BRAZOS COUNTY COMMISSIONERS COURT
WORKSHOP SESSION
1. Call to Order
The Commissioners' Court of Brazos County, Texas met in a Workshop Session in the
Brazos County Commissioners' Courtroom in the Brazos County Administration Building
in Bryan, Brazos County, Texas, beginning at 1:30 p.m. on Tuesday, June 28, 2022 with
the following members of the Court present:
Duane Peters, County Judge, Presiding;
Steve Aldrich, Commissioner of Precinct 1;
Russ Ford, Commissioner of Precinct 2;
Nancy Berry, Commissioner of Precinct 3;
Irma Cauley, Commissioner of Precinct 4;
Karen McQueen, County Clerk.
Attached is a list of the citizens and officials in attendance.
The County Judge called the meeting to order.
2. Presentation and Discussion for the following Brazos County Departments and Offices
on the proposed budget requests for FY 2022-2023:
• a. Elections Administrator

• c. Human Resources
• d. Purchasing

The Commissioners Court listened to presentations for Fiscal Year 2023 budget
requests by several county departments. The department presentations were given in
the following order.
1. Brazos Center
Brazos Center Director Joanna Spencer requested to re-classify two Custodian
positions to two Building Event Workers. She explained that both of theses positions
have the same duties so it makes sense they are classified the same. This will result in
an increase of approximately $3,586.00 to the Brazos Center's budget.
2. Elections Administration
Trudy Hancock, Elections Administrator requested to delete a Temporary Clerk position
and to add a Warehouse Manager position. Mrs. Hancock explained that these duties
are currently contracted out to Texas Voting Systems and by hiring someone it will
ultimately save the county money. This position would begin in January 2023 and will
also be cross -trained to work with voter registration. The estimated increase to the
Elections Administration budget is $54,507.00.
3. Human Resources
Human Resources Director Jennifer Salazar is also asking to add a position to her staff.
Mrs. Salazar stated their office is extremely busy and has several on -going projects.
This request will be an estimated $31,730.00 increase to the budget. The Court began
discussing the reasons new hires are not staying and why there are so many vacancies.
Mrs. Salazar stated her staff has started to do exit interviews to find out this information,
but most are leaving for higher paying positions. County Auditor stated there are 154
vacancies in the county compared to 113 vacancies last year at this time.
4. Purchasing Department
Charles Wendt, Purchasing Agent explained that his department has an open position
but he would also like to request to hire a Assistant Purchasing Agent, which is an un-
funded position in his budget. Mr. Wendt said that initially the duties for that position
were absorbed by staff, but because of the increase in workload it is now necessary to
look at filling that position. The increase to the Purchasing Department budget is an
estimated $17,367.00.
5. Facility Services
Facility Services Director Ernest Stutts requested to change the position title of
Secretary to Administrative Assistant. Mr. Stutts explained that this is a title change only
with no increase to the budget. Mr. Stutts also requested to change the position title for
General Maintenance Tech to Painter Tech and would like to increase the pay for this
position. Mr. Stutts explained he has not been able to hire a commercial painter at the
current pay and is hoping this increase will help. This will be an increase of
approximately $13,520.00 to the Facility Services budget.
6. Agriculture Extension Service
Robert "Skip" Richter highlighted the many projects the 4-H Program provides to the
youth in our community. He has requested that the 4-H Assistant part-time position be
changed to a full-time position due to the large increase in programs and membership.

This increase request will be approximately $38,850.00.
7. Associate Court No. 2
County Court at Law No. 1 Judge Amanda Matzke stated her request minors the County
Clerk request for guardianship cases. Currently Mr. Hammond has one assistant that
works in both County Courts at Law. Judge Matzke said that guardianship cases have
increased and would like to add another assistant. This would also allow them to.add
probate cases to their work load.
8. Tax Office
Chief 'Deputy Melissa Leonard presented the request on behalf of Tax
Assessor/Collector Kristy Roe. Ms. Leonard said they would like to delete two Clerk
positions and create a Administrative Clerk position. This request will have a
$17,886.00 decrease to the Tax Office budget.
9. Road and Bridge Department
Prarthana Banerji, County Engineer discussed her concerns over the many employees
leaving for higher paying jobs. She feels the county needs to take a serious look at the
salaries because many employees are working two jobs to make ends meet. Mrs.
Banerji said that if they are not able to hire more staff they will be forced to restructure
their department which would include contracting projects instead of using staff. She
asked the Court to consider the Cost of Living increase for employees. She has
requested two position title changes and will remove the salary for several vacant
positions. This will decrease the Road and Bridge budget by $115,941.00.
10. District Attomey
District Attorney Jarvis Parsons began his presentation by giving an overview of the
increased work load his office has preformed since the pandemic. Mr. Parsons also
spoke about the need to recruit and retain prosecutors. He said he has lost 7
prosecutors since Covid-19,and this is a national issue. Mr. Parsons is asking to fully
fund the Victim Assistance Coordinator position and the Crimes Against Women Unit.
He is also requesting positions for an Attorney to handle juvenile cases and an Attorney
for Pre -Trial Diversion/Pre-indictment Pleas. These request will be an approximate
increase of $665,986.00 to the District Attomey budget.

3. Open discussion of 22-23 Proposed Budget.
The Court began discussing new position requests, the tax rate, capital requests,
funding changes and reclassification requests. Ms. Conner asked them to try and
prioritize the requests. The Court agreed that some requests need more information
before they can make decisions and several requests will be discussed at a later
Executive Session. The Court also requested another Workshop be scheduled for
Wednesday, July 6, 2022.

The purpose of these guidelines is to prevent the discussion of a single employee
by name or by a unique position that identifies the individual.
A. The following actions do not require discussion in Executive Session:
1. Multiple positions within a department are being restructured,
reclassified or discussed;
2. A new position is being added; or
3. Elected Officials.
B. The following actions do require discussion in Executive Session:
1. A specific individual will be addressed by name; or
2. A unique position within the department. is being addressed and
doing so would identify a unique employee.
C. Discussion involving a Department Head must be listed in a separate
agenda item for the workshop Executive Session and the Department must
be named.
