Vol. ✓ 7 f P% � 7 MINUTES OCTOBER,17, 2022 BRAZOS COUNTY COMMISSIONERS COURT PUBLIC HEARING Call to Order A public hearing of the Commissioners' Court of Brazos County, Texas was held in the Brazos County Commissioners Courtroom in the Administration Building, 200 South Texas Avenue, in Bryan, Brazos County, Texas, beginning at 2:00 p.m. on Monday, October 17, 2022 with the following members of the Court present: Duane Peters, County Judge, Presiding;, Steve Aldrich, Commissioner of Precinct 1, Absent; Russ Ford, Commissioner of Precinct 2, Absent, Nancy Berry, Commissioner of Precinct 3; Irma Cauley, Commissioner of Precinct 4, Karen McQueen, County Clerk. The attached sheets contain the names of the citizens and officials that were in attendance. The Court will hear comments on the Proposed Tax Increase for 2022. Interested parties are invited to attend said hearing and present their cause, if any, for or against the tax increase for 2022. Consider and take action on agenda items: 1 - 2 1. Resolution 22-027 levying a tax rate for Brazos County for Tax Year 2022. 2. Ratification of the property tax increase due to the adoption of a budget that will require more revenue from property taxes than in the previous year. Judge Peters called the meeting to order at 2:00 p.m. and invited others to speak. With no speakers coming forward, Judge Peters announced that they would keep the meeting open until 2:10 p.m. to see if anyone else arrives to speak. He then thanked 3_7 Pg. 0 Budget Analyst Nina Payne and Auditor Katie Conner for their tireless effort on the Fiscal Year 2023 Budget. Constable, Precinct 2 Donald Lampo came forward to speak out against the absent Commissioners. Constable Lampo stated that during his 22 year career in County politics, he has never seen anything like this. He expressed his frustration in the Court being unable to reach a compromise on the tax rate and added that the absent Commissioners lost the vote. on the proposed tax rate, with 3 Court members for the 0.4835 rate and 2 against. Constable Lampo went on to say that if the County encounters one bad storm, that could quickly deplete the $2 million dollar surplus. Judge Peters noted that Hams County is having the same issue with two Commissioners not voting on the proposed tax rate though, Harris County has a total tax rate of 0.581. He stated that his philosophy has always been to plan ahead for future needs and build revenue to take care of those projects, as opposed to borrowing money. Judge Peters expressed concern for the future of the County and anticipates cuts to the budget in the future if the County is forced to revert back to the No New Revenue Rate of 0.4294. Commissioner Berry concurred with Judge Peters statements and shared her belief that going forward, the:County.will likely.need..to raise taxes -every year to counteract the effects of the No New Revenue Rate. She stated that she hopes her colleagues will show up to plead their case.and then accept the rule of the majority: Tax Assessor Kristeen Roe announced that the next opportunity to vote on the tax rate will be October 18, 2022 at 10:00 a.m. during the regular meeting of the Commissioners Court and that the final opportunity to vote will be at the special called session on October 20; 2022 at 2:00 p:'m. PROPOSED TAX RATE $0.483500 per $100 NO -NEW -REVENUE TAX RATE. $0.429411 per $100 VOTER -APPROVAL TAX RATE $0.518466 per $100 The no -new -revenue tax rate is the tax rate for the 2022,tax year that will raise the same amount of property tax revenue for Brazos County from the same properties in both the 2021 tax year and the 2022 tax year. The voter -approval rate is the highest tax rate that Brazos County may adopt without holding an election to seek voter approval of the rate. The proposed tax rate is greater than the no -new -revenue tax rate. This means that Brazos County is proposing to increase property taxes for the 2022 tax year. A PUBLIC HEARING ON THE PROPOSED TAX RATE WILL BE HELD ON October 17, 2022 AT 02:00 PM AT Commissioners Courtroom, 200 S Texas Avenue, Ste. 106, Bryan, TX 77803. The proposed tax rate is not greater than the voter -approval tax rate. As a result, Brazos -County is not required to hold an election at which voters may accept or reject the proposed tax rate. However, you may express your support for or opposition to the proposed tax rate by contacting the members of the Brazos County Commissioners Court of Brazos County at their offices or by attending the public hearing mentioned above. For the current tax year, the amount of increase above last year's enhanced indigent health care expenditures is $167,728. This increased the no -new -revenue maintenance and operations rate by $0.000765/$100.
