Call to Order A workshop session of the Commissioners' Court of Brazos County, Texas was held in the Brazos County Commissioners Courtroom in the Administration Building, 200 South Texas Avenue, in Bryan, Brazos County, Texas, beginning at 10:00 a.m. on Wednesday, September 28, 2022 with the following members of the Court present: Duane Peters, County Judge, Presiding; Steve Aldrich, Commissioner of Precinct 1; Russ Ford, Commissioner of Precinct 2; Nancy Berry, Commissioner of Precinct 3; Irma Cauley, Commissioner of Precinct 4; Karen McQueen, County Clerk. The attached sheets contain the names of the citizens and officials that were in attendance. 2. Consider and discuss matters pertaining to the funding received through the American Rescue Plan Act of 2021. Topics of discussion may include: • a. Current Funding Requests • b. Current and Projected Budgets • c. Status of Projects • d. Next Steps in Moving Forward with Selected Projects Judge Peters called the meeting to order and invited Chief of Staff Ed Bull to the podium to update the Court on the status of allocating the ARPA funds. Mr. Bull presented the Court with a tentative list of projects with the estimated cost of each and began summarizing the status of the items by order of priority. A copy of the list is attached hereto. Mr. Bull stated that the first priority is the Medical Examiner's Office of which, a need fo_[_, VO4. 3 -7 g pg. additional funds has been estimated. Commissioner Ford disagreed with allocating more funding for the Medical Examiner's Office. Next on the list was Mental Health Services, followed by several facility renovations. Mr. Bull also discussed removal of funding to the Broadband category due to several immediate challenges and obstacles the County encountered in this regard. Mr. Bull noted federal funds will be available for Broadband. Commissioner Ford took issue with the removal of the funding, citing this as an urgent need for the County and a previously determined high priority for the Court as a whole. Discussion ensued regarding the possibility of hiring a consultant to move the project forward and instructions were given by the Court to allocate $1,000,000 as a placeholder in the Broadband category by removing $1,000,000 from the funding for the Medical Examiner's Office. Commissioner Aldrich expressed concern over the removal of certain infrastructure projects from the list of Court priorities. Specifically, Commissioner Aldrich took issue with the removal of I&GN Road and Stousland Road in Precinct 1. County Engineer Prarthana Banerji explained that with inflation and a constantly changing list of countywide infrastructure priorities, an exact timeframe for project completion could not be given, though the road improvements are budgeted. Ed Bull moved the discussion forward and addressed the status of the Scotty's House request. Budget Analyst Nina Payne explained that Scotty's House received additional funding from another source therefore, the County's ARPA fund allocation was reduced in that category to compensate. There was also discussion on Housing Assistance Programs. The Court then took a brief, five minute, recess. Upon return from the recess, Ed Bull continued his summarization of the list. He addressed the water damage issues in the North Wing of the County Administration Building, along with the planned renovations of the former Bryan ISD Building. Commissioner Ford stated that he felt $9,000,000 for renovations to the BISD Building was inappropriate and preferred a lesser amount. He asked that the amount be decided after a feasibility study is performed on the building. Jackie Flagg with Unlimited Potential then discussed the plans for the Non -Profit Organization's new building construction. Ms. Flagg stated that their current facility will be torn down this year and they anticipate construction will begin early next year. Ms. Flagg also discussed the funding they have received from the City. Commissioner Aldrich questioned whether it was possible to consider a matching grant program with the Organization however, Commissioner Berry raised concerns over the administrative burden that may impose on both the County and Unlimited Potential. She suggested moving forward with the $2,000,000 as originally planned. Mark Taylor with Traylor and Associates stepped up to the podium to discuss the direction of the Court on the listed items. Commissioner Ford made a recommendation to lower the amount listed for the BISD Building. Judge Peters disagreed, stating it will likely cost more than $9,000,000 to renovate the building. Commissioner Ford then requested that Traylor and Associates be paid for the work they have done on behalf of the County in the last year. Kaitlyn Battles with Purchasing explained that contractually, the County is unable to pay Traylor and Associates until after the ARPA money has been expended. Commissioner Ford placed a sense of urgency on expending the ARPA funds. Commissioner Cauley asked that Mr. Taylor reduce the amount listed under the Medical Examiner's Office from $25,000,000 to $24,000,000 as discussed to compensate for Val. 3 7 Pg. 4 e the addition to Broadband. She then asked that Mr. Taylor go over each line item with the Court. Commissioner Aldrich steered the discussion to address a request from Emergency Services District 1 to pave the road in front of the fire station. At that point, the County Judge stated it was time to wrap up the meeting. Ed Bull interjected that another workshop would be posted soon to continue the discussion. Judge Peters then advised that the adjustments made during the workshop today would be added to the next Commissioners Court Meeting for approval. Commissioner Aldrich made a motion to adjourn the meeting and was seconded by Commissioner Ford. The Court voted unanimously to adjourn the meeting. 3.
