BRAZOS COUNTY COMMISSIONERS COURT
WORKSHOP SESSION
1. Call to Order
A workshop session of the Commissioners' Court of Brazos County, Texas was held in
the Brazos County Commissioners Courtroom in the Administration Building, 200
South Texas Avenue, in Bryan, Brazos County, Texas, beginning at 1:30 p.m. on
Tuesday, March 29, 2022 with the following members of the Court present:
Duane Peters, County Judge, Presiding;
Steve Aldrich, Commissioner of Precinct 1;
Russ Ford, Commissioner of Precinct 2;
Nancy Berry, Commissioner of Precinct 3;
Irma Cauley, Commissioner of Precinct 4;
Karen McQueen, County Clerk, Absent.
The attached sheets contain the names of the citizens and officials that were in
attendance.
2. Take possible action and give direction on the following:
• Discussion on the job duties of the Appointed Budget Officer Position
Judge Peters called the meeting to order and discussion began to update the Budget
Office job description. Commissioner Ford raised concerns as to what the Budget
Officer's job will look like now that it is a position appointed under the Commissioners
Court. Human Resource Director Jennifer Salazar and Auditor Katie Conner both
agreed that they would need direction from the Court to determine what exactly that
position will look like.
The Court then discussed the process of bringing budgetary matters before the entire
Commissioners Court to make decisions. Commissioner Cauley stated that she would
like to see collaboration between department heads, the auditor and the Court to make
effective decisions for the County. After further discussion there were several
suggestions padann-dubs-to-include-ira-the4ob_desc.riptign, such as, strategic planning,

Capital Improvements and experience with County government.
Judge Peters questioned whether Oracle Financial Software would be able to aid our
budget process to which, Katie said there are functions in the budget model that could.
Judge expressed that he would like to see in what ways Oracle may be able to assist
before deciding what all duties will be required of the Budget Officer.
After further discussion on details to be included in the job description, the meeting was
adjourned.

General Summa :
Manages and assists with planning, organizing, development, implementation & monitoring of the County's annual budget. Performs financial &
statistical analysis needed to support decision making by elected officials and department heads.
Essential Duties:
Preparation of the annual County Budget: distributing Budget information to all County departments; holding departmental budget
workshops; gathering and processing budget requests from all County departments; preparing a Proposed Budget to present to
Commissioners Court; holding departmental budget hearings to discuss funding levels and other policy issues; implementing the
adopted budget.
Maintenance of the Adopted Budget throughout the fiscal year processing of Budget Amendments; processing of I ntra -Departmental
Operating Transfers.
Preparation and distribution of Budget Documents: Adopted Budget, Operating Budget, Capital Improvement Program
Providing financial analysis and advising the County Judge and Commissioners Court.
Other Duties as assigned.

work processing and spreadsheet software; read and interpret standard policies and procedures; mathematical

skills; good communication skills required; PC & Windows experience.
