WORKSHOP SESSION
Call to Order
A workshop session of the Commissioners' Court of Brazos County, Texas was held in
the Brazos County Commissioners Courtroom in the Administration Building, 200 South
Texas Avenue, in Bryan, Brazos County, Texas, beginning at 1:30 p.m. on Thursday,
May 19, 2022 with the following members of the Court present:
Duane Peters, County Judge, Presiding;
Steve Aldrich, Commissioner of Precinct 1;
Russ Ford, Commissioner of Precinct 2;
Nancy Berry, Commissioner of Precinct 3;
Irma Cauley, Commissioner of Precinct 4, Late;
Karen McQueen, County Clerk.
The attached sheets contain the names of the citizens and officials that were in
attendance.
The County Judge called the meeting to order at 1:30 p.m. and invited Mark Taylor with
Traylor and Associates to begin the presentation.

Mr. Traylor stated they have received forty eight requests. Some of those requests have
an amount requested and some do not, however, they total over $140 million dollars.
The goal for today is for the Court to direct them in prioritizing the projects by
organization type and project type.
Melinda Smith spoke next and explained they would not be presenting the requests to
the Court today, but instead will assist the Court in prioritizing categories and projects,
and assigning dollar amounts. She said they will want to ensure that American Rescue
Plan Act (ARPA) requirements are met and Qualified Census Tracts (QCT) are
considered. She described the Organization Types as County/Other Public Entities,
Non -Profit Organizations, Privately Owned Businesses and Individual/Household
Assistance. The Categories are Public Health, Negative Economic Impacts,
Infrastructure-Water/Sewer, Infrastructure -Broadband and Government Services. She
added that funds may not be used on debt repayment, litigation debt or pensions. The
Court then began to give suggestions as to prioritizing organizational and expenditure
categories. Ms. Smith then asked the Court to assign a dollar amount to each category.
She stressed that the dollar amounts do not have to be permanent and can change
according to the request, but this gives them a starting point. The Court proceeded to
prioritize on the worksheet the projects according to Organizational Type, Expenditure
Categories and dollar amounts as follows:

3. Infrastructure-Water/Sewer

Mr. Taylor stated they would organize the requests by category for the Workshop
scheduled for next week. The Court will be able to make changes as necessary.
