Call to Order 2. Discussion on all new positions requested for the 2022-23 Proposed Budget. 3. Open discussion of 2022-23 Proposed Budget. Executive. Sessions 4. Convene into Executive Session Pursuant to Texas Government Code §551.074 to discuss the appointment, employment, evaluation, reassignment, duties, discipline, or dismissal of county personnel. 5. Vd. �b i p9, /3(, MINUTES J U LY 6, 2022 BRAZOS COUNTY COMMISSIONERS COURT WORKSHOP SESSION Call to Order A workshop -session of the Commissioners' Court of Brazos County, Texas was held in the Brazos County Commissioners Courtroom in the Administration Building, 200 South Texas Avenue, in Bryan, Brazos County, Texas., beginning at 1:30 p.m. on Wednesday, July 6, 2022 with the following members of the Court present: Duane Peters, County Judge, Presiding; Steve Aldrich, Commissioner of Precinct 1; Russ Ford, Commissioner of Precinct 2; Nancy Berry, Commissioner of Precinct 3; Irma Cauley, Commissioner of Precinct 4; Karen McQueen, County Clerk. The attached_ sheets contain the names of the citizens and officials that were in attendance. 2. Discussion on all new positions requested for the 2022-23 Proposed Budget. Auditor Katie Conner went over the subtotals of the prioritized items. The requested positions tota[$802,934. Commissioner Ford expressed wanting to see an additional four Patrol Deputy positions and two jailers added to the Proposed Budget. . Commissioner Cauley asked to be brought up to speed, as she was absent for the 9:45 a.m. Budget Workshop Session. Commissioner Ford recapped the discussion from the morning that Commissioner Ford and Commissioner Aldrich in they would like four Patrol Deputies and two Jailers added while, Judge Peters and Commissioner Berry would be more comfortable with two Patrol Deputies and two Jailers. Commissioner Cauley stated she would also be more comfortable with two Patrol Deputies and two Jailers, with the understanding that the remaining two requested Patrol Deputies are of high priority if there is room in the budget. Chief Deputy Paul Martinez Vol. Din S_ Pg.. / 37 reiterated that the priority of the Sheriff's Office is customer service, but they will be grateful for whatever positions they receive. Assistant District Attorney Brian Baker was asked to speak regarding clarification of the District Attorneys requested positions. Mr. Baker explained that their top two priorities are a Juvenile Intake Prosecutor and Pre-trial Diversion. Commissioner Cauley expressed concern over the rehabilitation of Juveniles versus prosecution of Juveniles. After further discussion, the Court indicated they want to plug-in the Pre-trial Diversion position into the Proposed Budget. The Court also discussed prioritization of Justice of the Peace, Precinct 3 requests and including Emergency Management as a priority. Ms. Conner advised that with the decisions made thus far, the Budget requests are in the ball park of exhausting new property revenue, making this a good stopping place for personnel decisions. 3. Open discussion of 2022-23 Proposed Budget. Katie Conner expressed concern over Capital and ARP funding. She stated that while we have allocated $150,000 of ARP money to one building remodel, no other ARP funds have been officially allocated. Chief of Staff Ed Bull explained that the County is still making progress with ARP funds even though Traylor and Associates is unable to meet until September. Mr. Bull stated he is debating including ARP funding into the Capital discussion but does not want to confuse things. - Budget Analyst Nina Payne asked if the Court wanted to deliberate in Executive Session on raises for Department Heads. Judge Peters stated he did not have time for an Executive Session and the Court then discussed the scheduling of future Budget Workshops. The meeting was adjourned at 2.47 p.m. Executive Sessions 4. Convene into Executive Session Pursuant to Texas Government Code §551.074 to discuss the appointment, -employment, evaluation, reassignment, duties, discipline, or dismissal of county personnel. There was no need for an Executive Session. 5. Consider and possible action 'on Executive Session. 6. A. The following actions do not require discussion in Executive Session: 1. Multiple positions within a department are being restructured, reclassified or discussed; 2. A new position is being added; or 3. Elected Officials. B. The following actions do require discussion in Executive Session: 1. A specific individual will be addressed by name; or 2. A unique position within the department is being addressed and doing so would identify a unique employee. C. Discussion involving a Department Head must be listed in a separate agenda item for the workshop Executive Session and the Department must be named. Vol. . pg. %_ l
