Interested parties are.invited to attend said hearing and present their cause,,if any, for or against the tax increase for 2021. The Commissioners' Court of Brazos County, Texas held a Public.Hearing.at the Brazos County Administration Building in Bryan, Brazos County, Texas, at 1:45 p.m. on Tuesday,August 31, 2021, with the following members of the Court present: Duane Peters; County Judge, Presiding; Steve Aldrich, Commissioner of Precinct 1; Russ:Ford, Commissioner of Precinct 2; Nancy Berry, Commissioner of Precinct 3; Irma Cauley,.Commissioner of Precinct 4, Karen McQueen, County.Clerk. Attached is a list of the citizens and officials in attendance. The purpose of the hearing is to hear commentary on the proposed tax increase for the 2021 tax year.The County Judge called the meeting to order at 1:45 p.m. and announced the following: Maintenance and Operations: 0.442257 Debt Service.: .051243 Total Rate: .4935 He then announced that the adoption of the budget and tax rate will be on Tuesday, September 7, 2021 at 10:00 a.m. during the regular Commissioners' Court meeting. The County J udge asked if anyone wished to speak for or against the proposed tax'rate. PROPOSED TAX RATE $0.493500 per$100 NO-NEW-REVENUETAXRATE $0.483626 per$100 VOTER-APPROVALTAX RATE $0.510899 per$100 The no-new-revenue tax rate is the tax rate for the 2021 tax year that will raise the same amount of property tax revenue for Brazos County from the same properties in both the 2020 tax year and the 2021 tax year. The voter-approval rate is the highest tax rate that Brazos County may adopt without holding an election to seek voter approval of the rate. The proposed tax rate is greater than the no-new-revenue tax rate.This means that Brazos County is proposing to Increase property taxes for the 2021 tax year. A PUBLIC HEARING ON THE PROPOSED TAX RATE WILL BE HELD ON August 31,2021 AT 01:45 PM AT Brazos County Commissioners Courtroom,200 S.Texas Ave.,Suite 106,Bryan,Texas 77803. The proposed tax rate is not greater than the voter-approval tax rate.As a result,Brazos County is not required to hold an election at which voters may accept or reject the proposed tax rate.However,you may express your support for or opposition to the proposed tax rate by contacting the members of the Brazos County Commissioners Court at their offices or by attending the public hearing mentioned above. The following table compares.the.taxes.imposed.on.the.average.residence homestead by Brazos County last year to the taxes proposed to be imposed on the average residence homestead by Brazos County this year. 2020 2021 Change Total tax rate(per$100 of value $0.495000 $0.493500 decrease of-0.001500,or-0.30% Average homestead taxable value $263,281 $275,464 increase of 12,183,or 4.63% Tax on average homestead $1,303.24 $1,359.41 increase of 56.17,or 4.31% Total tax levy on all properties $92,107,876 $95,768,296 increase of 3,660,420,or 3.97% State Criminal Justice Mandate The Brazos County Auditor certifies that Brazos County has spent$1,385,063 in the previous 12 months for the maintenance and operations cost of keeping inmates sentenced to the Texas Department of Criminal Justice.Brazos County Sheriff has provided Brazos County information on these costs,minus the state revenues received for reimbursement of such costs.This Increased the no-new-revenue tax rate by$0.002754/$100. Indigent Health Care Compensation expenditures The Brazos County spent$1,575,654 from July 1,2020 to June 30,2021 on Indigent health care compensation expenditures at the Increased minimum eligibility standards,less the amount of state assistance.For the current tax year,the amount of increase above last year's enhanced indigent health care expenditures is$376,096.This increased the no-new-revenue tax rate by$0.001984/$100. Indigent Defense Compensation Expenditures The Brazos County spent$2,767,990 from July 1,2020 to June 30,2021 to provide appointed counsel for indigent individuals in criminal or civil proceedings in accordance with the schedule of fees adopted under Article 26.05,Code of Criminal Procedure,less the amount of state grants received.For the current tax year,the amount of increase above last year's indigent defense compensation expenditures is$316,262.This increased the no-new-revenue tax rate by$0.000644/$100.
