X61: �71�`r7 P9• i MINUTES NOVEMBER 30, 2018 BRAZOS COUNTY COMMISSIONERS COURT PUBLIC HEARING The Commissioners' Court of Brazos County, Texas held a Public Hearing at the Brazos County Administration Building in Bryan, Brazos County, Texas, at 10:00 a.m. on Friday, November 30, 2018, with the following members of the Court present: Duane Peters, County Judge, Presiding; Steve Aldrich, Commissioner of Precinct 1; Sammy Catalena, Commissioner of Precinct 2; Nancy Berry, Commissioner of Precinct 3, Absent; Irma Cauley, Commissioner of Precinct 4, Absent; Karen McQueen, County Clerk, Absent. Attached is a list of the citizens and officials in attendance. The purpose of the hearing is to hear commentary on the Application for Operation of a salvage yard by Mike Mosavi of Bryan Auto Recycling Sales & Glass LLC located at 2873 N. Harvey Mitchell Parkway, Bryan,TX 77807 The County Judge delayed calling the meeting to order until a quorum was present. Judge Peters then call the meeting to order at 10:31 a.m. and invited others to speak. Megan Lott with the Road and Bridge Department reviewed the criteria for approving an application for a salvation yard. Ms. Lott noted that this application meets all the criteria. Brazos County Sheriff's Deputy James Hall updated the Court on the status of the case. He said the application process started in March 2017 and the business was inspected on October 5, 2017. Deputy Hall stated that all permits are current and active. He said that the salvage yard is in compliance with both the County and State requirements. vol. P9' °Z-- — — Gina Mosavi submitted documents detailing the timeline of events during their efforts to cooperate with the City of Bryan. She said she feels like they were not moving fast enough for the city and their electricity was shut off. Mike Mosavi stated they were doing their best to address the issues but it is very expensive. He said he has to be able to operate his business to afford the necessary changes. They feel they are an integral resource to the community since they assist in locating auto parts for citizens. Mr. Mosavi said they have already spent $20,000 for engineering to become compliant. J udge Peters stated this will be placed on the agenda for consideration. There being no one else to offer commentary for or against the salvage yard application, the County Judge adjourned the hearing. BRYAN AUTO RECYCLING, SALES & GLASS, LLC Timeline of Events and Action Thursday, August 16,2018 December 19 2017 and other dates throughout December, 2017 Meetings with the Mosavis, Deven Doyen, P.E., with Schulz Engineering, Randy Haynes, and Cody Cravatt, Development Manager, City of Bryan, to discuss plans of action and timeline to attack compliance of each issue. March.2018 Spoke with Randy Haynes and told him that Mike Mosavi is crushing cars to raise funds and finance the Site Plan and compliance with issues. Februarv. 2018 -August. 2018 In order to pay for the Site Plan construction, Mike began to crush his inventory (cars) which he has been doing from February through August (see attached Driver load reports from M. Lipsitz & Co.). These copies show the range of dates but not the total amount of cars crushed. In total over 1,200 cars were crushed, leaving a current inventory of less than 100 cars. July, 2018 Contacted Schultz Engineering to begin engineering the extension of a water line from the closest City connection (see attached e-mail). Schultz is completing drawings to submit to the City for approval and construction will begin after approval. Executive Summary Dudley Engineering was engaged to perform a structural condition assessment of the Bryan Auto Recycling Sales and Glass property structures. The results of our observations and analysis reveal the following: • Building 1 and Building 1 Norpth Canopy will require substantial remedlation to be brought into code compliance including adding new rigid frame, strengthening the existing rigid frames and adding bracing. • Building 1 West and South Canopies are beyond repair to bring into code compliance. We recommend that they be removed_ • Building 2 can be brought into code compliance with relatively minor remediation. • The Office building can be brought into code compliance with relatively minor remediation. Although a number of items were found to not be code -compliant, the majority of the issues were related to their ability to withstand a design wind event of 110 miles per hour (MPH). Under normal wind conditions (less than 20 MPH), the structures are stable as -is and are not a threat to life -safety. We recommend that the remediations as outlined in the drawings and the report be completed in a timely manner so that if/when a code -minimum design wind event occurs the buildings will maintain their structural integrity. Scope of Work Dudley Engineering's scope of work was to perform a limited, visual, structural condition assessment of multiple structures on the property (reference site plan below). The assessment was to include the following: Scope 1. Structural evaluation of primary structural frame and foundation for all (3) buildings to determine whether the structure is sufficient to maintain structural Integrity under code -prescribed loading (2009 International Building Code (IBC)) Scope 2. Dimensioned and scaled floor plans for each building. The floor plans shall indicate exterior and Interior walls, as well as doors and windows. Structural columns If visible will also be located. Background The Bryan Auto Recycling Sales and Glass property Is located at 2873 north Harvey Mitchell Parkway, Bryan TX, 77807. The buildings on the property consist of an Office, Building 1, Building 2, Building 1 South Canopy, Building 1 West Canopy and the Building 1 North Canopy. The office is a wood framed on cinder block piers. The other structures are composed of steel framing construction. Page ( 3 �1 Vol. C'� Pg. "-.2 /,% Figure 1: Site Plan Items Not in Compliance The results from our structural analysis indicates that multiple steel members of Building 1 and Building 2 are inadequate for their current implementation per the 2009 IBC code. Building 1 and Building 1 North Canopy: • The steel pipe columns are not adequate to support the code minimum wind pressures. • The roof purlins exceed the maximum allowable span for their size and loading. • The wide flange beams in the rigid frames are subject to lateral torsional buckling and require bracing. Building 1 West Canopy: The current structure has numerous members and framing conditions that will not support code -minimum loading. Building 1 South Canopy: Building 2: The current structure has numerous members and framing conditions that will not support code -minimum loading. Page j 4 Vol:: P5 eZ 6 I • The W10 beam on the western side of the north and south faces are inadequate to take the code minimum wind pressures The beam to column connection for the middle bay of columns is not adequate to transfer the shear -and moment forces. Office: • The foundation is not anchored to the groundwhich is required to res&shear'and upliftloads generated from the wind. Discussion and Recommendations Office Building • The office Building needs to be anchored to the ground using earth auger anchors for wind uplift -resistance. Building 1 • Thebottom flange ofthe-W12 beams'needta be braced in order to provide adequate capacity to the frame, refer to the structural drawings. The pipe columns need to be stiffened to increase the moment capacity. • The roof purlins need to be replaced or reinforced to increase their capacity. As an alternative, new moment frames -need to be added to both reduce the load on overstressed pipe columns and decrease the span of the purlins. • The 8 -inch roof beams on the south canopy need to be reinforced or replaced. • The west canopy would need extensive strengthening. Therefore, our recommendation is to remove the.west canopy. • Cable X -bracing needs to be added, refer to the structural drawings. Building2 • Reinforcement of the moment connection by installing beam stiffener plates on the center beam line of Building 2 (Reference Grid 2.2). • The bottom flange of the W10 beams need to be braced in order to provide adequate capacity to the frame, refer to the structural drawings. • Acceptable methods for stiffening the W10X35 beams include the welding of a WT beam to the inside web of the W10X15. • Cable X -bracing needs to be added, refer to the structural drawings.
