BRAZOS COUNTY COMMISSIONERS COURT
PUBLIC HEARING
The Commissioners' Court of Brazos County, Texas held a Public Hearing at the Brazos
County Administration Building in Bryan, Brazos County, Texas, beginning at 10:30 a.m.
on Tuesday, September 8, 2020, with the following members of the Court present:
Duane Peters, County Judge, Presiding;
Steve Aldrich, Commissioner of Precinct 1;
Sammy Catalena, Commissioner of Precinct 2;
Nancy Berry, Commissioner of Precinct 3;
Irma Cauley, Commissioner of Precinct 4;
Karen McQueen, County Clerk, Absent
Attached is a list of the citizens and officials in attendance.
The County Judge called the meeting to order and invited others to speak
Tim Ottinger, Director of Government Relations for CHI Texas Division representing St.
Joseph's Hospital thanked the Court for their years of support of the Local Provider
Participation Fund (LPPF). Mr. Ottinger stated that with leftover funds from previous
years they were able to lower the rate some. He supports the recommended rate of
2.21 as well as Scott & White Hospital and the Physician's Centre Hospital. He said the
funds were particularly helpful with the pandemic this year.
Next to speak was Bill Galinsky, Vice President of Government Finance for Baylor Scott
& White. Mr. Galinsky echoed Mr. Ottinger's appreciation to the Court and use of funds
during the pandemic. He is also in support of the .rate.
Austin Jones, Vice President of Finance with St. Joseph Health Systems stated he is
grateful for the partnership with the County. The LPPF has had a significant impact on
fulfilling the needs in the county.
Chief Executive Officer at Caprock Health, Braedon Anderson spoke next saying that
although they do not accept medicaid funding because they are a small hospital, he also
supports the recommended rate for the hospitals that need the assistance.
Ed Bull thanked Caprock for being present to support the LPPF. He said that since we
have recently lost Rock Prairie Behavioral Hospital, he will be looking at adding new
rules to enhance the LPPF and the way it operates. Mr. Bull acknowledged lrene-Jett
and her work with the L P P F and hospitals.
Judge Peters stated that this will be placed on next week's agenda for consideration.
There being no further business to discuss the meeting was adjburned.

BRAZOS COUNTY COMMISSIONERS COURT WILL CONDUCT A
PUBLIC HEARING ON TUESDAY, SEPTEMBER 8, 2020 AT 10:30 AM
IN THE COMMISSIONERS COURTROOM OF THE COUNTY
ADMINISTRATION BUILDING, 200 SOUTH TEXAS AVENUE, SUITE
106, BRYAN, TX 77803
The Brazos County Commissioners Court will hold a Public Hearing on the Brazos
County Local Provider Participation Fund (LPPF) on Tuesday, September 8, 2020 at
10:30 a.m. in the Commissioners Courtroom of the Brazos County Administration
Building at 200 South Texas Avenue, Suite 106, Bryan, Texas.
Chapter 296 of the Health and Safety Code (HB 3185) allows Brazos County to collect
a mandatory payment from nonpublic hospitals to be deposited in a local provider
participation fund (LPPF) established by the County.
The County will hear public comments concerning the LPPF, including the collection of
data required to continue the LPPF, establishing mandatory payments for the period
September 1, 2020 — August 31, 2021, the amount of fiscal year mandatory payments
for the revenue derived from those mandatory payments and rules adopted by Brazos
County to implement HB 3185, including fiscal year for LPPF. Representatives of local
nonpublic hospitals and all other interested persons are invited to attend said hearing
and present their cause, if any, for or against these matters.
The BRAZOS COUNTY COMMISSIONERS COURT is wheelchair accessible. Handicap parking spaces are available.
