IN THE COMMISSIONERS COURTROOM OF THE COUNTY ADMINISTRATION BUILDING, 200 SOUTH TEXAS AVENUE, SUITE 106, BRYAN, TEXAS. COMMISSIONERS COURT WILL HEAR PUBLIC COMMENTS CONCERNING THE AUTHORIZATION OF BRAZOS COUNTY'S PARTICIPATION INA COUNTY HEALTHCARE PROVIDER PARTICIPATION PROGRAM, WHICH, PURSUANT TO CHAPTER 296 OF THE HEALTH AND SAFETY CODE (HB 3185), ALLOWS BRAZOS COUNTY TO COLLECT A MANDATORY PAYMENT FROM NONPUBLIC HOSPITALS TO BE DEPOSITED INA LOCAL PROVIDER PARTICIPATION FUND ("LPPF") ESTABLISHED BYTHE COUNTY THE COUNTYWILLALSO HEAR PUBLIC COMMENT CONCERNING THE LPPF, INCLUDING THE COLLECTION OF DATA REQUIRED TO CONTINUE THE LPPF, ESTABLISHING MANDATORY PAYMENTS FOR PERIOD SEPTEMBER 1, 2018 -AUGUST 31, 2019, THE AMOUNT OF FISCAL YEAR MANDATORY PAYMENTS FOR THE REVENUE DERIVED FROM THOSE MANDATORY PAYMENTS, AND RULES ADOPTED BY BRAZOS COUNTYTO IMPLEMENT HB 3185 INCLUDING FISCAL YEAR FOR LPPF. REPRESENTATIVES OF LOCAL NONPUBLIC HOSPITALS AND ALL OTHER INTERESTED PERSONS ARE INVITED TO ATTEND SAID HEARING AND PRESENT THEIR CAUSE. IF ANY. FOR OR AGAINST THESE MATTERS. MINUTES OCTOBER 23, 2018 BRAZOS COUNTY COMMISSIONERS COURT The Commissioners' Court of Brazos County, Texas held a Public Hearing at the Brazos County Administration Building in Bryan, Brazos County, Texas, at 10:30 a.m. on Tuesday, October 23, 2018, with the following members of the Court present: Duane Peters, County Judge, Presiding; Steve Aldrich, Commissioner of Precinct 1; Sammy Catalena, Commissioner of Precinct 2, Absent; Nancy Berry, Commissioner of Precinct 3; Irma Cauley, Commissioner of Precinct 4; Karen McQueen, County Clerk, Absent. Attached is a list of the citizens and officials in attendance The purpose of the hearing is to hear commentary on the authorization of Brazos County's participation in a County Health Care Provider Participation Program. The County Judge called the meeting to order at 10:32 a.m. and invited others to speak. Austin Jones with CHI St. Joseph Health Center stated the reason for collecting the mandatory payment is so hospitals can draw on the federal funds. Mr. Jones said the 6% allows them to draw the maximum. Mr. Jones said this is a great benefit to the county and citizens. Judge Peters stated the LPPF program is a great benefit that they are happy to be a part of. Judge Peters said that it will be placed on next week's agenda and believes the rate will be set at 6%, which is the same rate as last year. Jason Jennings, President of Baylor Scott and White commented that they were able to provide $753,000,000 in care for those who have no means to pay. Mr. Jennings stated Vol. oz 3 pg. -2- MINUTES 2 it is great to have all three hospitals come together to help the community. Carrie Howell, CFO of College Station Medical Center said she supports the program to help the uninsured and that it also allows her staff to have what they need to take care of their patients. Tim Ottinger with CHI St. Joseph Health Center thanked the Court for their support of the LPPF program. Mr. Ottinger said the program gives quality care to patients without tax payers funding it. Commissioner Aldrich added that quality hospitals and practitioners has never been a question in Brazos County. He said that he is in full support of anything they can do to continue that level of care. There being no one else wishing to speak, the meeting was adjourned.
