Watson Commissioner, Precinct 4 Attest: MINUTES AUGUST 22, 2023 BRAZOS COUNTY COMMISSIONERS COURT WORKSHOP SESSION 1. Call To Order The Commissioners' Court of Brazos County, Texas met in a Workshop Session in the Commissioners' Courtroom in the Brazos County Administration Building in Bryan, Brazos County, Texas, beginning at 2:30 p.m. on Tuesday, August 22, 2023 with the following members of the Court present: Duane Peters, County Judge, Presiding; Steve Aldrich, Commissioner of Precinct 1; Chuck Konderla, Commissioner of Precinct 2; Nancy Berry, Commissioner of Precinct 3; Wanda J. Watson, Commissioner of Precinct 4; Karen McQueen, County Clerk. Attached is a list of the citizens and officials in attendance. 2. Presentation and discussion on Community Support Contract requests for the proposed budget FY 2023-2024: • a. Alternative Dispute Resolution • b. Boys and Girls Club of Brazos Valley • C. Aggieland Humane Society Judge Peters called the meeting to order and invited Budget Analyst Nina Payne to began the Community Support Contract discussion. The first to speak was Tod Ellis, Director of the Brazos Valley Dispute Resolution Center. Ms. Ellis stated the center handles all types of mediation and also provides training for volunteers. She said their request for increase in funding is due to the rise in rent for the center. Brazos Valley Dispute Resolution Center is requesting $50,000.00 in funding for fiscal year 2024. Next to speak was Austin Bryan, Board Chairman for the Boys & Girls Club of the Brazos Valley. Mr. Bryan stated they are requesting $55,000.00 from the County for fiscal year 2024. He stated the club has a new facility and several new programs, but they have 81 children on a waiting list for membership. The additional funding would allow them to hire more staff to therefore serve more children. Last to speak was Katrina Ross, Executive Director of Aggieland Humane Society. Ms. Ross stated they are also seeking an increase in funding to support the program, staff, food, cleaning and care of animals. Aggieland Humane Society is requesting $190,000.00 for fiscal year 2024. Mrs. Payne the explained the procedure for outside agencies to request funding from the County and the list of agencies currently receiving funding. Mrs. Payne then asked Human Resources Director Jennifer Salazar and Raeanna McConathy to give a presentation to the Court on the County Longevity Plan. 3. Discussion of FY 2023-2024 County Budget if needed. Mrs. Salazar explained that the current Longevity Plan begins at five years of employment and increases after each five year completion. She proposed beginning the Longevity Plan after one year of service. She also proposed to double the payment for employees that have been in service for five years and more. Mrs. Salazar believes this plan will aid in recruiting and retaining employees. She stated that the plan would not go into effect until 2025 if approved by the Court. Judge Peters noted that the Longevity Plan has not been updated in six years. 4. Call for Department Heads and Elected Officials input and/or concerns regarding FY 2023-2024 County Budget. There being no further business to discuss, the meeting was adjourned. 5.
