Call to Order The Commissioners' Court of Brazos County, Texas met in a Workshop Session in the Commissioners' Courtroom in the Brazos County Administration Building in Bryan, Brazos County, Texas, beginning at 10:15 a.m. on Tuesday, September 3, 2019 with the following members of the Court present: Duane Peters, County Judge, Presiding; Steve Aldrich, Commissioner of Precinct 1; Sammy Catalena, Commissioner of Precinct 2, Absent; Nancy Berry, Commissioner of Precinct 3; Irma Cauley, Commissioner of Precinct 4; Karen McQueen, County Clerk, Absent. Attached is a list of the citizens and officials in attendance. The County Judge called the meeting to order at 10:15 a.m. and invited Ramiro Galindo to speak. 2. Presentation and discussion by Ramiro Galindo - The Galindo Group regarding the "Innovation Towers" - Transformative Living in Aggieland. Mr. Galindo gave a presentation on the future development of "Innovation Towers" - Transformative Living in Aggieland. Mr. Galindo described the project stating it would be next to Traditions Golf Course. He said the first building of condominiums has been designed and four (4) more buildings are planned. He stated the project also included boutiques, restaurants, a pet center with a dog park. Mr. Galindo said there is also land behind the structure that will be a wildlife preserve. He said that he needs help with the infrastructure and the expanding of Villa Maria Road. Mr. Galindo said that the City of Bryan has suggested creating a tax increment reinvestment zone (TI RZ). voi. ag Pg .- 4 Commissioner Berry asked if the investment of $768,975.00 is from the City of Bryan. Mr. Galindo answered yes and it was prepared by Gessner Engineering. Commissioner Berry then asked if the City of Bryan is on board. Mr. Galindo said yes and that the City Manager said he would speak with Judge Peters. Judge Peters said they did speak briefly. Judge Peters asked Mr. Galindo who would the potential condo buyers be. Mr. Galindo answered they have identified potential buyers to be those that have graduated from Texas A&M University and local residents who desire a place where everything is taken care of for them. Judge Peters then said that if it is a retired person and this is their homestead, the taxes are frozen. He said he does not know what the projections are based on, but they may not have as good of a return as it shows. He went on to explain that the county is more dependent on property taxes than the city. He also said that with the new revenue caps he does not think it is prudent for the county to participate at the same level as the city. Commissioner Berry thanked Mr. Galindo for his presentation and said it is an exciting project. Commissioner Aldrich stated economic development is something that increases the value of our community.. He also thanked Mr. Galindo and said we need to find the appropriate level the county should be involved in. Mr. Galindo thanked the Court for their time and said that economic development is the key. Judge Peters said they would speak with the City of Bryan. There being no further business to discuss the meeting was adjourned. 3.
