BRAZOS COUNTY COMMISSIONERS WILL MEET IN A WORKSHOP SESSION AS FOLLOWS:

BRAZOS COUNTY COMMISSIONERS COURT
WORKSHOP SESSION
1. Call to Order
The Commissioners' Court of Brazos County, Texas met in a Workshop Session in the
Commissioners' Courtroom in the Brazos County Administration Building in Bryan,
Brazos County, Texas, beginning at 10:15 a.m. on Tuesday, November 19, 2019 with
the following members of the Court present:
Duane Peters, County Judge, Presiding;
Steve Aldrich, Commissioner of Precinct 1;
Sammy Catalena, Commissioner of Precinct 2;
Nancy Berry, Commissioner of Precinct 3;
Irma Cauley, Commissioner of Precinct 4;
Karen McQueen, County Clerk, Absent.
The County Judge called the meeting to order and invited Mr. McCord to speak.
2. Presentation by Billy McCord on Budget - Neutral facility upgrades with energy .
efficiency.
Billy McCord with Ameresco gave a presentation on facility upgrades with energy
efficiency. Mr. McCord stated that Ameresco is an Energy Service Company that offers
flexible and customizable energy and water solutions for clients. He stated that the
programs are budget neutral or positive.
Commissioner Cauley asked if they were competitors with the PACE Program. Mr.
McCord said they are not competitors but they are an entity that will use PACE projects.
Mr. McCord said the first step would be to have an energy assessment preformed at no
cost to the county. If a project is decided on then a contract would be introduced.

Commissioner- Berry asked how long the assessment will take. Mr. McCord answered
that it would take 60 days.
Commissioner Aldrich asked if the preliminary is just to see what needs to be
addressed.
Commissioner Cauley asked if he would then come back and give a presentation. Mr.
McCord said he would first talk with staff and then can do a presentation.
Purchasing Agent Charles Wendt recommended the Court go out for solicitation to get
the best company that can offer the best value to the county. He said there have been
other companies offering to do the same.
Judge Peters agreed that if we decide to do something that the county should go out for
bids and evaluate the best benefit.
Commissioner Berry said she would like the county to pursue cost savings and send out
a RFP and begin the process.

The foregoing minutes of the Commissioners Court Meeting held November 19, 2019
have been examined and are approved in open Court this 17th day of December 2019,
in Bryan, Brazos County, Texas .
