AT THE COUNTY ADMINISTRATION BUILDING IN ACCORDANCE WITH THE
PROVISIONS SET FORTH IN SECTION 551.127 OF THE TEXAS GOVERNMENT
CODE.

through the American Rescue Plan Act of 2021. Topics of discussion may include:
• a. Current and Projected Budgets
• b. Status of Projects
• c. Amount of funding for each project designated as a placeholder
• d. Next Steps in Moving Forward with Selected Projects

BRAZOS COUNTY COMMISSIONERS COURT
WORKSHOP SESSION
1. Call to Order
A workshop session of the Commissioners' Court of Brazos County, Texas was held in
the Brazos County Commissioners Courtroom in the Administration Building, 200 South
Texas Avenue, in Bryan, Brazos County, Texas, beginning at 10:00 a.m. on Monday,
June 26, 2023 with the following members of the Court present:
Duane Peters, County Judge, Presiding;
Steve Aldrich, Commissioner of Precinct 1;
Chuck Konderla, Commissioner of Precinct 2;
Nancy Berry, Commissioner of Precinct 3;
Wanda J. Watson, Commissioner of Precinct 4;
Karen McQueen, County Clerk, Absent.
The attached sheets contain the names of the citizens and officials that were in
attendance.
J udge Peters called the meeting to order at 10:12 a.m. and invited Traylor and.
Associates Executive Vice President Melinda Smith to speak.
2. Consider and discuss matters pertaining to the projects and funds designated as
placeholders through the American Rescue Plan Act of 2021. Topics of discussion may
include:
• a. Current and Projected Budgets
• b. Status of Projects
• c. Amount of funding for each project designated as a placeholder
• d. Next Steps in Moving Forward with Selected Projects
Melinda Smith began by giving a brief history. She reminded the Court that
$44,521,550.00 has been allocated by the U.S. Department of Treasury American
Rescue Plan Act (ARPA) funds. The Identified Projects have to meet the eligibility
requirements under the ARPA Program and State laws. Mrs. Smith said they wanted to
make sure that community needs and requirements were met. She then gave a status
update on the following projects: Vaccination Hub, Broadband Study/Initiative, BISD
Building Feasibility Study, R U OK? Program, Scotty's House, Medical Examiner's
Office, Jail HVAC/Air Purification System, Friends for Life, Area Agency on Aging
Housing Assistance Programs, BISD Building Renovations, and the Brazos County
Sanctuary and North Wing Feasibility Study and Renovations. Mrs. Smith said there will
be $7,420,232.00 in funds that will need to be allocated after all proposed adjustments
are made. She said the Court will need to consider how to move forward with those
funds.
Judge Peters stated he hopes the study the Court just listened to on Broadband will aid
in accessing the grant funding from both the Federal and State grants. He said he would
like to leave the money there for now. Commissioner Aldrich agreed but feels the funds
should be committed as soon as possible. Melinda Smith mentioned there are some
categories that fall under Governmental Services that can be used to reimburse payroll.
County Auditor Katie Conner then explained using funds for payroll reimbursement and
revenue loss. Commissioner Aldrich asked for the calculations on revenue loss. Ms.
Conner said the amount is $22,164,837.00 She further explained that you cannot claim
revenue loss for calendar year 2023-because you can not go below what was
established in 2019..She also noted that reimbursement on expenses that incurred
between April 2020 and September 2020 can not be budgeted for the future but would
go into the general fund. Discussions then began on the remaining $7,420,232.00.
Judge Peters said he believes the costs associated with the BISD Building and the
Medical Examiner's Office will be more than anticipated. Commissioner Berry then
asked about using funds on the remodel of the old 361 st Courtroom. Purchasing Agent
Charles Wendt cautioned the Court saying the bidding process with ARPA funding may
be different. Commissioner Berry stated she also agrees that the costs for the BISD
and Medical Examiner's Office will be more than projected. Mrs. Smith then advised
there is still some time to allocate funds meeting the requirements before the deadline of
December 31, 2024.
