PUBLIC COMMENTS
Public Comment during the Commission Meeting may be for all matters, both on and off the agenda, and be limited to four
minutes per person. Persons are invited to submit comments in writing on the agenda items and/or attend and make comment at
the Commission meeting. Members of the public are reminded that the Brazos County Commissioners Court is a Constitutional
Court, with both judicial and legislative powers, created under Article V, Section 1 and Section 18 of the Texas Constitution. As a
Constitutional Court, the Brazos County Commissioners Court also possesses the power to issue a Contempt of Court Citation
under Section 81.024 of the Texas Local Government Code. Accordingly, members of the public in attendance at any Regular,
Special and/or Emergency meeting of the Court shall conduct themselves with proper respect and decorum in speaking to,
and/or addressing the Court; in participating in public discussions before the Court; and in all actions in the presence of the
Court. Those members of the public who are inappropriately attired and/or who do not conduct themselves in an orderly and
appropriate manner will be ordered to leave the meeting. Refusal to abide by the Court's Order and/or continued disruption of
the meeting may result in a Contempt of Court Citation.
It is not the intention of the Brazos County Commissioners Court to provide a public forum for the demeaning of any individual or
group. Neither is it the intention of the Court to allow a member (or members) of the public to insult the honesty and/or integrity
of the Court, as a body, or any member or members of the Court, or County employees, individually or collectively. Accordingly,
profane, insulting or threatening language directed toward the Court and/or any person in the Court's presence and/or racial,
ethnic or gender slurs or epithets will not be tolerated. Violation of these rules may result in the following sanctions:
1. cancellation of a speaker's time;
2. removal from the Commissioners Court;
3. a Contempt Citation; and/or
4. such other and/or criminal sanctions as may be authorized
under the Constitution, Statutes and Codes of the State of Texas.
The County Commissioners Court can deliberate or take action only if a matter has been listed on an agenda properly posted
prior to the meeting. During the public comment period, speakers may address matters not listed on the published agenda. The
Open Meeting Law does not expressly prohibit responses to public comments by the Commissioners Court. However, responses
from the County Judge or Commissioners to unlisted public comment topics could become deliberation on a matter without
notice to the public. To ensure the public has notice of all matters the Commissioners Court will consider, the County Judge
and/or Commissioners may choose not to respond to public comments, except to correct factual inaccuracies, recite existing
policy in response to an inquiry or to ask that a matter be listed on a future agenda. See Texas Open Meetings Act Section
551.042.
INVOCATION
Any invocation that may be offered before the official start of the Court meeting shall be to and for the benefit of the Court. The
views or beliefs expressed by the invocation speaker have not been previously reviewed or approved by the Court and do not
necessarily represent the religious beliefs or views of the Court in part or as a whole. No member of the community is required to
attend or participate in the invocation and such decision will have, no impact on their right to actively participate in the business
of the Court.

A regular meeting of the Commissioners' Court of Brazos County, Texas was held in
the Brazos County Commissioners Courtroom in the Administration Building, 200
South Texas Avenue, in Bryan, Brazos County, Texas, beginning at"10:00 a.m. on
Tuesday, May 3, 2022 with the following members of the Court present:
Duane Peters, County Judge, Presiding;
Steve Aldrich; Commissioner of Precinct 1;

3. Proclamation 22-012 declaring the week of May 11-17, 2022 as National Law

The County Judge invited all Law Enforcement Officers in attendance to join him at the
front of the Courtroom as he read aloud Proclamation 22-012 declaring as National Law
Enforcement Officers Week and May 15, 2022 as Peace Officers Memorial Day.
Sheriff Wayne Dicky thanked the Commissioners Court for the Proclamation and
expressed his sincere appreciation for the work that Law Enforcement Officers do daily.
He is also thankful to the families of Law Enforcement Officers who support their loved
ones in making the community a safer place. A copy is attached.

4. Proclamation 22-013 in honor of Jeanette Phariss' 90th birthday.
Commissioner Berry read aloud Proclamation 22-013 in celebration of Jeannette
Phariss' 90th Birthday. Ms. Phariss thanked the Commissioners Court for the
Proclamation and stated that she hopes the Law Enforcement Officers putting their lives
on the line daily get to enjoy as long a life as she has. Judge Peters commented on how
spry Ms. Phariss is stating he hopes to get around as easily as she does when he is her
age. Commissioner Berry added that Ms. Phariss is still a go -to person in the community
with a true servant's heart. A copy is attached.

19. Juvenile Director's report on detention population.
Judge Peters skipped item 19 and read item 20 first.
Juvenile Probation Services Director Artis Whetstone reported there are 37 juveniles in
the detention center, 29 are male and 8 are female, and 34 have electronic monitors.
There are 8 youth in isolation as per medical protocol for new intakes.
20. Acknowledgement of FY 2021-2022 Budget to Actuals by Funds as of April 27, 2022.
The Court acknowledged receipt of the 2021-2022 Budget to Actuals by Fund as of
April 27, 2022.
21. Sheriff's report on inmate population.
Judge Peters read item 21 immediately following item 19.
Sheriff Wayne Dicky stated there were 586 inmates in jail, 502(inmates are male and 84
are female, 80 have electronic monitors and 14 are pending for processing.
22. Announcement of interest items and possible future agenda topics.
Commissioner Ford announced that while residents will be seeing higher appraisal
Values, the Commissioners Court is striving to lower the tax rate. Commissioner Aldrich
added that due to Senate Bill 2, the County can only receive 3.5% increased revenue.
Commissioner Berry reminded everyone that today is the last day of early voting in the
Special Election. Judge Peters announced that the May 10th Commissioner Court
meeting is canceled. He also stated that early voting for the run-off election starts May
16th.

There was no Citizen input.

Law Enforcement Officers Week And Peace Officers Memorial Day
WHERE AS, Congress and the President of the United States have designated a National Peace Officers
Memorial Day during Law Enforcement Officers Week; and
WHERE AS, the members of Law Enforcement agencies of Brazos County play an essential role in safeguarding
the rights and freedom of the citizens of the county; and
WHERE AS, members of Law Enforcement recognize their duty to serve the people of Brazos County by
safeguarding life and property, by protecting them against violence and disorder and by protecting the innocent
against deception and the weak against oppression or intimidation; and
WHERE AS, during Law Enforcement Officers Week, and throughout the year, the County of Brazos recognizes
and appreciates the critical contributions and sacrifices made by members of Law Enforcement at all levels and
honors their courage and dedication.
WHEREAS, During National Law Enforcement Officers week in Brazos County we would like to recognize all
Law Enforcement Officers for their acts of heroism, dedication to duty and commitment to our community during
the COVID19 outbreak.
NOW THEREFORE, BE IT RESOLVED that the Commissioners Court of Brazos County, does hereby
proclaim May 11-17, 2022 as "La-vv Enforcement Officers Week" and May 15, 2022 as "Peace Officers Memorial
Day" All citizens are encouraged to pay tribute to all the many Law Enforcement Employees working in Brazos
County for the vital public service they provide.

A Proclamation
Whereas our law enforcement agencies play an essential role in safeguarding the rights and freedoms which have been
guaranteed by the Constitution to every American citizen; and
Whereas it is important that people throughout our country know and understand the problems, duties, and responsibilities
of their police departments and that members of our law enforcement agencies recognize their duty to serve the people by
safeguarding life and property, by protecting them against violence or disorder, and by protecting the innocent against
deception and the weak against oppression or intimidation; and
Whereas the Nation's police departments have grown to be modern and scientific law enforcement bodies which
unceasingly provide a vital public service; and
Whereas the Congress, by a joint resolution approved June zi, 1961 (75 Stat. 94), has designated the week of May i3-ig,1962,
as Police Week in recognition of the contribution the police officers of America have made to our civilization through their
dedicated and selfless efforts in enforcing our laws, and has also designated May 14th as Peace Officers Memorial Day in
honor of the Federal, State, and municipal peace officers who have been killed or disabled in line of duty; and
Whereas that resolution requests the President to issue a proclamation inviting the people of the United States to observe
such period with appropriate ceremonies and activities:
Now, Therefore,1, John F. Kennedy, President of the United States of America, do hereby call upon the people of the United
States, and upon all patriotic, civic, and educational organizations to observe the week of May 13-i9,i962, as Police Week
with appropriate ceremonies in which all of our people may join in commemorating police officers, past and present, who by
their faithful and loyal devotion to their responsibilities have rendered a dedicated service to their communities and, in so
doing, have established for themselves an enviable and enduring reputation for preserving the rights and security of all
citizens.
I further call upon the people of the United States to observe Monday, May 14, 1962, as Peace Officers Memorial Day in
honor of those peace officers who, through their courageous deeds, have lost their lives or have become disabled in the
performance of duty.

WHEREAS, Jeanette Phariss was born in Breckenridge, TX on May 14, 1932 and moved to Brazos
County in 1974 after the untimely death of her husband, Don Phariss, Texas A&M class of 1960; Jeanette
raised her children, Donna Beseisigel and Randy Phariss, in College Station;
WHEREAS, Jeanette began her accomplished career at Texas A & M University in 1974 and retired as
Assistant Provost in 2004. An expert on academic programs, she also sought to ensure that all faculty and
staff were recognized for their contributions. She eventually became the University's `go -to' person when
new courses or research centers were being established; and
WHEREAS, Jeanette's heart is always focused toward helping others, most often through her spiritual
home, the First Christian Church of Bryan/College Station. As an active member of their building
committee she was the Church's liaison with the City of Bryan and was instrumental in the formation of
Dishman Park. More recently, Jeanette has been a leader in establishing the Unlimited Potential program;
WHEREAS, Jeanette has received numerous accolades and awards, including two Distinguished
Achievement Awards from The Association of Former Students, as well as the Award for Administration
for the University's Women's Week celebration; she was also the recipient of the Voices for Children
Champion for Children Award in 2015, and the prestigious Jefferson Award in 2020.

The Health and Human Services Commission (HHSC) directs a managed care organization
(MCO) to provide a uniform reimbursement Increase to hospitals in the MCO's network in a
designated service delivery area (SDA) for the provision of inpatient services, outpatient

The Brazos County Extension office would like to request the court's permission to purchase a 50-cup coffee percolator
out of our county budget. Our business is education, and we educate the public. This percolator would be used to
provide coffee to the public at our events. Events are held in our office and off -site at various locations but are always
for the public. If the court allows, we would like to use county approved vendor, Perry's Office Supply. I have attached a
copy of the cart details for reference. Specifically, we are seeking approval of public use designation for the purchase of
a coffee pot for the provision of coffee at various public functions serving the consumers of the Texas Agrilife Extension
Service.

Whereas, Texas Voting Service, is the business of selling election services and supplies; and

employing the services of TEXAS VOTING SERVICE, in connection with the PRIMARY RUNOFF ELECTION to be

(a) Pce-define voting equipment (112 Duos, 14 Controllers, 13 Scanners for Election.).
(b) Transport and set up equipment at 5 Early Voting locations, pick up equipment and
return to warehouse. .
(c) Transport equipment to 8 vote centers and return to the warehouse after the election.
(0 vote centers are to be picked up and returned by the election judges)
(d) Storage of all equipment and cables after the election.
(e) Provide assistance on Election Day/Early Voting as required to include Central Counting.
(f) Maintenance on equipment and remove all extra contents after retention period.
(g) Provide consulting services before and after the election.

The BRAZOS COUNTY ELECTION ADMINISTRATOR, shall be responsible for and hereby assumes
the following duties and obligations regarding the PRIMARY RUNOFF ELECTION to be held on May 24, 2022:
(a) Payment of Election Judges and Clerks.
(b) Payment of Central Counting staff, Early Voting Ballot Board, and Signature Verification Committee.
(c) Furnish Texas Voting Service a complete list of all candidates for all races and all propositions to be
considered in the above -mentioned election.
(d) All reports, expense accounts, canvass of the election, conduct of the election at the individual polling
places and any other statutory requirements as required by -the Texas Election Code and/or the
Federal Voting Rights Act. -
(e) Payment of the TEXAS VOTING SERVICE contract.
