development in the contributing area. ❑ Drainage narrative in compliance with the BCEDG. ❑ Clearly indicate the method of sanitary sewage treatment and/or disposal such as, but not limited to, municipal sewer service, private sewage disposal system and On-site sewage facilities including the size and location of all proposed sewer mains and manholes. Preliminary grades for each main between manholes and the depth at each manhole shall also be shown. ❑ All existing and proposed water courses or manmade drainage channels shall be located within a Common Area to be maintained by Owner. FINAL PLAT APPLICATION REQUIREMENTS Every Final Plat must include all of the items provided on the Simplified Plat checklist as well as the following: ❑ For Road widening and drainage purposes the Owner shall dedicate the Right-of- Way. In the case of drainage that is provided for the Lots, it shall be located outside of the Right-of-Way in a private drainage Easement. In the case of drainage that is provided for the Roadway, it shall be located within the Right-of-Way. ❑ If public Roadways are to be built as part of the plat, the plat note regarding the responsibility for construction of Roadways as found in Appendix G.3 shall be placed on the face of the plat. ❑ The plat note regarding Owner's responsibilities as found in Appendix G.4, if not contained in the Owner's dedication. ❑ Indicate the centerline length of each Road in the proposed Subdivision and its design speed. ❑ If more than four mailboxes are to be provided within the Subdivision, cluster mailboxes shall be provided and the location of such shall be indicated on the plat. ❑ If the Roads within the Subdivision will be privately maintained, include the appropriate note(s) per the requirements of Article 8 of these Regulations. ❑ Locations of existing and proposed private alleys. ❑ Locations of existing and proposed public areas. ❑ Locations of other Public Improvements, including but not limited to parks, schools and other public facilities. ❑ All Off-site Easements for infrastructure construction must be shown on the Final Plat with a volume and page listed to indicate where the separate instrument Easements were filed. Separate instrument Easements must be filed prior or concurrently with Final Plat. ❑ Proposed phasing. All phasing shall be in accordance with the approved Master Plan and/or Preliminary Plan and each phase must be able to stand alone to meet requirements of these Regulations. Infrastructure costs should be separate for each phase of the Subdivision. ❑ Location and size of all existing and proposed subsurface and surface water drainage facilities, including water bodies on or immediately adjacent to the subject property. ❑ If the proposed Final Plat is to be a Private Subdivision (containing privately maintained Roads), the title of the plat shall contain the phrase, "A Private Subdivision". Refer to Article 8 for additional requirements. ❑ In the case of an On-site Sewage Facility (OSSF), the Developer shall be responsible for providing a Development Plan, as performed by a Professional Sanitarian, a Licensed Professional Engineer, or person certified as required by TCEQ Title 30 TAC Chapter 285.
