BRAZOS COUNTY -COMMISSIONERS COURT
WORKSHOP SESSION
1. Call to Order
The Commissioners' Court of Brazos County, Texas met in a Workshop Session in the
Commissioners' Courtroom in the Brazos County Administration Building in Bryan,
Brazos County, Texas, beginning. at 10: 30 -a m :on W..,ecl ay, April 10, 2019 with the
following members of the Court present
Duane Peters, County Judge, Presiding;
Steve Aldrich, Commissioner of Precinct 1;
Sammy Catalena, Commissioner of Precinct 2, Absent;
Nancy Berry, Commissioner of Precinct
Irma Cauley, Commissioner -of Precinct 4; Absent;
Karen McQueen, County Clerk, Absent.
Attached is a list of the citizens and officials in attendance.
The County Judge called the meeting to order and invited others to speak.
2. Presentation and discussions regarding detention center kitchen expansion and
remodeling.
Road and Bridge Department Head Gary Arnold introduced Andy Pitts,architect with
Treanor HL. Mr. Arnold then asked Jail Administrator Wayne Dicky to explain the
project.
Mr. Dicky stated that the facility the kitchen is in was opened in 1991 and is dated. He
said that the refrigeration system is difficult to service. Mr. Dicky said the current kitchen
is also -difficult to work in as jail population has increased. He explained that with the new
kitchen there would be additional storage and allow the use of more beds for housing if
needed. - The plan for this -project _allows for continuous operations during the

construction period.
Mr. Pitts gave a presentation of the plan for the kitchen renovation and addition which will
include 1,100 inmates. He also pointed- out that the plan provides safety for staff and
inmates, adds more storage, improves work flow and addresses aging equipment.
Judge Peters explained the restraints with the proposed revenue caps that the
Legislature is considering. He said the final determination on the revenue caps could
take a long time. Judge Peters said he likes the proposed design and would support the
project if it does not impact the entire budget.
Mr. Dicky stated there is currently 1.7 million allocated in the budget that could help start
some of the soft construction costs.
Mr. Arnold said that no matter what happens with the project there are problems coming
up with the refrigerator system that with be costly.
Facility Services Manger Ernest Stutts said he has a back up plan to keep up operations
if the system fails..
