BRAZOS COUNTY COMMISSIONERS COURT
WORKSHOP SESSION
1. Call to Order
A workshop session of the Commissioners' Court of Brazos County, Texas was held in
the Brazos County Commissioners Courtroom in the Administration Building, 200
South Texas Avenue, in Bryan, Brazos County, Texas, beginning at 1:30 p.m. on
Wednesday, March 23, 2022 with the following members of the Court present:
Duane Peters, County Judge, Presiding;
Steve Aldrich, Commissioner of Precinct 1;
Russ Ford, Commissioner of Precinct 2;
Nancy Berry, Commissioner of Precinct 3;
Irma Cauley, Commissioner of Precinct 4;
Karen McQueen, County Clerk, Absent.
The attached sheets contain the names of the citizens and officials that were in
attendance.
2. Presentation and discussion of the potential future of the Community Emergency
Operations Center and Brazos County 9-1 -1 /Dispatch.
Former Chief Deputy Jim Stewart gave a presentation on the potential of a combined
CEOC and BC911 facility. He introduced the representatives from the various local
emergency response entities in attendance at the workshop stating, they are all
supportive of the proposal. Chief Stewart said that the goal for this workshop is to
receive an expression of support from the Commissioners Court to continue moving
forward with the combined facility. He then discussed the history of the CEOC and how
the joint operation works. Using the COVI D-19 Vaccination HUB as an example, Chief
Stewart explained that having the entities under one roof leads to more efficient and
successful emergency response.
Executive Director of BC911 Patrick Corley, presented the 911 operation side. He

may be willing to consider merging with BC911 as well. He explained the many reasons
a new facility would be beneficial to BC911 such as the need for more space to grow
and keep up with advances in technology, a unified CAD system and more conference
rooms. Commissioner Aldrich questioned whether there was anymore available space in
their current building. Mr. Corley said yes, they could rent space on the second floor
however, it would not solve many of their current issues. Mr. Corley also addressed that
by having a shared space ultimately, it would save money.
Chief Stewart then summarized the presentation and reminded the Court that the main
objective is to focus on the potential of a new facility at this time. Commissioner Aldrich
shared that during conversations with the City of College Station, he was made aware
that they feel it is imperative to have a backup emergency dispatch center in the event
something happens to the main facility. Mr. Corley noted that BC911 does currently have
a backup center and if the County were to decide to move forward with the combined
facility, there would be opportunity for an even larger backup center. Commissioner
Aldrich asked about unifying the CAD system. Mr. Corley addressed the fact that
merging four, million dollar systems into one would save substantial amounts of money.
Commissioner Aldrich expressed concern over not being included in any of the previous
discussions regarding this proposal stating, this is the first he has heard the subject and
as liaison for Emergency Management, he feels he should have been included.
Deputy Director of Emergency Management Michele Meade stated that merging the
facilities is not a new concept. At one time dispatch was housed with Emergency
Management allowing for a much more efficient flow of information.
Commissioner Ford asked what the estimated cost of a new facility would be. Mr. Corley
advised that it would be about $17.9 million for the building, plus needing 2.5 acres of
land. Commissioner Ford questioned whetherthe former Bryan ISD building, recently
purchased by the County, would suit their needs. Mr. Corley stated that it would require a
lot of work to renovate the building. Adding, the City of College Station and A&M would
like to see something more centrally located if they were to get on board. Commissioner
Ford feels as though this would be a substantial cost increase. Though, Judge Peters
stated that it would eliminate many other current costs and would eventually save money.
Judge Peters then added to counter CommissionerAldrich's earlier point, that the
County Judge is head of Emergency Management by statute, not the Commissioner.
Bryan Fire Chief Richard Giusti gave input on how critical it is for strategic planning to
occur between the CEOC and 911 during an emergency event and that a combined
facility would enhance that process. His only concern with the location of a new facility
would be to make sure traffic would not prevent essential personnel from getting to the
facility in a timely manner.
Chief Steward ended the presentation and discussion by stating it is now time to take the
next step in this process to better serve citizens of the community.
Judge Peters adjourned the meeting. A copy of the presentation is attached.
