WORKSHOP SESSION
1. Call to Order
A workshop session of the Commissioners' Court of Brazos County, Texas was held
in the Brazos County Commissioners Courtroom in the Administration Building, 200
South Texas Avenue, in Bryan, Brazos County, Texas, beginning at 9:30 a.m. on
Tuesday, October 14, 2024 with the following members of the Court present:
Duane Peters, County Judge, Presiding;
Steve Aldrich, Commissioner of Precinct 1;
Chuck Konderla, Commissioner of Precinct 2;
Nancy Berry, Commissioner of Precinct 3;
Wanda J. Watson, Commissioner of Precinct 4;
Karen McQueen, County Clerk,Absent.
The attached sheets contain the names of the citizens and officials that were in
attendance.
2. Presentation and discussion of the second draft of the Brazos County Subdivision
Regulations Diagnostic Report by Freese and Nichols, Inc.
Judge Peters called the meeting to order at 9:30 a.m. and invited Freese-Nichols
Project Manager Daniel Harrison to begin the presentation.
Mr. Harrison presented an updated diagnostic report regarding the County's Subdivision
Regulations based largely on feedback received from interviews with stakeholders. The
report indicated fifteen areas of priority improvements including comprehensively
updating the Subdivision Regulations, revising I nterlocal Agreements with the cities,
adopting a County Thoroughfare Plan and clarifying County policy regarding utilities in
the County right-of-way. Mr. Harrison presented the findings and proposed solutions for
each priority improvement. Commissioner Aldrich questioned whether it was prudent to
wait until after the next legislative session to begin revising the I nterlocal Agreements
•
with the cities. Mr. Harrison recommended that the County wait until such time to revise
those agreements however, he encouraged the Court to continue moving forward with
the Subdivision Regulations update.
At 10:37 a.m. the County Judge announced a ten minute recess of the workshop.
At 10:48 a.m.the meeting reconvened and Mr. Harrison went on to address the
additions that have been made to the Diagnostic Report since the first Commissioners
Court workshop on September 5, 2024. Upon further discussion, Commissioner
Konderla requested that a final stakeholder meeting be scheduled to ensure the best
end product prior to the adoption of the new Subdivision Regulations.
