Call to Order Aworkshop session of the Commissioners' Court -of Brazos County, Texas was held in the Brazos County Commissioners Courtroom in the Administration Building, 200 South Texas Avenue, in Bryan, Brazos County, Texas, beginning at 1:30 p.m. on Thursday July 28, 2022 with the following members of the Court present: Duane Peters, County Judge, Presiding; Steve Aldrich, Commissioner of Precinct 1; Russ Ford, Commissioner of Precinct 2; Nancy Berry, Commissioner of Precinct 3; Irma Cauley, Commissioner of Precinct 4; Karen McQueen, County Clerk. The attached sheets contain the names of the citizens and officials that were in attendance. 2. Discussion on the future transportation needs in Brazos County:. John Polster with Innovative Transportation Solutions, Inc. gave a presentation on the process and benefits of a Road Bond Program. Mr. 'Polster stated that Brazos County is one of the top 20 fastest growing counties in the State of Texas and it is imperative that the agencies work together to improve transportation in the area. With the Road Bond Program the County will have the opportunity to leverage approximately $740,000,000 of TXDOT funds. He advised the Court to consider calling a Road Bond Election in November. The Court entered into discussion on the matter. Commissioner Aldrich expressed concerns on funding and making sure to meet the needs of both citizens within the city limits and in the unincorporated areas of the County. Judge Peters stated that this opportunity could be a game -changer by possibly leveraging $9.00 for every dollar spent. The Court unanimously concurred that moving forward with a Road Bond Vol. Pg. 7 0 Election is in the best interest of Brazos County. Judge Peters opened the meeting for citizen input. John Nichols, City of College Station Council member, stated that this program is much needed and the County has his endorsement. Brazos Valley Economic Development Corporation President Matt Prochaska feels this program is incredibly important to the economic growth of Brazos County. Mayor Karl Mooney, Mayor of College Station applauded the Court for its leadership on this program. A copy of the presentation is attached. 3. For comparison pthe p population in the US grew 6.5% and the o ulation in Texas grew 16.3 % during that period. pp g g • Between 2010 and 2020, the county grew by an average of 1.9% per year. • An estimated 11 people move into Brazos County every day. * Source: US 2020 Census. Vol. 46 Pg. 7 • Federal and state funding agencies look for partnerships for leveraging opportunities for new roads. • Gas tax has not. been increased in 23 years. • Fuel efficiency is reducing available transportation funding. • Regional funding requires local government financial participation. 'The local funding provided by the bond program will substantially expedite roadway improvements. Vol. J� pg. 77 • Decreases congestion on city, county and state roads • Enhances quality of life • Provides through traffic on city roads • Improves air quality • Reduces standing traffic emissions • Enhances economic development; keeps tax base strong • Increases safety Ambulance service accessibility Reduces dangerously high roadbeds • Improves Bus Routes 0 The Brazos County road bond program as currently drafted, has the potential to leverage more than $740 Million in roadway projects throughout the county that improve the quality of life of every resident. • Brazos County has effectively managed its finances to maintain its AA bond rating. • Brazos County's tax rate has dropped from $O.XX/$ 100 valuation in 2009 to $O.XX/$100 valuation in 2021. Brazos County has been meetings with the Texas Department of Transportation -Bryan District (TxDOT) to identify which on system projects had the best potential for partnership leveraging. • Additionally, Brazos County met with the BCSMPO and BCRMA to ensure the bond program projects- were consistent with their planning documents and Transportation Improvement Program (TIP). • Brazos- County worked with each community to identify the projects critical to their residents. • A draft list of projects has been compiled for this initial workshop. von Pg. • Discuss project specifics. • If consensus is reached, on August 2, 2022, Brazos County to consider calling a Road Bond election for November 8; 2022.
