WORKSHOP SESSION
Call to Order
The Commissioners' Court of Brazos County, Texas met in a Workshop Session in the
Commissioners' Courtroom in the Brazos County Administration Building in Bryan,
Brazos County, Texas, beginning at 9:00 a.m. on Thursday, August 15, 2019 with the
following members of the Court present:
Duane Peters, County Judge, Presiding;
Steve Aldrich, Commissioner of Precinct 1;
Sammy Catalena, Commissioner of Precinct 2, Absent;
Nancy Berry, Commissioner of Precinct 3, Absent;
Irma Cauley, Commissioner of Precinct 4;
Karen McQueen, County Clerk, Absent..
Attached is a list of the citizens and officials in attendance.
The meeting location was moved to the Budget Conference Room and the meeting time
was rescheduled to 10:45 a.m.
The County Judge called the meeting to order at 10:57 a.m.
2. Presentation and discussions regarding the 2019-2020 County Budget.
Judge Peters explained that there is a new law that will go into effect on September 1,
2019 in regards to maintaining text messages regarding county business. Judge Peters
said he was not in favor of having to carry two phones, but with this new law if may be
necessary. Judge Peters invited Verizon representatives to explain what they can do to
help.
Fouzan Lukhani introduced members of the Verizon team including Kristal Palmer, Kali
Volo 'T pg.
Dawkins and Russ Anderson. Also joining by phone were Ken Morcke, Robert
LeGrande Came Breedlove and Sam Kroft.
Ken Morcke discussed interoperability and said that Verizon is the only company to offer
it.
Robert LeGrande discussed the 5Gmm Wave Spectrum pointing out what is available
now and what will be available in the future.
Carrie Breedlove with Smarsh stated that the record retention for text messages is
seven (7) years. She explained that the retention can be set in compliance with state
law, which is usually two (2) or three (3) years. She also noted that you can easily search
for text with keywords.
Discussions continued regarding Mobile Device Manager and Apple Business
Manager.
Mr. Lukhani then presented a quote and terms of the agreement
Judge Peters thanked the Verizon team members for coming and closed the meeting at
12:00 p.m. and said the Court would resume at 2:30 p.m. to continue the Workshop.
The meeting reconvened at 2:30 p.m. with the following members of the Court present:

Discussions regarding policy and budget adjustments began.
The County Cell Phone Policy will need to be updated. Contracts for Smarsh and MDM
will be placed on the agenda.
The cell phone supplement cannot be removed for Elected Officials for FY 19 since
the salaries were approved and published. Modified Salary Notification letters for FY 20

will need to go out to Elected Officials. The Court discussed rolling out county cell
phones and removing cell phone allowances for county employees beginning 08/24/19
and Elected Officials on 10/01/19.
The legal department will work on updating the County Cell Phone policy.
There being no further business to discuss the meeting was adjourned.
3. Adjourn
The foregoing minutes of the Commissioners Court Budget Meeting held August t 15,
2019 have been examined and are approved in open Court this 10th day of September
2019, in Bryan, Brazos County, Texas.
