WORKSHOP SESSION
BRAZOS COUNTY COMMISSIONERS COURT
BRAZOS COUNTY COMMISSIONERS WILL MEET INA WORKSHOP SESSION AS FOLLOWS:
MEETING DATE: July 6, 2022
MEETING TIME: 9:45 AM
MEETING PLACE: Brazos County Administration Building, 200 South Texas
Avenue, Suite 106, Bryan, TX
Call to Order
2. Discussion on all new positions requested for the 2022-23 Proposed Budget.
3. Open discussion of 2022-23 Proposed Budget.
Executive Sessions
4. Convene into Executive Session Pursuant to Texas Government Code §551.074 to discuss
the appointment, employment, evaluation, reassignment, duties, discipline, or dismissal of
county personnel.
5. Consider and possible action on Executive Session.
6. Adjourn

BRAZOS COUNTY COMMISSIONERS COURT
WORKSHOP SESSION
Call to Order
A workshop session of the Commissioners' Court of Brazos County, Texas was.held in
the Brazos County Commissioners Courtroom in the Administration Building, 200 South
Texas Avenue, in Bryan, Brazos County, Texas, beginning at 9:45 a.m. on Wednesday,
July 6, 2022 with the following members of the Court present:
Duane Peters, County Judge, Presiding;
Steve Aldrich; Commissioner of Precinct 1;
Russ Ford, Commissioner of Precinct 2;
Nancy Berry, Commissioner of Precinct 3;
Irma Cauley, Commissioner of Precinct 4, Absent;
Karen McQueen, County Clerk.
The attached sheets contain the names of the citizens and .officials that were in
attendance.
2. Discussion on all new positions requested for the 2022-23 Proposed Budget.
Auditor Katie Conner opened discussion on the requested positions. First, the Court
discussed the positions requested by the Exposition Complex. They decided to
proceed with reclassifying and moving temporary employees to part-time. Next, the
Court discussed the requests from the Justices of the Peace and Constables. The
Elected Officials requested that their salaries match what the Commissioners make. The
Court discussed that since they will not be accepting the 7.5% COLA, once the J P's
and Constables get their COLA, the salaries will match. The Court also advised that they
wish to proceed with reclassifying the Constable Clerk's as Administrative Assistants.
Assistant District Attorney Brian Baker clarified the DA's request for a pay increase to
one of their I nvestigators in order to make all I nvestigator's pay comparable.
Commissioner Berry indicated she is agreeable with prioritizing that in the budget. The

Court proceeded with the District Attorney's request.
Discussion then shifted to the Grant Writer position. Commissioner Aldrich believes the
addition of that position will allow the County to look for other avenues of revenue.
Commissioner Berry concurred stating, the position will eventually pay for itself.
Chief Deputy Paul Martinez was asked to come to the podium to clarify the Sheriff's
Office requests. Chief Deputy Martinez stated that they are in need of four Patrol
Deputies to have even shifts and account for the growth in Brazos County. Judge Peters
and Commissioner Berry indicated they would be comfortable with adding two positions,
but not four. Commissioner Ford and Commissioner Aldrich feel that four positions is
necessary. Further discussion ensued surrounding the District Attorney requests and
Sheriff's Office requests.
The Court decided an Executive Session was necessary to iron out the remaining
personnel details.
3. Open discussion of 2022-23 Proposed Budget.
The Court skipped down to item number 4 and convened into Executive Session.
Executive Sessions
4. Convene into Executive Session Pursuant to Texas Government Code §551.074 to
discuss the appointment, employment, evaluation, reassignment, duties, discipline, or
dismissal of county personnel.
At 10:54 a.m. the County Judge stated that the Court would convene into Executive
Session to deliberate pursuant to Section551.074 as stated above.
The following individuals were asked to stay for the session:

Ed Bull, Chief of Staff/Civil Counsel
Bruce Erratt, Civil Counsel
Katie Conner, Auditor
Nina Payne, Budget Analyst
Jennifer Salazar, Human Resources Director
Raeanna McConathy, Human Resources
5. Consider and possible action on Executive Session.
At 12:01 p.m. the County Judge announced the meeting open to the public and
announced that no action would be taken on the Closed Executive Session.

GUIDELINES FOR EXECUTIVE SESSIONS IN BUDGET WORKSHOPS
The purpose of these guidelines is to prevent the discussion of a single employee
by name or by a unique position that identifies the individual.
A. The following actions do not require discussion in Executive Session:
1. Multiple positions within a department are being restructured,
reclassified or discussed;
2. A new position is being added; or
3. Elected Officials.
B. The following actions do require discussion in Executive Session:
1. A specific individual will be addressed by name; or
2. A unique position within the department is being addressed and
doing so would identify a unique employee.
C. Discussion involving a Department Head must be listed in a separate
agenda item for the workshop Executive Session and the Department must
be named.
