Call to Order 2. Presentation of proposed Election Precinct changes by Elections Administrator Trudy Hancock, or her designee. 3. Discussion regarding the proposed Election Precinct redistricting plan. 4. MINUTES DECEMBER 7, 2021 BRAZOS COUNTY COMMISSIONERS COURT WORKSHOP SESSION 1. Call to Order A workshop session of the Commissioners' Court of Brazos County, Texas was held in the Brazos County Commissioners Courtroom in the Administration Building, 200 South Texas Avenue, in Bryan, Brazos County, Texas, beginning at 10:30 a.m. on Tuesday, December 7, 2021 with the following members of the Court present: Duane Peters, County Judge, Presiding; Steve Aldrich, Commissioner of Precinct 1; Russ Ford, Commissioner of Precinct 2; Nancy Berry, Commissioner of Precinct 3; 1 rma Cauley, Commissioner of Precinct 4; Karen McQueen, County Clerk. The attached sheets contain the names of the citizens and officials that were in attendance. 2. Presentation of proposed Election Precinct changes by Elections Administrator Trudy Hancock, or her designee. Elections Administrator Trudy Hancock gave a presentation of all changes that were made to the Election Precincts as part of the redistricting process. Commissioner Berry questioned what the total number of precincts are currently and how many there will be after the aforementioned changes are made. Ms. Hancock replied that the total number of 98 precincts will remain the same after the redistricting process is complete. Commissioner Ford raised a question about the changes to Precinct 7 and whether there will be consistent representation for that area. Ms. Hancock stated that she will look into that to see if the line needs to be redrawn. Commissioner Aldrich stated that the Elections Administration staff has done a great job redrawing the Elections Precincts. He also noted that he appreciates citizens having the right to vote by vote center versus by their Precinct, as it incentivizes a larger voter Vol.3�Ig Pg.�.� turnout. 3. Discussion regarding the proposed Election Precinct redistricting plan. Judge Peters invited the public to speak. Susan Laue, Brazos County Citizen and Party Chair expressed her concerns over the disparity in voter numbers in certain election precincts. She stated that Brazos County has precincts that are too populous. She feels that precincts too large in size create many issues for Precinct Chairs and their ability to get voters involved in the election process. Ms. Laue said that the election precinct lines can be revisited every odd year and she intends to continue raising her concerns until she feels they have been addressed. Commissioner Ford asked if Ms. Laue had any suggestions to mitigate the issues she mentioned however, she didn't have a plan to suggest. Judge Peters asked if Ms. Laue saw anywhere that the law wasn't followed during the redistricting process. She replied that she felt the Commissioners Court failed to solicit input from the citizens. Judge Peters reminded Ms. Laue that the County did hold public hearings for the redistricting process. Commissioner Berry asked what Ms. Laue thought needed to be fixed. She replied that this was a missed opportunity for the County to fix the population issues within the precincts. Bryan City Secretary Mary Lynn Stratta made the Court aware that the City of Bryan has intentions of annexing more County property. The effect of the annexations will be that the County has to create more election precincts. Ms. Stratta believes there will be at least four changes to be made to their districts. Commissioner Aldrich questioned whether the I SD's are subject to the same 5% population disparity regulation as the County. Ms. Stratta stated that they have to be within 10% for the I S D's. Judge Peters asked if anyone else wanted to speak. Hearing none, the meeting was adjourned. 4. Adjourn Vol. _ pg.
