BRAZOS COUNTY COMMISSIONERS COURT
WORKSHOP SESSION
1. Call to Order
The Commissioners' Court of Brazos County, Texas met in a Workshop Session in the
Commissioners' Courtroom in the Brazos County Administration Building in Bryan,
Brazos County, Texas, beginning at 10:00 a.m. on Friday, March 6, 2020 with the
following members of the Court present:
Duane Peters, County Judge, Presiding;
Steve Aldrich, Commissioner of Precinct 1, Absent;
Sammy Catalena, Commissioner of Precinct 2, Absent;
Nancy Berry; Commissioner of Precinct 3;
Irma Cauley, Commissioner of Precinct 4;
Karen McQueen, County Clerk, Absent.
Attached is a list of the citizens and officials in attendance.
2. Presentation and discussions regarding the "Split Pay" tax statements and the
consequences of recent statutory changes.
The County Judge called the meeting to order at 10:00 a.m. and explained that new
legislature requires the Tax Assessor/Collector to take the exact amount on property
taxes. Judge Peters spoke about some of the issues concerning the roll back cap. He
stated he does not see how the County can continue accepting split payments with the
requirement of a mandatory election if an entity goes over the 3 1/2 percent. He said
that we have allowed split payments as a service to the citizens even though many
counties do not offer this option.
Brazos County Tax Assessor/Collector Kristy Roe voiced her concerns and stressed
that the earlier a decision can be made the better, so that they can inform the public.
She said that about 10 percent of the population utilizes the split pay option.

Judge Peters mentioned that if the decision is made to stop split payments, it will also
prevent other entities from collecting split payments.
Julie Flores with Emergency Services District #1 asked if anyone knew the percentage
amount for each district.
Judge Peters stated this would be on the Commissioners' Court agenda soon to make a
timely decision.
