Y MINUTES AUGUST 16, 2022 BRAZOS COUNTY COMMISSIONERS COURT WORKSHOP SESSION Call to Order A workshop session of the Commissioners' Court of Brazos County, Texas was held in the Brazos County Commissioners Courtroom in the Administration Building, 200 South Texas Avenue, in Bryan, Brazos County, Texas, beginning at 1:30 p.m. on Tuesday, August 16, 2022 with the following members of the Court present: Duane Peters, County Judge, Presiding; Steve Aldrich, Commissioner of Precinct 1; Russ Ford, Commissioner of Precinct 2; Nancy Berry, Commissioner of Precinct 3, Present via Zoom; Irma Cauley, Commissioner of Precinct 4; Karen McQueen, County,Clerk. The attached sheets contain the names of the citizens and officials that were in attendance. 2. Open Discussion of FY 22-23 Proposed Budget. Auditor Katie Conner began the open discussion by explaining to the Court the current status of the requested FY 2023 Budget. Ms. Conner stated that with the inclusion of the requested items, the budget is at approximately a $7.6 million deficit. She asked that the . Court take that into consideration when setting the tax rate. Commissioner Aldrich spoke in favor of setting the tax rate at the no new revenue rate and utilizing the surplus in the fund balance to fund projects that may come up during the year. Judge Peters stated that it is important to remember that the fund balance grew during the COVI D-19 pandemic shutdown and the Court should not base projections of future financial growth on that anomaly. The Court entered into further discussion on the matter. Commissioner Aldrich continued to express concerns over how to justify holding onto such a large fund balance, while Judge Peters explained that in order for the Vol. d--- -- Pg. County to catch up on capital projects after the shutdown, the tax rate will need to be set higher than the no new revenue rate. The Court discussed with Ms. Conner about adding additional money to the emergency funds from the general fund balance. 3. Discussion of 2022 Tax Rate. Tax Assessor Kristeen Roe then came to the podium to clarify questions on legislation regarding setting the tax rate. Commissioner Berry is in favor of setting the rate at .4835. Commissioner Cauley and Judge Peters are supportive of that rate as well. Commissioner Ford concurred with Commissioner Aldrich stating this budget is a one time opportunity for the County to operate at the no new revenue rate. After further discussion, Budget Analyst Nina Payne concluded the meeting by stating the FY2023 Budget will be proposed within the next couple of weeks. The meeting was then adjourned. 4.
