MINUTES SEPT EMBER 20, 2022 BRAZOS COUNTY COMMISSIONERS COURT WORKSHOP SESSION 1. Discussion of 2022 Tax Rate. The Commissioners Court of Brazos County, Texas held a Workshop Session at the Brazos County Administration Building in Bryan, Brazos County, Texas, beginning at 1:00 p.m. on Tuesday, September 20, 2022 with the following members of the Court present: Duane Peters, County Judge, Presiding; , Steve Aldrich, Commissioner of Precinct 1, Absent; Russ Ford, Commissioner of Precinct 2, Absent; Nancy Berry, Commissioner of Precinct 3; Irma Cauley, Commissioner of Precinct 4; Karen McQueen, County Clerk. Attached is a list of the citizens and officials in attendance. The County Judge called the meeting to order at 1:17 p.m. and explained that the meeting was requested by Commissioners Aldrich and Ford to discuss the Tax Rate with no action item on the agenda. Judge Peters stated that if the two Commissioners do not participate in the vote on the Tax Rate, it will default to the No New Revenue Rate. He said if that happens it will be difficult to complete projects in the county. Judge Peters described issues with the gutter system at the Expo Complex that needs to be repaired. Commissioner Bevy stated she is concerned with Public Safety to which Commissioner Cauley agreed. The Court members expressed their disappointment with Commissioner Aldrich and Commissioner Ford for not participating in the Workshop to discuss the Tax Rate. At this point Judge Peters invited others to speak. Vol. 3 7 6 Pg. �L�7; Constable, Precinct 2 Donald Lampo asked if this will affect the volunteer fire departments. The Court responded yes. County Auditor Katie Conner informed the Court that at the No New Revenue Rate, anything in the Budget that will be decreased must be done by a Budget Amendment including items such as positions and contingency. She also noted that you can not increase the use of reserve funds without an emergency. Ed Bull, Chief of Staff stated he would like to speak on behalf of the employees that have contacted him with concerns over growth of the county, buildings that need repairs and storage needs. He stated if we do not adopt a tax rate the county will be moving backward instead of forward. At this point a motion was offered by Commissioner Berry to adjourn the Workshop. The motion was seconded by Commissioner Cauley and the vote was unanimous. 2.
