BRAZOS COUNTY COMMISSIONERS COURT
WORKSHOP SESSION
1. Call to Order
A workshop session of the Commissioners' Court of Brazos County, Texas was held
in the Brazos County Commissioners Courtroom in the Administration Building, 200
South Texas Avenue, in Bryan, Brazos County, Texas, beginning at 2:00 p.m. on
Tuesday, June 4, 2024 with the following members of the Court present:
Duane Peters, County Judge, Presiding;
Steve Aldrich, Commissioner of Precinct 1;
Chuck Konderla, Commissioner of Precinct 2;
Nancy Berry, Commissioner of Precinct 3;
Wanda J. Watson, Commissioner of Precinct 4;
Karen McQueen, County Clerk.
The attached sheets contain the names of the citizens and officials that were in
attendance.
2. Presentation and Discussion of the FY2024-2025 County Budget regarding the
following items:
• a. Cost-of-Living-Adjustment (COLA)
• b. Merit Allocation and Merit Policy
Judge Peters called the meeting to Order at 2:04 PM and invited Budget Officer Nina
Payne to begin the presentation.
Ms. Payne presented the Court with a comparison between the living wage calculation
for Fiscal Year 2023 and Fiscal Year 2024, reflecting an increase in the cost of living.
Commissioner Aldrich questioned how many positions are currently below living wage.
Human Resources Director Jennifer Salazar ran a report showing 84 employees falling
below the living wage. Ms. Salazar and Ms. Payne went on to discuss plans for
conducting a County-wide Classification and Compensation Study to determine next
steps in streamlining position titles and salaries. After further discussion amongst the
Court, Commissioner Aldrich asked for Ms. Payne's recommendation on the Cost of
Living Adjustment(COLA) and Merit. She stated that her recommendation to the Court
is to do a higher COLA of 5 percent and no Merit. Her justification is that by just doing a
COLA, it would prevent positions from maxing out on the Group and Step Chart. Ms.
Payne then asked that the Court share their thoughts.
Commissioner Berry suggested a 6 percent COLA with no Merit and Commissioner
Aldrich proposed a 3 percent COLA with no Merit. The Court discussed the two
proposed numbers and Commissioner Konderla stated that he would be more
comfortable with a 4.5 to 5 percent COLA with no Merit. Ms. Payne stated that she
would place an item on an upcoming agenda to set the COLA in order to begin building
the Budget.
The meeting was adjourned at 3:21 PM.
