SPECIAL CALLED SESSION

BRAZOS COUNTY COMMISSIONERS COURT WILL MEET INA SPECIAL

1. Resolution 22-030 levying a tax rate for Brazos County for Tax Year 2022.
2. Ratification of the property tax increase due to the adoption of the budget that will
require more revenue from property taxes than in the previous year.
3. Adjourn
The County Administration Building, 200 South Texas Avenue, Suite 332, Bryan, Texas is wheelchair accessible.
Handicap parking spaces are available. Any request for sign interpretive services must be made two working days

SPECIAL CALLED SESSION
1. Call to Order
A Special Called Session of the Commissioners' Court of Brazos County, Texas was
held in the Brazos County Commissioners Courtroom in the Administration Building, 200
South Texas Avenue, in Bryan, Brazos County, Texas, beginning at 2:00 p.m. on
Thursday, October 20, 2022 with the following members of the Court present:
Duane Peters, County Judge, Presiding; -
Steve Aldrich, Commissioner of Precinct 1, Absent;
Russ Ford, Commissioner of Precinct 2, Absent;
Nancy Berry, Commissioner of Precinct 3;
I rma Cauley, Commissioner of.Precinct 4;
Karen McQueen, .County.Clerk.
The attached sheets contain the names of the citizens and officials that were in
attendance.
2. Consider and take action on agenda items: 1 - 2
1.' Resolution 22-03.0 levying a tax rate for Brazos County for Tax Year 2022.
2. Ratification of the property tax increase due to the adoption of the budget that will
require more revenue from property taxes than in the previous year.
Judge Peters called the meeting to order at 2:00.p.m. and announced that without a
quorum of four Court members present, action could not be taken.
Judge Peters explained that. his -philosophy has always been to build fund balance
reserves to cover the cost of smaller projects instead of accruing debt. He further
detailed some advantages of this strategy in local government operations. Judge Peters
then stated that since no action can legally be taken to approve a property tax rate, it will
automatically default to the no new revenue rate of 0.4294. He believes that this will have

a negative impact on tfie County,. contrary to Commissioner Aldrich and Commissioner
Ford's claims that the County will not see any negative impacts. Judge Peters added
that the absent Commissioners are.paid very well to show up and vote.
Commissioner Berry stated that she is disgusted with the absent Commissioners for not
showing up to vote. She does not believe they are upholding their Constitutional duties
as Commissioners.
Commissioner Cauley concurred with Judge -Peters and Commissioner Berry adding,
she finds the situation with the absent Commissioners to be frustrating and narrow-
minded.
At 2:10 p.m. Judge Peters stated that if either Commissioner Aid rich or Commissioner
Ford planned to attend the meeting, they would have made it by this time. He announced
that this special called session was the last opportunity to vote on the property tax rate
and that'it will now automatically revert to the no new revenue rate of 0.4294. He then
discussed the need to take a look at the Fiscal Year 2023 Budget and determine all
discretionary areas that can be trimmed.
Judge Peters adjourned the meeting at 2:13 p.m.
