BRAZOS COUNTY COMMISSIONERS COURT
WORKSHOP SESSION
Call to Order
The Commissioners' Court of Brazos County, Texas met in a Workshop Session in the
Commissioners' Courtroom in the Brazos County Administration Building in Bryan,
Brazos County, Texas, beginning at 2:00 p.m. on Tuesday, September 1, 2020 with the
following members of the Court present:
Duane Peters, County Judge, Presiding;
Steve Aldrich, Commissioner of Precinct 1;
Chuck Konderla, Commissioner of Precinct 2;
Nancy Berry, Commissioner of Precinct 3;
Irma Cauley, Commissioner of Precinct 4, Absent;
Karen McQueen, County Clerk, Absent
The attached sheets contain the names of the citizens and officials that were in
attendance.
The County Judge called the meeting to order at 2:09 pm.
2. Presentation and discussion of accepting new roads into the county maintenance
system.
Bruce Erratt, Legal Counsel asked the County Judge to address item 3 first so that
Emergency Management may leave after their presentation.
After the presentation and discussion regarding item 3, Mr. Erratt discussed the
possibility of Brazos County no longer accepting roads for maintenance. He stated
other counties are doing this, including Tom Green County because of budget
constraints. Mr. Erratt recommended starting this policy on January 1, 2021 while
continuing to require developers to build subdivisions up to county standards.

Prarthana Banerji, County Engineer, discussed problems with a stagnant budget and
accepting new roads for maintenance each year. She stated there is nothing in our
subdivision regulations requiring us to accept new roads. The language says that it is at
the County Engineer's discretion. She went on to say that she understands that this is
not an easy decision and one that constituents will not like.
Commissioner Steve Aldrich said some counties collect an ad valorem tax dedicated to
road maintenance. He thinks a dedicated road tax may be something to look into.
Michele Meade, Emergency Management Coordinator spoke on safety issues for
emergency services trying to access subdivisions with roads that are not properly
maintained.
3. Presentation and discussion of Highway 159.
Mr. Erratt stated that TXDOT has no plan to do anything about the situation on FM 159
even though the Brazos River is currently 70-75 ft. from the fence line. When the cavity
reaches within 30 ft. they will simply close down the north and south end of the roadway.
Jason Ware with Emergency Management gave a presentation and stated that the cavity
has moved approximately 4 ft. towards FM 159 in recent months. The hole is being
created when the river flows and creates a whirlpool effect in the cavity causing it to
erode. Traffic flow is estimated at 530 vehicles per day on FM 159. The alternate route
around the closed roadway will possibly be White Switch Road. During heavy rain White
Switch Road will flood. Also FM 159 at FM 105 will flood. This creates a problem for
emergency services to access south of the closure.

The foregoing minutes of the Commissioners Court Workshop Session held September 1,
2020 have been examined and are approved in open Court this the 13th day of October,
2020, in Bryan, Brazos County, Texas.
