PUBLIC COMMENTS
Public Comment during the Commission Meeting may be for all matters, both on and off the agenda, and be limited to three
minutes per person. Persons are invited to submit comments in writing on the agenda items and/or attend and make comment at
the Commission meeting. Members of the public are reminded that the Brazos County Commissioners Court is a Constitutional
Court, with both judicial and legislative powers, created under Article V, Section 1 and Section 18 of the Texas Constitution. As a
Constitutional Court, the Brazos County Commissioners Court also possesses the power to issue a Contempt of Court Citation
under Section 81.024 of the Texas Local Government Code. Accordingly, members of the public in attendance at any Regular,
Special and/or Emergency meeting of the Court shall conduct themselves with proper respect and decorum in speaking to,
and/or addressing the Court; in participating in public discussions before the Court; and in all actions in the presence of the
Court. Those members of the public who are inappropriately attired and/or who do not conduct themselves in an orderly and
appropriate manner will be ordered to leave the meeting. Refusal to abide by the Court's Order and/or continued disruption of
the meeting may result in a Contempt of Court Citation.
It is not the intention of the Brazos County Commissioners Court to provide a public forum for the demeaning of any individual or
group. Neither is it the intention of the Court to allow a member (or members) of the public to insult the honesty and/or integrity
of the Court, as a body, or any member or members of the Court, or County employees, individually or collectively. Accordingly,
profane, insulting or threatening language directed toward the Court and/or any person in the Court's presence and/or racial,
ethnic or gender slurs or epithets will not be tolerated. Violation of these rules may result in the following sanctions:
1. cancellation of a speaker's time;
2. removal from the Commissioners Court;
3. a Contempt Citation; and/or
4. such other and/or criminal sanctions as may be authorized
under the Constitution, Statutes and Codes of the State of Texas.
The County Commissioners Court can deliberate or take action only if a matter has been listed on an agenda properly posted
prior to the meeting. During the public comment period, speakers may address matters not listed on the published agenda. The
Open Meeting Law does not expressly prohibit responses to public comments by the Commissioners Court. However, responses
from the County Judge or Commissioners to unlisted public comment topics could become deliberation on a matter without
notice to the public. To ensure the public has notice of all matters the Commissioners Court will consider, the County Judge
and/or Commissioners may choose not to respond to public comments, except to correct factual inaccuracies, recite existing
policy in response to an inquiry or to ask that a matter be listed on a future agenda. See Texas Open Meetings Act Section
551.042.
INVOCATION
Any invocation that may be offered before the official start of the Court meeting shall be to and for the benefit of the Court. The
views or beliefs expressed by the invocation speaker have not been previously reviewed or approved by the Court and do not
necessarily represent the religious beliefs or views of the Court in part or as a whole. No member of the community is required to
attend or participate in the invocation and such decision will have no impact on their right to actively participate in the business
of the Court.

REGULAR MEETING
1. Invocation and Pledge of Allegiance
• U.S. and Texas Flag - Commissioner Berry
2. Call for Citizen input and/or concerns
Mark Holtzapple spoke in regard to election security. He continued his statements from a
prior meeting and passed out printed information to the Court. Mr. Holtzapple provided
his personal assertions and recommendations on keeping a secure election process. A
copy of the handout is attached.
Ann Walton stated other counties in Texas are working on election integrity. Mrs. Walton
stated voting machines and QR codes on ballots are vulnerable to manipulation. She
asked the Court to hear the experts and allow them to examine election security.
Cynthia Wiley shared a brief story from her childhood where she competed in hunter
under saddle competitions. Ms. Wiley proceeded to speak about horses having blinders
on during a race to help them focus on what is in front of them. Mrs. Wiley believes 30
percent of Americans have blinders on when it comes to voting machines . She also
spoke about not knowing what information can be programed on QR codes. She
requested there be more investigation into the security of digital elections.
Cathie Viens spoke next and asked several questions about the hand counted ballots.
She asked how the hand counts are administered and how people are selected to do the
hand count. Mrs. Viens also questioned why poll watchers were not allowed and question
the camera placement during the hand counts. She asked who administers the software
updates to the machines and what information is on the QR codes. Mrs. Viens asked the
Court to allow Mark Holtzapple and Dr. Daugherity conduct a workshop on digital election
security. She also requested the Court return to the four minute time limit for the citizen
input section of the agenda.

3. Approval requested from the Auditor's Office for a Resolution authorizing application for

4. Approval of appointment of Silas Garrett to the Brazos Central Appraisal District. Term
of appointment is January 1, 2024 - December 31, 2025.
A motion was made by Commissioner Konderla, seconded by Commissioner Aldrich to
approve the appointment.
Tax Assessor -Collector Kristy Roe asked the Court to consider modifying the
appointment term to January 1, 2024 through December 31, 2023 since legislation will
revise the structure of the board on January 1, 2025 and will nullify some of the terms.
Commissioner Konderla then amended his motion to appoint Silas Garrett to the Brazos
Central Appraisal District for a term of January 1, 2024 through December 31, 2024.
The motion was seconded by Commissioner Aldrich and passed unanimously.

Commissioner Steve Aldrich. Passed. 5-0. Ayes: Aldrich, Berry, Konderla, Peters,

The Court then returned to the original motion and voted unanimously to appoint Silas
Garrett to the Central Appraisal District Board of Directors.

8. Discussion and possible action on public input and/or concerns at Commissioners Court
meetings.
Commissioner Aldrich stated he requested this item be placed on the agenda after
citizens complained about the changes that were made to the policy. J udge Peters
noted that the Court was notified of the changes prior to being placed on the agenda for
approval. Commissioner Aldrich stated that he would request the second citizen's input
opportunity be placed back on the agenda and the time limit revert back to four minutes.
Judge Peters read from a procedural document for Commissioners Courts provided by
Texas Association of Counties, saying "Commissioners Courts are required to allow a
member of the public who desires to address the body regarding an item on an agenda
to address the body regarding the item at the meeting before or during the body's
consideration of the item". Judge Peters further explained that a citizen can address the
Court at the beginning of the agenda or at the time the agenda item is considered.
Judge Peters also read the following statement "the Attorney General opined that a
single comment period at the beginning of the meeting is sufficient, though the Court
certainly could provide for comment before each item if it so chose". He stated he did
not find any other counties that allow for two citizen's input sections. Commissioner
Berry noted that both the cities of Bryan and College Station allow for citizen comments
before and at specific items. Judge Peters added that he is agreeable to reverting back
to the four minute time limit. Commissioner Aldrich said each county does their own
thing and feels the way the court has been conducted in the past is the right thing to do.
He appreciates the time being increased to four minutes but disagrees with anything that
limits interaction with constituents. Judge Peters said the Court is giving citizens the
opportunity to speak at either the citizen's input portion on the agenda or at an agenda
item, but does not feel it is necessary to add another opportunity at the end of the
agenda. Commissioner Watson remarked that it is important to have transparency and
accountability to citizens but citizens should also be prepared when speaking on items.
Commissioner Aldrich concurred and made a motion to modify the speaker time limit by
returning back to four minutes per speaker. The motion was seconded by
Commissioner Berry. Judge Peters then stated another concern was brought up
regarding proper attire. He said the previous Courtroom Decorum Policy only stated
members of the public be appropriately attired and the amended policy defines
inappropriate attire. Judge Peters then read the amended portion of the policy,
"I nappropriate attire includes but is not limited to, items such as cutoffs, tank tops,
muscle shirts, shorts, barefoot, flip flops or clothing with suggestive, offensive, vulgar,
racist, sexist pictures, slogans or depictions of provocative clothing styled or worn to
provoke, distract or disrupt". He explained the only change made to the policy is the
inclusion of examples of inappropriate attire. Several Court members commented that
they were happy with that addition. Judge Peters then asked for clarification from Mr.
Erratt on if the Court approves the time limit change from three minutes to four minutes,
does the policy need to be placed on the agenda for approval again. Mr. Erratt answered
that the vote to approve the time change is sufficient. Commissioner Konderla asked for
clarification from Mr. Erratt and stated the public may make comments on agenda items
and then the Court would continue with their duties on the item. Mr. Erratt responded that
is correct. The Court then proceeded to vote on the motion to change the time limit
during citizen's input to four minutes and it passed unanimously.

Commissioner Aldrich asked if the funds for items 15 and 16 are coming from general
funds allocated to Road and Bridge and not from bond funds. Budget officer Nina
Payne stated the funds were budgeted in the Road and Bridge Department's
operational budget.

At this point, the County Judge announced the Court would consider items 28 through
31 and then return to convene into Executive Session.
Having considered the previously noted agenda items, at 10:51 a.m. the County Judge
stated that the Court would convene into Executive Session to deliberate pursuant
to Section 551.071 as stated above. The following individuals were asked to stay for the

At 11:17am the County Judge announced the meeting open to the public and

29. Juvenile director's report on detention population.
Judge Peters reported on behalf of Juvenile Director Linda Ricketson reported there
are 40 juveniles in the detention center, 34 are male and 6 are female, and 30 have
electronic monitors.
30. Sheriff's report on inmate population.
Chief Deputy Kevin Stuart stated there were 729 inmates in jail, 617 inmates are male,
112 are female and 53 have electronic monitors.
31. Announcement of interest items and possible future agenda topics.
Commissioner Konderla acknowledged Flo Workman's 37 years of service to Brazos
County and congratulated her on her retirement.
Judge Peters stated the legislators are in their 4th extended session and a lawsuit has
been filed over the recent election. He went on the explain that because of the lawsuit
the amendments that were approved will not go into effect until the election is certified by

published methods. of compromising every one of the devices in the room in ways that could alter
stored vote tallies, change ballots displayed to voters, or alter the internal software that controls
the machines.
In particular,
many vectors for so called "Advanced Persistent Threat (APT)" attacks continue to be found or
replicated. This means that an attack that could compromise an entire jurisdiction could be
injected in any of multiple places during the lifetime of the system.

2.07.1 ADMINISTRATIVE LEAVE:
At the discretion of the County Judge, or the Commissioners Court, employees may be granted
Administrative Leave to ensure the safety, welfare, and health of the employee. These instances include,
but are not limited to, severe weather, flooding, building conditions, communicable disease control, or
other health risks.
The department head is authorized to grant administrative leave to an employee in certain limited
circumstances.
The department head may authorize administrative leave with pay when warranted by circumstances
not otherwise provided for in these policies. The duration of any authorized administrative leave may
not exceed sixteen (16) working hours.
Unpaid administrative leave shall be required when an employee has been accused of criminal conduct
or other conduct that could adversely affect the employee's job performance or diminish the public's
trust in County government.
Administrative Leave With Pay is not considered time worked and will not be used to determine and/or

STATUTORY AUTHORITY
This plan shall be in compliance with all portions of Chapter 62 of the Government Code,
Vernon's Texas Code Annotated.
SOURCE OF NAMES
As,stated in Section 62.001 of the Government Code, the source from which the jury
wheel shall be constituted, is the names of all persons on the current voter registration lists from
all the precincts in B R A Z O S County, Texas and the names of all citizens of the County
-who hold a valid Texas driver's license, and the citizens who hold valid person identification
card or certificate issued by the Texas Department of Public Safety, as soon as such information
is available from the Secretary of State; provided, however, that the names of persons listed on a
register of persons exempt from jury service may not be placed in the jury wheel as provided in
the Government code 62.107, 62.108 and 62.109.
METHOD
Persons called for jury service shall be selected at random with the aid of electronic
equipment in a fair, impartial, and objective manner from the source of names required by
Section 62.001 of the Government Code, taking into consideration those persons exempt from
jury service as provided by Section 62.107, 62.108 and 62.109. of the. Government Code.
OFFICIAL IN CHARGE
The Clerk of the District Courts in BRAZOS County, Texas is designated as the
official to oversee the selection process and shall have the duties and authority set forth herein.
DATE OF RECONSTITUTION OF JURY SERVICE
At, a time, each year, on or before January 1, 2024, the jury source shall be reconstituted'
from the certified list provided by the Secretary of State under the provisions of Section 62.001
of the Government Code.
NOTICE �OF JURY SERVICE
The Judges of the District,. County and Justice Courts shall provide in a timely manner to
the District Clerk information regarding the required jury panels for the respective courts.
A true and complete written list showing the names and addresses of the persons
summoned to begin jury service on a particular date shall be kept by the District Clerk until said
list has been used.
A true and complete written list of the names and address(ed) of person(s) summoned to
begin jury'service on a particular date shall be filed with the County Clerk at least ten (10) days
before that date.
The District Clerk shall summons by first class mail all persons so listed to be called for
jury service on such date at least ten (10) days prior to the date such persons are to begin jury
service. The Clerk shall supply the computerized summon forms which shall be addressed to all
persons selected.
Any authority or duty assigned to the District Clerk herein may be delegated to a deputy
or other designee of such Clerk, including the Court Coordinators .
GENERAL JURY PANEL
A District Judge, County Court at Law Judge or Justice of the Peace may determine the
number of prospective jurors that are reasonably necessary for the cases to be tried in their
courts. Any District or County Court at Law Judge may act as a Presiding Judge for the jury.

ADDITIONAL JURORS
If the presiding judge determines that the number of jurors previously selected for any designated
date is insufficient, he shall direct the District Clerk to prepare a supplemental list and summon

courts, provided that such supplemental summons shall be mailed at least ten (10) days prior to
date of service.
AMENDMENTS
This plan may only be amended by the Commissioners' Court of BRAZOS County, Texas
upon recommendation of a majority of the District Judges of BRAZOS County, Texas.
EFFECTIVE DATE
This plan shall become effective immediately upon its adoption and approval by the
Commissioners' Court.

The agreement entered into by and between Texas A&M University Health Science Center, College
Station, Texas ("Prime Recipient"), and Brazos County, acting'through the Brazos County District
Attorney's'Office ("Criminal Justice Partner"), under Health Resources Services Administration (HRSA)
("Sponsor"), Grant No. 1 T96BP32499-001-00, for the project entitled "Advanced Nursing Education -
Sexual Assault Nurse", is hereby amended as follows:

Grant Specific Term(s)
1. 45 CFR Part 75 applies to all federal funds associated with the award. Part 75 has -been effective since December 26, 2014. All references
to prior OMB Circulars for the administrative and audit requirements and the cost principles that govern Federal monies associated with this
award are superseded by the Uniform Guidance 2 CFR Part 200 as codified by HHS at 45 CFR Part 75.
2. This Notice of Award is issued based on HRSA's approval of the Non-Compefing Continuation (NCC) Progress Report. All post -award
requests, such as significant budget revisions or a change in scope, must be submitted as a Pnor Approval action via the Electronic
Handbooks (EHBs) and approved by HRSA prior to implementation. Grantees under "Expanded Authority," as noted in the Remarks section
of the Notice of Award, have different prior approval requirements. See "Prior -Approval Requirements" in the DHHS Grants Policy

3. The funds for this award are in a sub -account in the Payment Management System (PMS). This type of account allows recipients to

4. This Notice of Award includes $36,683 in supplemental funding. This one-time supplement funding must be used to accomplish the purpose
of the ANE-SANE program by increasing the number of sexual assault nurse examiners (SANEs) trained and expanding training and
certification of registered nurses, advanced practice nurses and forensic nurses to practice as SANEs.
You are required to regularly report to HRSA the increase in the numbers of SANEs that are (1) in training, (2) graduated/completed training,
and 3) providing SANE services post-graduation/completion, as a result of the supplemental grant funding; and follow-up with
graduates/completers to collect post -graduation employment demographics for a minimum of 1 year after graduation.
Program Specific Term(s)
This award is governed by the post -award requirements cited in Subpart D-Post Federal Award Requirements, standards for program and
fiscal management of 45 CFR Part 75 except when the Notice of Award indicates in the "Remarks" section that the grant is included under
"Expanded Authority'. These recipients may take the following actions without prior approval of the Grant Management Officer:
Section 76.308 c(2)(d)(1) Incur pre -award costs up to 90 calendar days before the award. See also 75.458.
Section 75.308 c(2)(d)(2) Initiate a one-time extension of the period of performance by up to 12 months unless one or more of the conditions
outlined in paragraphs (d)(2)(1) through (III) of this section apply. For one-fime extensions, the recipient must notify the HHS awarding agency
in writing with the supporting reasons and revised period of performance at least 10 calendar days before the end of the period of
performance specified in the Federal award. This notification must be submitted through the Electronic Handbooks (EHB). This one-time
extension may not be exercised merely for the purpose of using unobligated balances.
Section 75.308 c(2)(d)(3) Carry forward unobligated balances to subsequent periods of performance.
Except for funds restricted on a Notice of Award, grantee organizations are authorized to carry over unobligated grant funds up to the lesser
of 25% or $250,000 of the amount awarded for that budget period remaining at the end of that budget period. If the unobligated balance is in
excess of 25% of the total amount awarded, or $250,000, whichever is less, and the grantee wishes to cant' the funds forward, the grantee

must obtain prior approval from the Grants Management Officer.
The grantee must notify the GMO when it has elected to carry over unobligated balances under Expanded Authority and the amount to be
carried over. The notification must be provided under item 12, "Remarks", on the initial submission of the Federal Financial Report (FFR).
For all other Post Award request refer Standard Term 5 below.
2. Recipients are responsible for meeting all requirements as outlined in Notice of Funding Opportunity Announcement HRSA-21-016, and
must continue to be in compliance with all grant requirements throughout the project period. Failure to meet grant requirements may result in
action taken against the grant award, up to and including grant termination.
3. All nursing programs and consortium partners, if applicable, associated with the project must be accredited for the purpose of graduate
nursing education. The grantee must provide evidence of continued/ongoing accreditation by the appropriate national nurse education
accrediting agency or State approval agency recognized by the Secretary of the U.S. Department of Education within 30 days of its
decision. Nurse -Midwifery and nurse anesthetist education programs must show evidence of specialty accreditation by the Accreditation
Commission for Midwifery Education (ACME) of the American College of Nurse -Midwives and the Council on Accreditation of Nurse
Anesthesia Programs of the American Association of Nurse Anesthetists, respectively. Failure to do could result in a disallowance of
expenditures.
Standard Term(s)
1. Your organization is required to have the necessary policies, procedures, and financial controls in place to ensure that your organization
complies with all legal requirements and restrictions applicable to the receipt of federal funding, per HRSA Standard Terms (unless
otherwise specified on your Notice of Award), and Legislative Mandates. The effectiveness of these polidies, procedures, and controls is
subject to audit.
Reporting Requirement(s)
1. Due Date: Annually (Budget Period) Beginning: Budget Start Date Ending: Budget End Date, due 90 days after end of reporting
period.
The recipient must submit, within 90 days after budget period end date, an annual Federal Financial Report (FFR). The report should reflect
cumulative reporting within the project period of the document number. All FFRs must be submitted through the Payment Management
System (PMS). Technical questions regarding the FFR, including system access should be directed to the PMS Help Desk by submitting a
ticket through the self-service web portal (PMS Self -Service Web Portal), or calling 877-614-5533.
2. Due Date: 07/31/2024
Performance data for the recently completed academic year must be reported for each budget period annually no later than July 31. An
email notification will be sent as a reminder that a report is due, including instructions on how to provide the report through the EHB system.

3. Due Date: Quarterly (Budget Period) Beginning: Budget Start Date Ending: Project End Date, due Quarter End Date after 30
days of reporting period.
The grantee must submit a Quarterly Performance Update (QPU) to HRSA via the EHBs at the completion of each quarter. The QPU will be
automatically generated and allows recipients to document progress on their activities based on the information submitted in the
Standardized Work Plan. An email notification will be sent as a reminder that a report is due, including instructions on how to provide the
reports through the EHB system.
Failure to comply with these reporting requirements will result in deferral or additional restrictions of future funding decisions.

improvements is 1.81 miles. The vertical alignment of the existing roadway is to be reviewed to reduce the vertical curves

must be provided by the Brazos County Health District stating they have examined the plat and that
it is in compliance with the Brazos County On -site Sewage Facility (OSSF) Regulations,
Construction Standards for On -site Sewage Facility (OSSF) Regulations as published by the Texas
Commission on Environmental Quality (TCEQ). This letter must be signed by a representative of
the District prior to Final Plat approval.
❑ If the plat contains a water well site, there shall be a depiction of the TCEQ separation
requirements per Title 30, Part 1, Chapter 290, Subchapter D Rule §290.41.
❑ If rural route mailboxes are proposed, the plat note as found in Appendix G.2 for placement of such
mailboxes shall be shown on the face of the plat.
❑ If any areas of the plat are located outside of all incorporated areas, the plat note as found in
Appendix G.1 regarding the requirement to obtain a unique Development Permit from the Brazos
County Floodplain Administrator prior to locating or altering a structure or land shall be placed on
the plat.
❑ It is the responsibility of the Owner to assure that the proposed name of the Subdivision is not
duplicated. Subdivisions with different sections are considered unique. The Owner shall check with
the County Clerk's records for verification.
❑ Driveway culverts for all Lots shall be designed by a Licensed Professional Engineer.
❑ If entrances or driveways are proposed fronting Texas Department of Transportation (TxDOT)
controlled highways, farm -to -market Roads, or others, copies of correspondence with TxDOT are
required to be submitted with the Preliminary Plan stating that the general entrance or driveway
configuration is within TxDOT's guidelines. Formal approval of the layout from TxDOT is required
prior to approval of Final Plat.
❑ The diameter and length for each driveway culvert shall be shown on a table on the plat. This
information shall also be placed in the deed restrictions for the Lots in the Subdivision.
❑ The Owner shall provide a letter of serviceability from an entity or entities providing water service
or a letter stating that no service is available within 300 feet of the Subdivision and certifying that
the Lots are suitable for private wells.
❑ Any Improvements proposed within the Right -of -Way including, but not limited to, irrigation,
landscaping, sidewalks, Subdivision identification signs, etc. shall be maintained in accordance

needed.
❑ If the proposed Preliminary Plan is to be a Private Subdivision (containing privately maintained
Roads), the title of the plan shall contain the phrase, "A Private Subdivision". Refer to Article 8 for
additional requirements. r
❑ This check list along with the required copies of the plan shall be submitted to the County Engineer
for approval.
❑ Include a description of contributing drainage to the proposed Subdivision. The submittal shall
include the area, slope and type of Development in the contributing area.
❑ Drainage narrative in compliance with the BCEDG.
❑ Clearly indicate the method of sanitary sewage treatment and/or disposal such as, but not limited
to, municipal sewer service, private sewage disposal system and On -site sewage facilities
including the size and location of all proposed sewer mains and manholes. Preliminary grades for
each main between manholes and the depth at each manhole shall also be shown.
❑ All existing and proposed water courses or manmade drainage channels shall be located within a
Common Area to be maintained by Owner.
Every Final Plat must include all of the items provided on the Simplified Plat checklist as well as the
following:
❑ For Road widening and drainage purposes the Owner shall dedicate the Right -of -
Way. In the case of drainage that is provided for the Lots, it shall be located outside
of the Right -of -Way in a private drainage Easement. In the case of drainage that is
provided for the Roadway, it shall be located within the Right -of -Way.
❑ If public Roadways are to be built as part of the plat, the plat note regarding the
responsibility for construction of Roadways as found in Appendix G.3 shall be placed
on the face of the plat.
❑ The plat note regarding Owner's responsibilities as found in Appendix G.4, if not
contained in the Owner's dedication.
❑ Indicate the centerline length of each Road in the proposed Subdivision and its
design speed.
❑ if more than four mailboxes are to be provided within the Subdivision, cluster
mailboxes shall be provided and the location of such shall be indicated on the plat.
❑ If the Roads within the Subdivision will be privately maintained, include the
appropriate note(s) per the requirements of Article 8 of these Regulations.
❑ Locations of existing and proposed private alleys.
❑ Locations of existing and proposed public areas.
❑ Locations of other Public Improvements, including but. not limited to parks, schools
and other public facilities.
❑ All Off -site Easements for infrastructure construction must be shown on the Final
Plat with a volume and page listed to indicate where the separate instrument
Easements were filed. Separate instrument Easements must be filed prior or
concurrently with Final Plat.
❑ Proposed phasing. All phasing shall be in accordance with the approved Master Plan
and/or Preliminary Plan and each phase must be able to stand alone to meet
requirements of these Regulations. Infrastructure costs should be separate for each
phase of the Subdivision.
❑ Location and size of all existing and proposed subsurface and surface water
drainage facilities, including water bodies on or immediately adjacent to the subject
property.
❑ If the proposed Final Plat is to be a Private Subdivision (containing privately
maintained Roads), the title of the plat shall contain the phrase, "A Private
Subdivision". Refer to Article 8 for additional requirements.
❑ In the case of an On -site Sewage Facility (OSSF), the Developer shall be
responsible for providing a Development Plan, as performed by a Professional
Sanitarian, a Licensed Professional Engineer, or person certified as required by
TCEQ Title 30 TAC Chapter 285. The sewage disposal plan shall be performed
according rules and regulations established by the Brazos County On -site Sewage
Facility (OSSF) Order and TCEQ Title 30 TAC Chapter 285.
