Wags° Commissioner, "recinct 4 Attest: � J Karen McQueen County Clerk Op L;1)* Y MINUTES SEPTEMBER 10, 2024 BRAZOS COUNTY COMMISSIONERS COURT PUBLIC HEARING Call to Order A public hearing of the Commissioners' Court of Brazos County, Texas was held in the Brazos County Commissioners Courtroom in the Administration Building, 200 South Texas Avenue, in Bryan, Brazos County, Texas, beginning at 9:15 a.m. on Tuesday, September 10, 2024 with the following members of the Court present: Duane Peters, County Judge, Presiding; Steve Aldrich, Commissioner of Precinct 1; Chuck Konderla, Commissioner of Precinct 2; Nancy Berry, Commissioner of Precinct 3; Wanda J. Watson, Commissioner of Precinct 4; Karen McQueen, County Clerk,Absent. The attached sheets contain the names of the citizens and officials that were in attendance. The Court will hear comments on the Proposed Tax Increase for 2024. Interested parties are invited to attend said hearing and present their cause, if any,for or against the tax increase for 2024. Judge Peters called the meeting to order and invited members of the public to comment on the Fiscal Year 2025 Proposed Tax Increase. Cathie Viens began by explaining the tax rate adoption process and then recommended that the Court adopt the no new revenue rate. Ms. Viens noted that McLennan County has adopted a no new revenue rate for the last six years. Paul Viens objected to the proposed tax increase and stated that he believes citizens are being taxed to death. Fred Brown provided statistics showcasing the impacts of inflation. He asked that the Court reconsider increasing the tax rate because citizens are hurting financially. Diane Breeding asked that the Court reconsider the tax increase and look at the economic challenges that the community is facing. Dorothy Sake suggested that the Court adopt the no new revenue rate given that property appraisals increase annually. Keith King commented that it is time to "axe the tax". Susan Fontaine urged the Court to consider adopting the no new revenue rate and asked that they delay unnecessary projects at this time. Russ Ford asked that the Court take a hard look at adopting the no new revenue rate. He reiterated Ms. Viens' comments regarding McLennan County. Jerome Rektorik stated that while he agrees, inflation is creating financial hardships for the community, he understands the need and supports the increased tax rate. Julie Schultz stated that even though she is not a fan of tax increases, she does want County services to continue and is supportive of the increase to the tax rate. Clayton Watson began by sharing his qualifications to review and understand the County Budget and setting of the tax rate. Mr. Watson thanked Judge Peters for his fiscal conservatism and stated that he believes the need for a tax increase is directly related to the County being forced to revert to the no new revenue rate in 2022. He then made recommendations to preserve the integrity of the budget and increase tax payer support.
