BRAZOS COUNTY COMMISSIONERS COURT
WORKSHOP SESSION
Call to Order
A Workshop Session of the Commissioners' Court of Brazos County, Texas was held in
the Brazos County Commissioners Courtroom in the Administration Building, 200
South Texas Avenue, in Bryan, Brazos rCounty, Texas, beginning at 2:00 p.m. on
Tuesday, July 19, 2022 with the following members of the Court present:
Duane Peters, County Judge, Presiding;
Steve Aldrich Commissioner of Precinct 1;
Russ Ford, Commissioner of Precinct 2, Absent;
Nancy Berry, Commissioner of Precinct 3;
Irma Cauley, Commissioner of Precinct 4;
Karen McQueen, County Clerk.
The attached sheets contain the names of the citizens and officials that were in
attendance.
2. Presentation and Discussion regarding investments by Cristian Villarreal, with County
Treasurer's Office.
At this point, the County Judge announced the Court would consider item 4 and then
return to the presentation by Christian Villarreal.
Having considered the previously noted agenda item, Christian Villarreal with the
Treasurer's Office gave a presentation on where the County's investments are currently
and where they are heading for the future. Mr. Villarreal then discussed the need for the
County to hire a Portfolio Manager to diversify the County's portfolio and maximize
investments. With the implementation of Oracle financial software requiring many man-
hours, the Treasurer's Office does not have the time. This would be a short-term solution
with the understanding that the Treasurer's Office would eventually handle portfolio
management in-house. Commissioner Aldrich stated that the Portfolio Management

position would later pray for itself. The Court was agreeable to the idea of hiring a
Portfolio Manager.
3. Presentation and Discussion for the following Brazos County Departments and Offices
on the proposed budget requests for FY 2022-2023:

• d. Sheriff's Office: Jail Administration

a) I nformati:on Technology
Information Technology Director Eric Caldwell presented seven Capital Improvement
requests for Information Technology. First priorities are replacing four iSCSI switches,
I silon Replication increase, server replacements and Mobile Data Terminal
replacements. Mr. Caldwell then listed priority two and three as multifactor authentication
and CIS Albert Monitoring to aid with cybersecurity for the County. The last request
submitted was regarding NetSuite however, Mr. Caldwell explained that request was no
longer needed .and could be withdrawn. Commissioner Cauley advised that the requests
pertaining to Cybersecurity be reprioritized as a priority one. A copy of Mr. Caldwell's
presentation is attached.
b) District Attorney
District Attorney Jarvis Parsons requested one additional vehicle for his office. The
vehicle currently in use has a lot of miles and will not last much longer. Mr. Parsons
stressed how important these vehicles are to the investigators and to be able to transport
witnesses to'and from trials. The Court discussed alternatives to a purchase of a new
vehicle such as using Zoom for witnesses in trials. Ultimately, Mr Parsons stated that
they can continue driving the vehicle until it dies, but will need a new one at that time.
c) Sheriff's Office Administration
Sheriff Wayne Dicky thanked the Court, Auditor and BudgetAnalyst for the collaborative
process with the Budget this year. He then turned it over to Chief Deputy Paul Martinez
to give the presentation. Chief Martinez went through the list of Capital Improvement
requests for the Sheriff's Office including, a regional armored reserve vehicle to be
shared with the City of Bryan and City of College Station, Lexipol software subscription,
technology upgrades and building expansions. The Sheriff's Office is also hoping to
build a storage facility to house specialized equipment. Discussion ensued regarding the
potential for putting a large multi -purpose storage facility on County owned property
adjacent to the Jail. Purchasing Agent Charles Wendt believes a partially conditioned
facility would suffice. Commissioner Cauley is agreeable to the storage facility idea. A
copy of the presentation is attached.
d) Sheriffs Office - Jail
Lieutenant Abigail Belangeri presented the Jail's request for Courthouse I ntercom
replacement. Currently, the Courthouse intercom system needs to be updated for
security and safety purposes. This upgrade will allow for around the clock monitoring.
Commissioner Cauley questioned how many intercoms need to be replaced. Lt.
Belanged replied that 40 units will need to be replaced at a cost of $69,781.

e) Constable, Precinct 4
Deputy Constable Hezekiah Carter Jr. requested three Handheld Radar Lasers. They
currently have four, but need three more to outfit all of the deputies with one. He
explained that these radars are necessary during times of heavy traffic due to the
enhanced accuracy. Judge Peters requested statistics on the average number of tickets
issued with the radar.
Once the presentations were given, the Court entered into discussion on the Capital
I mprovement requests. Budget Analyst Nina Payne shared Commissioner Ford's
thoughts on the requests in his absence. Commissioner Ford and Commissioner
Cauley are onboard with the I nformation Technology requests, especially ones
concerning cybersecurity. Judge Peters advised that he would prefer to wait until after
the Cybersecurity briefing in August to make a decision on those requests.
Commissioner Ford is not in agreement on the District Attorney's vehicle request. Fleet
Services Director Ken Chadwick stated that he believes their current vehicle could last
another year. The Court then considered the Sheriff's Office request for an armored
vehicle. Commissioner Cauley advised that she would like the County to pay its part in
the partnership with the cities on this matter. They also addressed the Jail request for an
intercom system, to which, the Court agreed was necessary. Commissioner Cauley and
Commissioner_ Berry are in agreement on budgeting forthe Constable, Precinct 4
request for handheld radar lasers. The Court also considered the Exposition Complex
Capital requests and Road and Bridge. After further discussion, Katie noted that once
the appraised values come in, they will be able to finalize more details on the Fiscal Year
2023 Proposed Budget.
4. Open discussion of 22-23 Proposed Budget.
Bond Counsel Dan Martinez informed the Court of upcoming deadlines for calling a
Road Bond Election. The Court will need to decide before August 22, 2022 if they wish
to call the election. Mr. Martinez explained the process of the Road Bond Election.
Commissioner Aldrich advised that his preference would be to take time to think it over
and add the item to the August 16, 2022 Commissioners Court agenda if needed.
Executive Sessions
5. Convene into Executive Session Pursuant to Texas Government Code §551.074 to
discuss the appointment, employment, evaluation, reassignment, duties, discipline, or
dismissal of county personnel.
There was no need for an Executive Session.
6. Consider and possible action on Executive Session.

Jail Radio Repeater Upgrade $16,609
Request from the Communications System Administrator to replace the remaining radio repeaters. This
is a continuation of a multiyear project.
Courthouse Intercom Replacement$69,781
Request from Information Technology to replace courthouse holding intercoms. The current intercoms
require frequent costly repairs (approximately $1000 each). The replacement intercoms would be
compatible with our current security electronics system. (the current system is on a stand alone system
that is not easily accessible to the control room operator. This would reduce recurring costs and
increase safety of inmates in court holding.)

- 15 days Monday, October 24
First day for early voting by personal appearance.
Election Order must be posted in a prominent location at each early voting polling place.
- 10 days Saturday, October 29
Deadline for publication of Notice of Election and polling places (in English and
Spanish) in a newspaper published in the County.

Publication of early voting notice for Saturday and Sunday voting. (When early voting
will occur on a Saturday or Sunday, the early voting clerk must post notice stating the
dates and hours of such voting 72 hours preceding the Saturday or Sunday voting.)

Last day of early voting by personal appearance unless voter is covered by an emergency
provision.
ELECTION Tuesday, November 8
Polls must be open from 7:00 a.m. to 7:00 p.m.
DAY
Election Order must be posted in a prominent location at each polling place.

Earliest day for the County to canvass the Election.
13 days Monday, November 21
Last day to canvass the Election.
NOTE: Bonds authorized by the election
should not be sold until 30 days after the date of the adoption of the
official action canvassing the election returns. (This is the period during which the election may be contested.)
[Election Code §233.0061.

PROPOSITION A
"Shall the Commissioners Court of Brazos County, Texas, be authorized to issue bonds of the County, in
one or more series or issues, in the aggregate principal amount of $ for the purpose of
providing funds for permanent public improvements, to -wit: for constructing, improving and maintaining
non -tolled, high-speed highways and freeways within Brazos County and related service and frontage
roads; including the acquisition of land and rights -of -way therefor; and including participating in the cost
of joint county -state and county -city projects said bonds of each series or issue, respectively, to mature
serially over a period of not to exceed thirty (30) years from their date, and to be issued in such installments
and sold at such price or prices and to bear interest at such rate or rates as shall be determined within the
discretion of the Commissioners Court under laws in effect at the time of issuance; and to provide for the
payment of the principal of and interest on said bonds by levying and collecting annual ad valorem taxes
upon all taxable property within the County in an amount sufficient to pay the annual interest on said bonds
and to provide a sinking fund sufficient to pay said bonds as they become due?"

The purpose of these guidelines is -to prevent the discussion of a single employee
by name or by a unique position that identifies the individual.
A. The following actions do not require discussion in Executive Session:
1. Multiple positions within a department are being restructured,
reclassified or discussed;
2. Anew position is being added; or
3. Elected Officials.
B. The following actions do require discussion in Executive Session:
1. A specific individual will be addressed by name; or
2. A unique position within the department is being addressed and
doing so would identify a unique employee.
C. Discussion involving a Department Head must be listed in a separate
agenda item for the workshop Executive Session and the Department must
be named.
