BRAZOS COUNTY COMMISSIONERS COURT
PUBLIC HEARING
The Brazos County Commissioners Court will hold a Public Hearing on the Brazos .
County Local Provider Participation Fund (LPPF)on Tuesday,August 31, 2021 at 2
p.m. in the Commissioners Courtroom of the Brazos County Administration.Building at
200 South Texas Avenue, Suite 106, Bryan, Texas.
Chapter 296 of the'Health and Safety Code (HB 3185)allows Brazos County to collect
a mandatory payment from nonpublic hospitals to be deposited in a.local provider
participation fund (LPPF)established by the County.
The County will hear.public comments concerning the LPPF, including the collection of
data required to continue the LPPF, establishing mandatory payments for the period
September 1, 2021 —August 31, 2022,the amount of fiscal year mandatory payments
for the revenue derived from those mandatory payments and rules adopted.by Brazos
County to implement HB 3185, including fiscal year for LPPF. -Representatives of local
nonpublic hospitals and all other interested persons are invited to attend said hearing
and present their cause, if any,for or against these matters.
The Commissioners Court of Brazos County, Texas held a Public Hearing at the Brazos
County Administration Building in Bryan, Brazos County, Texas,beginning at 2:00 p,m.
on Tuesday,August 31,2021 with the following members of the Court present:
Duane Peters, County Judge, Presiding;
Steve Aldrich, Commissioner of Precinct 1;
Russ Ford, Commissioner of Precinct 2;
Nancy-Berry, Commissioner of Precinct 3;
Irma Cauley, Commissioner of Precinct 4;
Karen McQueen, County Clerk
Attached is a list of the citizens and officials in attendance.
The County Judge called the meeting to order and invited others to speak.
Tim Ottinger, Director of Government Relations for CHI Texas Division representing St.
Joseph's Hospital thanked the Courtfor their support of the Local Provider Participation
Fund (LPPF). Mr. Ottinger stated that St. Joseph's Hospital along with all of the other
hospitals that participate in the LPPF are supportive of the recommended rate of 6%.
He anticipates that with the potential of newly available programs,the LPPF will be able

to draw down approximately 95 million dollars due to the increased recommended rate,
which would be a substantial benefit to the hospitals in Brazos County.
Commissioner Aldrich and Commissioner Cauley discussed the status of the Section
1115 Waiver and what effect it may have on the community if that is no longer available.
Judge Peters stated that this will be placed on next week's agenda for consideration.
There being no further business to discuss the meeting was adjourned.
The foregoing minutes of the Commissioners Court Public Hearing held August 31, 2020
have been examined and are approved in open Court this the 14th day of September
2020, in Bryan, Brazos County, Texas.
