BRAZOS COUNTY COMMISSIONERS COURT
WORKSHOP SESSION
Call to Order
The Commissioners' Court of Brazos County, Texas met in a Workshop Session in the
Commissioners' Courtroom in the Brazos County Administration Building in Bryan,
Brazos County, Texas, beginning at 2:30 p.m. on Thursday, July 30, 2020 with the
following members of the Court present:
Duane Peters, County Judge, Presiding;
Steve Aldrich, Commissioner of Precinct 1;
Chuck Konderla, Commissioner of Precinct 2;
Nancy Berry, Commissioner of Precinct 3;
Irma Cauley, Commissioner of Precinct 4;
Karen McQueen, County Clerk, Absent.
Attached is a list of the citizens and officials in attendance.
The County Judge called the meeting to order at 2:30 p.m.
2. Presentation and discussions regarding the 2020-2021 County Budget.
Judge Peters stated that he has received information on the roof damage. He said the
insurance will not cover close to what the repair costs will be. He said they will not be
able to repair or replace all of the damages in the coming year. Judge Peters said this is
another reason why they need to look at a new bond issue. He then asked Risk
Manager Leslie Contreras to update the Court on damages and costs.
Mrs. Contreras said that a large hail storm on May 27, 2020 affected every building west
of the County Administration building. She said 60 buildings suffered damage, which
included the Road and Bridge building, Fleet building, Juvenile Detention, Sheriffs
Office and Detention Center, Maintenance building, Health Department, Courthouse,

Administration building and the Information Technology building. Mrs. Contreras stated
that buildings could be anything from a pavilion or storage building to a detention center.
She said that Texas Association of Counties (TAC) has issued a $1,000,000.00 check
to assist in starting the repair process. She said that the deductible is $5,000.00 for all
60 buildings. Mrs. Contreras handed copies of the estimates from TAC showing the
RCV damages to be $5,066,574.26, the Recoverable Depreciation to be
$1,163,097.82, the Actual Cash Value to be $3,903,476.44 and the Amount Payable to
be $2,898,476.44. She commented that the roofs are not up to code and will need to be
upgraded, and TAC will not pay for upgrades. Mrs. Contreras said Facility Services will
be giving a report on what will need to be repaired or replaced. She stated that Ernest
Stutts has estimated the repairs and upgrades to be at $12,000,000.00. Mrs. Contreras
added that the county only has 2 years from the date of the incident to make the repairs.
Judge Peters said that the Court has not met with each department as they normally
would during the budget process. He said he has asked that each department trim 10%
of their budget due to COVID-19.
Leslie Contreras noted that insurance will cover up to $100,000.00 for a consultant and
plans to do so. She said the consultant will help with bidding specifications, planning and
could help save the county money.
Commissioner Konderla asked about higher hail ratings. Ms. Contreras stated that with a
higher rating the roof will withstand hail better and will have less damage.
Commissioner Konderla added he would like to see local companies have an
opportunity to bid on portions of the project. Mrs. Contreras pointed out that less
overhead and repairing several areas at one time will help save money.
There being no further business to discuss the meeting was adjourned.
