Cauley will travel with the Bryan/College Station Chamber of Commerce to discuss
legislative affairs. The least expensive hotel in downtown Austin is $219 plus tax.
7. Request from Jail Administration for a payment authorization to Flowers Baking for three
(3) invoices not received prior to the FY 2018 year end cut off date. Funds were
available on open purchase orders.

end. This area consist of 1.64 acres and is not in use by the public, therefore, there is

PUBLIC COMMENTS
Public Comment during the Commission Meeting may be for all matters, both on and off the agenda, and be limited to four
minutes per person. Persons are invited to submit comments in writing on the agenda items and/or attend and make comment at
the Commission meeting. Members of the public are reminded that the Brazos County Commissioners Court is a Constitutional
Court, Win both judicial and legislative powers, created under Article V, Section 1 and Section 18 of the Texas Constitution. As a
Constitutional Court, the Brazos County Commissioners Court also possesses the power to issue a Contempt of Court Citation
under Section 81.024 of the Texas Local Government Code. Accordingly, members of the public in attendance at any Regular,
Special and/or Emergency meeting of the Court shall conduct themselves with proper respect and decorum in speaking to,
and/or addressing the Court; in participating in public discussions before the Court; and in all actions in the presence of the
Court. Those members of the public who are inappropriately attired and/or who do not conduct themselves in an orderly and
appropriate manner will be ordered to leave the meeting. Refusal to abide by the Court's Order and/or continued disruption of
the meeting may result in a Contempt of Court Citation.
It is not the intention of the Brazos County Commissioners Court to provide a public forum for the demeaning of any individual or
group. Neither is it the intention of the Court to allow a member (or members) of the public to Insult the honesty and/or integrity
of the Court, as a body, or any member or members of the Court, or County employees, individually or collectively. Accordingly,
profane, insulting or threatening language directed toward the Court and/or any person in the Court's presence and/or racial,
ethnic or gender slurs or epithets will not be tolerated. Violation of these rules may result in the following sanctions:
1. cancellation of a speaker's time;
2. removal from the Commissioners Court;
3. a Contempt Citation; and/or
4. such other and/or criminal sanctions as may be authorized
under the Constitution, Statutes and Codes of the State of Texas.
The County Commissioners Court can deliberate or take action only if a matter has been listed on an agenda properly posted
prior to the meeting. During the public comment period, speakers may address matters not listed on the published agenda. The
Open Meeting Law does not expressly prohibit responses to public comments by the Commissioners Court. However, responses
from the County Judge or Commissioners to unlisted public comment topics could become deliberation on a matter without
notice to the public. To ensure the public has notice of all matters the Commissioners Court will consider, the County Judge
and/or Commissioners may choose not to respond to public comments, except to correct factual inaccuracies, recite epsting
policy in response to an inquiry or to ask that a matter be listed on a future agenda. See Texas Open Meetings Act Section
551.042.
INVOCATION
Any invocation that may be offered before the official start of the Court meeting shall be to and for the benefit of the Court. The
views or beliefs expressed by the invocation speaker have not been previously reviewed or approved by the Court and do not
necessarily represent the religious beliefs or views of the Court in part or as a whole. No member of the community is required to
attend or participate in the invocation and such decision will have no impact on their right to actively participate in the business
of the Court.
The Commissioners Courtroom of the Brazos County Administration Building, 200 S. Texas Ave., Suite 106, Bryan, TX 77803 is

REGULAR MEETING
A regular meeting of the Commissioners' Court of Brazos County, Texas was held in the
Brazos County Commissioners Courtroom in the Administration Building, 200 South
Texas Avenue, in Bryan, Brazos County, Texas, beginning at 10:00 a.m. on Tuesday,
January 15, 2019 with the following members of the Court present:
Duane Peters, County Judge, Presiding;
Steve Aldrich, Commissioner of Precinct 1;
Sammy Catalena, Commissioner of Precinct 2, Absent;
Nancy Berry, Commissioner of Precinct 3;

help purchase equipment needed to startup the Career Technical Education (CTE)
Workforce Training Center.
David Reynolds, Career and Technical Instructor for Bryan Independent School District
gave a presentation on the Career Technical Education (CTE) Workforce Training
Center. Mr. Reynolds said there are over 3500 students in Bryan ISD participating in
this program. The program offers ninety four (94) courses and twenty seven (27)
pathways for careers in construction, welding, automotive, industrial engineering and
robotics. The workforce training program is offered to BISD juniors and seniors. Mr.
Reynolds said the new complex will be located at 6753 Mumford Road in Bryan, and
showed the Court photos of the building and types of equipment they are seeking
funding for. A copy of the presentation is attached.

2.14 POLICY ON SERVICE AWARDS
Brazos County ("County") recognizes the importance of the contributions of loyal and committed staff to
the continuing success of the County. In appreciation of this dedicated service, Brazos County recognizes
employees as they reach annual milestone anniversaries of employment.
2.14.1 ELIGIBILITY:
Full-time and part-time active employees become eligible for a service award when they meet their
anniversary date. Awards are based on less than 5 years of service, 5 to 9 years of service and 10 years or
more of service.
2.14.2 Procedure
Human Resources will send out notification to the employee the month following their anniversary date.
The employee will have 90 days to come by Human Resources to pick out their service award from an
array of awards.

2.01 POLICY ON VACATION (continued)
2.01.2 SCHEDULING:
Scheduling of vacation shall be after all compensatory time is exhausted. Vacation
scheduling shall be at the discretion of the individual elected official or department
heads.
Employees may use the vacation earned in the new calendar year on the first day of the
first full pay period of the new calendar year.
Vacation must be taken by the last day of the last full pay period in December. After this
deadline, any annual leave balance in excess of the maximum allowable shall be reduced
to the maximum without compensation.

4.07 POLICY ON OVERTIME COMPENSATION (continued)
4.07.3 MAXIMUM COMPENSATORY TIME:
In accordance with FLSA the maximum amount of unused compensatory time an
employee shall be allowed to have at any one time is 240 hours and 480 hours for
Law Enforcement personnel. Law Enforcement personnel are employees who
are empowered by State or local ordinance to enforce laws designed to maintain
peace and order, protect life and property, and to prevent and detect crimes; who
have the power to arrest; and who have undergone training in law enforcement.
When an employee has reached the maximum accrual of compensatory time, any
additional overtime worked shall be compensated at a rate of one and one-half (1 %:) the
employee's regular rate of pay, if applicable until compensatory time has been used to
bring the balance below the maximum.
Under FLSA regulations the county shall retain the right to "buy back" all or part of an
employee's unused compensatory time by paying the employee for that time the
employee's current regular rate of pay as outlined below.
The county will pay the employee for all compensatory time earned and not taken
in excess of hours outlined above for the pay period in which the time is earned.
The payroll officer is authorized to pay on the compensatory time that has been
properly reported and recorded.
All compensatory time must either be taken or paid by the last payroll in December. If
not, the compensatory time will be paid out at the employee's regular rate of pay.
4.07.4 USE OF COMPENSATORY TIME:
Employees shall use all compensatory time before using vacation leave.
Employees shall be allowed to use earned compensatory time within a reasonable period
after it is requested provided that the employee's absence will not place an undue
hardship on the operations of the department in which the employee works.
Compensatory time may be used for any purpose desired by the employee but must be used
before using vacation leave.

2.12 POLICY ON FAMILY AND MEDICAL LEAVE (continued)
If an employee has accrued leave, the employee shall be required to use the FMLA leave
time concurrent with paid leave and while on Workers Compensation.
An employee who is taking leave because of the employee's own serious health
condition, or the serious health condition of an eligible family member, shall be
required to first use all paid vacation, sick leave, compensatory time and any other paid
leave, with the rest of the 12 week leave period being without pay.
An employee taking leave for the birth of a child shall be required to take paid sick leave,
and/or other paid leave for the recovery period, after the birth of the child prior to going
on leave without pay.
After the recovery period from giving birth to a child, the employee shall be required to
use vacation and other available paid leave, prior to going on leave without pay.
An employee who is taking leave for the placement of a child in the employee's home for
adoption or foster care shall be required to use all paid leave due, except for sick leave
prior to going on leave without pay.
AN EMPLOYEE WHO HAS ACCRUED COMPENSATORY TIME WILL BE
REQUIRED TO TAKE THAT COMPENSATORY TIME PRIOR TO TAKING
ANY VACATION LEAVE.
The maximum amount of paid and unpaid leave that may be used under this policy in any
12 -month period is 12 weeks.
While on leave under this policy, an employee will continue to accrue vacation and sick
leave in the same manner as if they were actively at work until they have exhausted the
hours earned at the date the FMLA begins. Employees who are on leave under the FMLA
and are unpaid will not be allowed to accrue vacation and sick leave.

I. Description of Services.
(a) Insight Enterprise (IN). Insight Enterprise (IN) is designed to address five major areas of human resource activities
including recruitment, selection, applicant tracking, reporting and analysis, and HR automation. As described below,
Insight Enterprise (IN) enables agencies to post class specifications online, postjob announcements on Customer websites,
accept online applications, conduct applicant tracking including EEO and other statistical analysis, create email/hardcopy
applicant notices, complete item analysis, create/route/approve requisitions and hire actions online, and certify eligible
lists electronically. A subscription to Insight Enterprise (IN) will include the following:
Recruitment:
• Online job application
• Configurable Career site
• Automatic online job interest cards
• Recruitment and examination planning
Applicant Tracking:
• Email and hardcopy notifications
• EEO Data collection and reports
• Track applicants by step/hurdle
• Schedule written, oral, and other exams
• Candidate self-service portal for scheduling and
application status
Career Pages:
• NEOGOV will provide the URLs for the Career Pages,
which the Customer will use to advertise on their
website. Customer will need to change the IP addresses
for the following three Customer website links
(NEOGOV will provide the new link addresses):

• Promotional job openings
• Transfer Job openings
• Class Specifications
• Job Interest Cards
Optional Integrations:
• Customer may export data from and to Insight
Enterprise (IN) to integrate with other systems.
Specifications regarding optional, for cost, NEOGOV
integrations can be made available to Customer,
including:

• Configure Position Control Import Interface
• Class Spec Interface
• Employee Integration
• As part of each such integration, NEOGOV shall:
• Conduct project scope, review integration plan,
discuss timeline, and set schedule for required

Insight Training
• NEOGOV will create a Customer -specific training
environment for Insight Enterprise (IN), which is
used by Customer during training and afterwards to
train in prior to moving into production.
• Customer will have full access to the demo/training
environment setup for Insight Enterprise (IN).
• NEOGOV training is available online (web -based,
pre -built, content) unless otherwise proposed as
included in the Order Form.
• NEOGOV's pre -built, online training consists of a
series of web courses as well as a series of hands-on
exercise designed to introduce the standard features
and functions and may be used as reference material
by the staff following training to conduct day-to-day
activities. The pre -built, online training includes
exercises that are designed to be flexible enough to
allow Customer led training sessions internally to
introduce user -specific requirements and processes
for staff to learn the system as closely as possible to
the customer's actual recruitment processes after go -
live.
(b) NEOGOV Training.
• NEOGOV training is available online (web -based, pre -built, content) unless otherwise proposed as included in the
Order Form.
• NEOGOV's pre -built, online training consists of a series of tutorials to introduce the standard features and functions
and may be used as reference material by the staff conducting day-to-day activities.

(c) NEOGOV Implementation. The following activities will be conducted as a part of the Services:
• Customer to review the project kick-off tutorial for information on the project timeline, deliverables, and establish
project expectations.
• NEOGOV will work with Customer staff to understand the existing processes as well as other workforce business
practices where applicable.
• NEOGOV will establish Customer's production environment.
• All NEOGOV products will be implemented off-site. Customer may integrate NEOGOV solutions with other
systems using standard NEOGOV integration tools, export data from Insight Enterprise (IN) using web services
and/or flat files to integrate with other systems, but the specifications and scope must be defined prior to agreeing
to a timetine or price.
• Following NEOGOV product rollout, NEOGOV and Customer will confirm the rollout was completed successfully
and that any production questions are addressed promptly.
2. Order Form Terms.
(a) Payment Tema. Customer will pay all Fees set forth in the Order Form or SOW in accordance with the following: (i)
NEOGOV Fees are invoiced annually in advance and NEOGOV may invoice all Fees due under this Agreement in one
invoice for each invoice period; (ii) invoices shall he delivered to the stated "Bill To" party on the Order Form (iii)
Customer shall pay NEOGOV the applicable fees (collectively, the "Fees") within the applicable time periods as follows:
(A) Customer shall pay all annual recurring Fees (including for any NEOGOV Integrations) for the Initial Term within
thirty (30) days of the date of Customer's execution and delivery of this Order Form;
(B) Customer shall pay all training Fees within thirty (30) days of the date of Customer's execution and delivery of this
this Order Form;
(C) Customer shall pay all setup and implementation Fees within thirty (30) days of the date of Customer's execution and
delivery of this this Order Form;
(D) any other Fees owed by Customer to NEOGOV pursuant to this Agreement shall be paid by Customer within thirty
(30) days of Customer's receipt of NEOGOV's invoice therefor;
(E) Customer shall pay all annual recurring Fees (including for any NEOGOV Integrations) for any Renewal Term within
thirty (30) days of Customer's receipt of NEOGOV's invoice therefor.
NEOGOV may, in its sole discretion, increase the Fees for any Renewal Term. NEOGOV shall provide Customer with
written notice of any such Fee increase at least sixty (60) days prior to the commencement of such Renewal Term. Upon
execution by Customer and NEOGOV, each Order From and/or SOW is non -cancellable and non-refundable except as
provided in this Agreement, and the Term as set forth in the Order Form for NEOGOV subscriptions is a continuous and
non -divisible commitment for the full duration of the Term regardless of any invoice schedule.
(b) Online Services Agreement. This Order Form is an attachment to and part of that certain Online Services Agreement (the
"Agreement') by and between NEOGOV and Customer. Terms not defined in this Order Form shall have the meanings
set forth in the Agreement. THERE ARE SIGNIFICANT ADDITIONAL TERMS AND CONDITIONS, WARRANTY
DISCLAIMERS AND LIABILITY LIMITATIONS CONTAINED IN THE AGREEMENT. CUSTOMER HEREBY
ACKNOWLEDGES AND AGREES THAT IT HAS READ THE AGREEMENT IN ITS ENTIRETY AND AGREE TO
BE BOUND BY ITS PROVISIONS.
(c) Effectiveness. Neither Customer nor NEOGOV will be bound by this Order Form until this Order Form has been signed
by authorized representatives of both parties.
(d) Modifications. This Order Form may not be modified or amended except through a written instrument signed by the party
to be bound.

SERVICE PROVIDER CONTRACT BETWEEN BRAZOS COUNTY JUVENILE SERVICES
AND MELISSA S. MAGYAR, Ph.D., PLLC
This Contract for the Provision of Supervision for the Texas A&M University Clinical Psychology
doctoral practicum student is entered into between the Brazos County Juvenile Services Department
("BCJS") and Melissa S. Magyar, Ph.D., PLLC, Licensed Psychologist ("Dr. Magyar").
WHEREAS, Texas Health and Safety Code, §614.018 authorizes juvenile probation departments
to identify methods for identifying the services needed by juveniles with mental impairments in the
juvenile justice system; and,
WHEREAS, Dr. Melissa S. Magyar, the current BCJS psychological services provider, will cease to
provide services to BCJS on December 6, 2018; and,
WHEREAS, Dr. Melissa S. Magyar, is a licensed psychologist who has agreed to provide
supervision of the current Texas A&M University Clinical Psychology doctoral practicum student (under
contract with Texas A&M and Brazos County Juvenile Services signed 6/22/2018) to fulfill the contract
with Texas A&M on a part-time basis; and
WHEREAS, the County and Dr. Melissa S. Magyar wish to enter into a contract for the furnishing
of supervision of the current Texas A&M University Clinical Psychology doctoral practicum student that
must be supervised by a Ph.D.
NOW, THEREFORE, in consideration of the mutual benefits derived hereunder, the parties agree
as follows:
1.
PURPOSE
The purpose of this Contract is to set terms, conditions, and fees for Dr. Magyar to provide
supervision of the current doctoral practicum student for BUS, to include case/records review,
consultation, in-person supervision meetings, revision/review/approval of psychological evaluation
reports (for the current A&M doctoral student only), and courtroom testimony.
2.
RESPONSIBILITIES OF BRAZOS COUNTY JUVENILE SERVICES
BCJS shall notify Dr. Magyar of any need for consultation, assessment review, or case staffing.
BCJS shall provide Dr. Magyar with all pertinent information in its possession needed to perform service.
BCJS will exercise no right of control over Dr. Magyar or her employees. Dr. Magyar agrees to
protect, defend, indemnify and save harmless BCJS against loss, damage, or expense by reason of any
suits, claims, demands, or judgement and causes of action caused or contributed to any part by Dr.
Magyar, its agents, servants or employees arising out of or in consequence of the performance of this
Contract.

RESPONSIBILITIES OF DR. MAGYAR
The responsibilities of Dr. Magyar shall be:
1. Complete the requested work in a timely manner.
2. Provide Supervision of the current Texas A&M University Clinical Psychology Doctoral practicum
student for BUS on a part-time basis via telephone, email, and direct in-person meetings.
*Supervision entails only the duties/responsibilities delineated in Section I of this document.
3. Remain current and in good standing with all applicable licensing agencies and immediately
report to BCJS any applicable licenses suspension, cancellations or terminations.
4. Submit current copies of all applicable licenses to BCJS.
5. Adhere to any and all requirements applicable in the Prison Rape Elimination Act (PREA).
6. Adhere to any and all applicable requirements contained within Chapters 341, 343, 344, 358 of
the Texas Administrative Code.
7. Invoice for services specifically requested and outlined within this Contract.
4.
INDEMNITY and INSURANCE
Dr. Magyar agrees to and shall indemnify and hold harmless and defend the County, its officers,
agents, and employees from and against any and all claims, losses, damages, causes of action, suits, and
liability of any kind, including claims of respondent superior or vicarious liability, including all expenses
of litigation, court costs, and attorney's fees, for injury to or death of any person or any breach of
Contract arising out of or in connection with any work done by Dr. Magyar pursuant to this Contract.
Dr. Magyar shall maintain, during the term of this Contract, a $1,000,000.00 malpractice
insurance policy. Dr. Magyar shall provide a Certificate of Insurance for the latter policy and shall
provide for a fifteen (15) days advance notice to County of the cancellation of such policy.
5.
In all activities or services performed hereunder, Dr. Magyar is an independent contractor, and
not an agent or employee of the County. Dr. Magyar, as an independent contractor, shall be responsible
for Supervision of the Texas A&M University Clinical Psychology doctoral practicum student, currently
under contract with Brazos County Juvenile Services, and decisions made pursuant to the terms of this
Contract. Dr. Magyar shall supply all materials, equipment and labor required for providing of services
as required herein. Dr. Magyar shall have ultimate control over the execution of the work under this
Contract. Neither BCJS nor County shall have control over any decision, recommendation, or action
taken by Dr. Magyar pursuant to this Contract.
The County assumes no liability for actions of Dr. Magyar under this Contract, including, but not
limited to, the negligent acts and omissions of Dr. Magyar's agents, employees and subcontractors in
their performance of Dr. Magyar's duties as described under this Contract. Dr. Magyar agrees to hold
harmless Brazos County against any and all liability, loss, damage, cost or expenses, including attorney's
fees, arising from the intentional torts, negligence or breach of Contract of Dr. Magyar, with the

exception of acts performed in conformance with an explicitly, written directive of the County, through
its authorized agents.
Dr. Magyar may not subcontract any portion of this Contract nor delegate any duties hereunder
without prior written approval by Brazos County. In case of emergency, Dr. Magyar will request
approval in writing within at least (24) twenty-four hours of the use of a subcontractor to fulfill any
obligations of this Contract.
6.
Dr. Magyar agrees to and shall indemnify and hold harmless and defend the County, its officers,
agents, and employees from and against any and all claims, losses, damages, causes of action, suits, and
liability of any kind, including claims of respondent superior or vicarious liability, including all expenses
of litigation, court costs, and attorney's fees, for injury to or death of any person or any breach of
Contract arising out of or in connection with any work done by Dr. Magyar pursuant to this Contract.
7.
MISCELLANEOUS
If any provisions, sections, subsection, paragraph, sentence, clause or phrase of this Contract, or
the application of same to any person or set of circumstances, is for any reason held by court or
competent jurisdiction to be invalid, void, or unenforceable, the remaining provision hereof will remain
in full force and effect.
This Contract contains the entire agreement between parties with respect to the subject matter
thereof. NO other agreement, statement, or promise made by or to any employee, officer, official, or
agents of any party that is not contained herein is not of any force or effect. Any modifications to the
terms hereof must be in writing and signed by all parties.
8.
TERMS OF THE CONTRACT
This Contract shall commence on January 16, and be on-going until the Brazos County Juvenile
Services Department hires a Deputy Director of Psychological and Health Services, or upon termination
of this contract by one or the other party by written agreement.
The County or Dr. Magyar may terminate the Contract at any time upon thirty (30) calendar
day's written notice. Upon Dr. Magyar's receipt of such notice, she shall cease work immediately. Dr.
Magyar shall be compensated for the services satisfactorily performed prior to the termination date.
The parties agree to comply fully with all applicable federal, state, and local statutes,
ordinances, rules, and regulations in connection with the programs contemplated under this Contract.
Except where oral notice is specifically allowed or required under this Contract, any notice
provided hereunder by any party to another shall be in writing and may be either (1) delivered by hand
to the party or the party's designated agent; (2) deposited in the United States mail, postage paid; (3)
transmitted by electronic mail transmission, or (4) delivered by a reputable courier service, to the
following address or telecopy number:

Any party may designate a different agent or address for notice purposes by giving the other
participants ten (10) days written notice in the manner provided above.
9.
FUNDING
1. BCJS agrees to pay Dr. Magyar the amount of $120.00 per hour for Supervision of the current
Texas A&M University Clinical Psychology doctoral practicum student as outlined in this contract
not to exceed 3 hours per week or a total of 12 hours per month without prior written
permission from BCJS Executive Director to exceed the 12 hour monthly limit.
2. Partial billing will be in fifteen minute increments of $30.00 per increment.
3. Dr. Magyar shall not charge the parents or guardians of the juvenile for any services rendered.
4. This Contract does not guarantee Dr. Magyar any amount of work. Contract services will be
determined in compliance with the contract for supervision of the Texas A&M University Clinical
Psychology doctoral practicum program.
5. Invoices shall be submitted to: Brazos County Juvenile Services Attn: Barbara Roberts, 1904
West State Highway 21, Bryan, Texas 77803.
6. Invoice submitted by Dr. Magyar shall contain an itemized list of services provided by type of
service provided, days and date of service, time spent per service in hourly or quarterly rates.

PRISON RAPE ELIMINATION ACT
The Service Provider shall comply with all federal, state, county, and city laws,
ordinances, regulations and standards applicable to the provision of services described herein
and the performances of all obligations undertaken pursuant to this contract, including the
Prison Rape Elimination Act of 2003 (PREA) which established a zero -tolerance standard against
sexual assault of incarcerated persons, including juveniles, and addresses the detection,
elimination, prevention, and reporting of sexual assault in facilities housing adult and juvenile
offenders.

WHEREAS, the Brazos County Commissioners Court desires to close, abandon, and vacate
a public road upon the following tract:
All that certain, lot, tract or parcel of land being 1.64 acres situated in the Morgan Rector
Survey, Abstract No. 46, Brazos County, Texas, and being a part of that certain Called
1294.63 acre tract as described in Deed from William D. Walker, III and Christopher D.
Draws to CEJ Family Ranch, LP of record in Volume 14550, Page 206, Official Records of
Brazos County, Texas and same being part of Nunn Jones Road, said 1.64 acre tract being
more particularly described by metes and bounds in Exhibit A, attached hereto and
incorporated herein by reference;
WHEREAS, Texas Transportation Code §251.001 defines "abandon" as to "relinquish the
public's right of way in and use of the road" and defines "vacate" as to "terminate the existence of
the road by direct action of the commissioners court of a county". TEXAS TRANSPORTATION
CODE §251.001 (1) and (3); and
WHEREAS, Texas Transportation Code §251.051(a)(1) states "the commissioners court of a
county shall order that public roads be laid out, opened, discontinued, closed, abandoned, vacated
or altered." TEXAS TRANSPORTATION CODE §251.051 (a)(1); and
WHEREAS, Texas Transportation Code §251.051(b)(1) states "a unanimous vote of the
commissioners court is required to close, abandon, or vacate a public road." TEXAS
TRANSPORTATION CODE §251.051(b)(1); and
WHEREAS, no person that owns property that abuts the public road being closed,
abandoned and vacated has attempted to enjoin the entry or enforcement of this order. TEXAS
TRANSPORTATION CODE §251.058(a)(1); and
WHEREAS, the public road being closed, abandoned and vacated does not provide the only
ingress or egress to any property adjacent to it. TEXAS TRANSPORTATION CODE §251.058(a)(2);
and
WHEREAS, title to the public road being closed, abandoned and vacated to the center line of
the road will vest on the date this order is signed by the county judge in the owner of the property
that abuts the road being closed, abandoned and vacated, and a copy of this order shall be filed in
the deed records of the county and serves as the official instrument of conveyance from the county
to the owner of the abutting property. TEXAS TRANSPORTATION CODE §251.058 (b).
NOW, THEREFORE, IT IS ORDERED, upon proper notice and announcement as required
by law, and upon motion duly made and seconded, and passed by a unanimous vote, as indicated
by the signatures of the County Commissioners below, the public road upon the following tract is
hereby closed, abandoned and vacated:

which could not be reasonably included in the original budget adopted 1 I September 2018, the following
