To make arrangements, please call (979) 361-4102. -- g pg... � ----_ LVOL MINUTES J U LY 269 2022 BRAZOS COUNTY COMMISSIONERS COURT WORKSHOP SESSION Call to Order A workshop session of the Commissioners' Court of Brazos County, Texas was held in the Brazos County Commissioners Courtroom in the Administration Building, 200 South Texas Avenue, in Bryan, Brazos County, Texas, beginning at 2:00 p.m. on Tuesday, July 26, 2022 with the following members of the Court present: Duane Peters, County Judge, Presiding; Steve Aldrich, Commissioner of Precinct 1; Russ Ford, Commissioner of Precinct 2; Nancy Berry, Commissioner of Precinct 3; Irma Cauley, Commissioner of Precinct 4; Karen McQueen, County Clerk. The attached sheets contain the names of the citizens and officials that were in attendance. 2. Presentation and Discussion of the Contracts for Community Support on the proposed budget requests for FY 2022-2023: • a. Big Brothers Big Sisters of the Brazos Valley • b. Brazos County Historical Commission • c. Brazos County Rape Crisis Center, Inc. • d. Never Forget Garden Veterans Memorial • e. North Bryan Community Center Judge Peters called each of the outside agencies to the podium to give presentations on their funding requests. a) Big Brothers and Big Sisters of the Brazos Valley Director of Big Brothers and Big Sisters Terry Dougherty requested an increase in Vol. �(o g Pg• support from the County in the amount of $40,000. Ms. Dougherty explained that her organization has served 300 youth over the last fiscal year and they have a goal to reach 500 youth. In order to continue growing while also striving to provide a high quality mentoring program, Ms. Daugherty feels an increase in funding is necessary. The Court discussed Big Brothers and Big Sisters' fundraising goals and their new partnership with Robertson and Washington County. Judge Peters thanked Ms. Dougherty for her presentation and service to the community. b) Brazos County Historical Commission Historical Commission Director Henry Mayo requested an increase of County funding in the amount of $7,250. Mr. Mayo discussed rising costs for plaques and a desire to increase the training budget. He indicated that while they have historically received $5,000 annually from the County, they would greatly appreciate a little extra support in the upcoming fiscal year. c) Brazos County Sexual Assault Resource Center/ Rape Crisis Center Sexual Assault Resource Center Director Lindsey LeBlanc requested funding from the County in the amount of $45,000. Ms. LeBlanc stated that with a 60% increase in clients creating an unprecedented demand, they are in desperate need of more support from the County. The Court thanked Ms. Leblanc for her service to the community. d) Never Forget Garden Veterans Memorial Never Forget Garden Veterans Memorial Executive Committee Chair Jane Cohen gave a brief introduction and then turned the presentation over to the Committee Treasurer Sherry Frisk. Ms. Frisk explained that the Garden will be a symbol to display the community's respect and honor for the unknown soldiers who fought and died for our Country. Ms. Frisk went on to discuss the details of the Never Forget Garden Veterans Memorial Project that will be on display at the front entrance of the Brazos Valley Veterans Memorial Park. Commissioner Cauley questioned whether the Brazos Valley Veterans Memorial Organization is supportive of the project to which, Ms. Frisk replied that she believes they have the full support of the BVVM. Commissioner Aldrich clarified that this project would be an addition to the monuments and statues that are already in the park, as a way of commemorating the unknown soldiers who gave their lives. Ms. Frisk stated that this would be a one time request and they anticipate the project will be completed by the year 2026. e) North Bryan Community Center Mattie Carter presented the request for funding on behalf of the North Bryan Community Center for the amount of $131,000. Ms. Carter stated that the funding would go toward renovating the worn down building, vehicle repair and technological upgrades. The North Bryan Community Center is currently serving around 45 to 50 youth daily with only 3 employees and numerous volunteers. They intend to implement a STEM program in the fall in addition to their tutoring program. The requested amount of support would be paid out over a period of 3 years. Commissioner Cauley stated that she is a member of the organization for the sake of transparency. County Auditor Katie Conner explained to Ms. Carter that the County can only legally fund operational costs for outside agencies, not infrastructure. Commissioner Cauley believes the logistics can be worked out and stated that the organization needs the support of the community and she hopes the County is able to help. VOL � 8 p9. 4( 3. Open discussion of 22-23 Proposed Budget. Associate Family Law Court Judge Wendy Wood-Hensarling requested that the Court allow her to give her Bailiff a two step raise, though the Merit Policy only allows for a one step increase. Judge Hensarling stated that her Bailiff is one of the lowest paid in the County, despite the strenuous job demands in a Family Law Courtroom. Commissioner Cauley suggested that this matter be discussed in Executive Session. Commissioner Ford expressed his belief that the request is reasonable. After convening into Executive Session the Court opted to revisit the Open Discussion item for further deliberation. Commissioner Ford advised that he would be comfortable with funding Big Brothers and Big Sisters, Brazos County Historical Commission and the Never Forget Garden Veterans Memorial at half of the requested amount. Judge Peters advised that the County match what the cities intend to fund on the Never Forget Garden and Commissioner Ford agreed. The Court entered into further discussion on the the appropriate amount to budget for the requesting agencies and gave direction to the Auditor and Budget Analyst on what to include in the budget at this time. Auditor Katie Conner and Budget Analyst Nina Payne discussed upcoming deadlines for the FY23 Budget including, proposing the new Budget on August 30, 2022. Ms. Payne then took a minute to clarify certain personnel requests. The Court advised Ms. Payne to change two temporary positions to part-time positions with benefits for the Brazos Center. They will leave the other two positions unfunded-, creating a minor decrease to the Brazos Center's overall budget. The meeting was adjourned at 3:58 p.m. Executive Sessions 4. Convene into Executive Session pursuant to the following: • a. Texas Government Code §551.074 to discuss the appointment, employment, evaluation, reassignment, duties, discipline, or dismissal of county personnel. • b. Texas Government Code §551.0725 to deliberate business and financial issues related to a contract being negotiated. At this point, the County J udge stated that the Court would convene into Executive Session to deliberate pursuant to the following sections. Civil Counsel Ed Bull submitted a written determination that deliberation in an open meeting would have a detrimental effect on the position of the Court in negotiations with a third party. A motion was offered by Commissioner Cauley to meet in closed Executive Session as per Mr. Bull's recommendation. The motion was seconded by Commissioner Berry and motion passed unanimously. At 3:13 p.m. the County Judge announced the meeting closed to the public, so the Court could convene into Executive Session as stated above. a) Section 551.074. The following individuals were asked to stay for the session: Cheryl Coffman, Executive Assistant Ed Bull, Chief of Staff/Civil Counsel Bruce Erratt, Civil Counsel . Consider and possible action on Executive Session. At 3:43 p.m. the County Judge announced the meeting open to the public and announced that no action would be taken on the Closed Executive Session. The Memorial would also honor the thousands of soldiers who died during the American Revolution, many of whom died unknown, often where they fell or were buried in mass graves. Americans honor and recognize those who have sacrificed in defense of our freedom and democracy. The Never Forget Garden Veterans Memorial typifies the soul of America and the supreme sacrifice of her heroic dead, those who never returned home from the field of battle. America has a sacred commitment to never forget or forsake our veterans or the principles that define us as Americans. The Never Forget Garden will commemorate the 100th anniversary of the Tomb of the Unknown Soldier at Arlington National Cemetery. The Never Forget Garden Veterans Memorial will be an addition to the Brazos Valley Veterans Memorial. area of Veterans Park and Athletic Complex. Donations are made through the Never Forget Gardner's partner, the Community Foundation of the Brazos Valley - Never Forget Garden Fund. The Community Foundation is a 501 ©3 non-profit organizationand has established a Never Forget Garden Special Fund. Section II, page 3, # E 1 The Never Forget Garden Veterans Memorial funds will be used along with donations from other government entities and private citizens to construct a plaza upon which a monument resembling a part of the Tomb of the Unknown Soldier will be erected. The Never Forget Garden will be placed around the memorial plaza, with two granite pedestals placed at the entrance to the garden and memorial. Section II, page 4, # F Need for the program, its goals and objectives - The Never Forget Garden Veterans Memorial is a needed and unique addition to the Brazos Valley Veterans Memorial section of the Veterans Park and Athletic Complex to pay tribute to all missing and unknown service members who made the ultimate sacrifice, giving not only their lives; but also their identities to achieve and protect our freedoms, The Never Forget Garden (NFG) would also honor the thousands of soldiers who died during the American Revolution, many of whom were buried in mass graves. Americans honor and recognize those who have sacrificed in defense of our freedom and democracy. The NFG Veterans Memorial typifies the soul of America and the supreme sacrifice of her heroic dead, those who never returned home from the field of battle. America has a sacred commitment to never forget or forsake our veterans or the principles that define us as Americans. The NFG Memorial will commemorate the 100th anniversary of dedication of the Tomb of the Unknown Soldier at Arlington National Cemetery with a granite monument symbolizing the Tomb of the Unknown Soldier with a wreath and the words "In Honor of American Unknown Soldiers", a granite star in the plaza, a Never Forget Garden plaque from the Honor Guard Society of the Tomb Vol. 9 pg. /% of the Unknown Soldier, a park bench to allow space to reflect for our unknown soldiers, and a garden of memorial and local native plants with patriotic symbolism and color. How Many Will Benefit - We must continue to raise awareness to safeguard what we hold dear. The value of a garden lies in education, patriotism, conservation, and beauty. The designated location for the Never Forget Garden is a beautiful spot in the City of College Station's Veterans Park and Athletic Complex, located at 3101 Harvey Rd, College Station, Texas, The Park is a 12-acre site that is both a premier athletic facility and a veteran's memorial in College Station. This complex was built to honor veterans of the Brazos Valley and serves the community and Texas well by hosting sports events and tournaments, including baseball, football, lacrosse, soccer, softball, ultimate frisbee and rugby. A benefit for visitors to come to the Veterans Park and visit our area. The location will provide a location for wreath ceremonies to remember our loved ones. The Never Forget Garden Veterans Memorial will allow Brazos County's 8400 veterans, their families, and the community to contemplate the many unknown soldiers, deceased and missing loved ones and reflect on their service for America. The NFG bench is in place across from the memorial NFG and allows a quite place of reflection. The NFG will be near the BVVM's large granite "Wall of Honor" that pays tribute to over 6000 veterans. This educational memorial venue where future generations can learn that freedom comes with a heavy price and is near the main entrance to the BWM. How the Program Will Be Continued After the First Year - The Veterans Park is maintained by the College Station Parks & Recreation on a routine basis as needed, for example watering, grounds, and major maintanence and care. The park staff will contact the chairperson for any plant care needed. The BWM Board monitors the Veterans Park. The area garden clubs will rotate responsibility for periodic care, such as pruning, mulching, deadheading, replanting, cleaning, plant replacement, etc. A volunteer chairperson will be appointed from the group to monitor the park and coordinate the periodic maintenance of the garden for a 5 year period, to be sure it establishes and continues to be a peacef ul, restful site. Some funds are included in the planning with the Community Foundation of the Brazos Valley to allow replacement of some plants. The A&M Garden Club has received two grants $1,000 from National Garden Club and $500 from District V Garden Club to go toward the flowers, plants, shrubs, and trees. Methods for Monitoring and Evaluation of Program Results, - The Executive Committee meets monthly during the planning phase, with subcommittees for the garden, design, funding, marketing, design. The BWM Board has approved the addition to the Veterans Park. Veterans representing all periods of US history in life sized bronze statues help remember & honor those who served in America's 17 major wars & conflicts. The Commissioners Court ("Court') has proposed to deliberate the negotiation of a contract in a closed session. The Court wishes to deliberate the business and financial issues of the proposed contracts. Texas Government Code §551.0725 provides that the Court may deliberate the business and financial issues of this contract in closed session if, before conducting the closed meeting: (1) The Court votes unanimously that deliberation in an open meeting would have a detrimental effect on the position of the Court in negotiations with a third person; and (2) The attorney advising the Commissioners Court issues a written determination that deliberation in an open meeting would have a detrimental effect on the position of the Commissioners Court in negotiations with a third person. (3) Notwithstanding Section 551.103(a), Government Code, the Commissioners Court must make a tape recording of the proceedings of a closed meeting to deliberate the information. It is my determination that deliberation in an open meeting would have a detrimental effect on the position of the Court in negotiations with a third person. Edward C.
