BRAZOS COUNTY COMMISSIONERS WILL MEET INA WORKSHOP SESSION AS FOLLOWS:

BRAZOS COUNTY COMMISSIONERS COURT
WORKSHOP SESSION
1. Call to Order
The Commissioners Court of Brazos County, Texas met in a Workshop Session in the
Commissioners' Courtroom in the Brazos County Administration Building in Bryan,
Brazos County, Texas, beginning at 2:00 p.m. on Monday, July 9, 2018 with the following
members of the Court present:
Duane Peters, County Judge, Presiding;
Steve Aldrich, Commissioner of Precinct 1;
Sammy Catalena, Commissioner of Precinct 2;
Nancy Berry, Commissioner of Precinct 3;
Irma Cauley, Commissioner of Precinct 4, Late;
Karen McQueen, County Clerk.
Attached is a list of the citizens and officials in attendance.
The County Judge called the meeting to order at 2:00 p.m. and invited others to speak.
2. Presentation and discussion regarding voting equipment.
The first presentation was given by Falice Liston and Shawn Phillips with HART
I ntercivic. Ms. Liston and Mr. Phillips gave a power point presentation on their company
and why the County should choose them.
Ms. Liston stated there is a new Verity System, but they would continue to support our
current system until it was no longer being used. She said that Texas Hart customers
include 200 + counties, cities, school districts, MUDS and ESDs. She went on to list
reasons for choosing HART I ntercivic as follows:
1. Texas Based System with 100 + years of experience.

2. Texas' premier voting system vendor
3. Verity is the only all new system and only system to offer conversion from one voting
method to another.
4. More Verity System devices have been shipped in Texas than any other current
voting system.
5. 100% of Texas Verity customers give Hart a top rating.
Mr. Phillips then discussed Verity Security. He said the system is not connected to the
internet in any way. The voting platform allows the county the ability to customize their
own process.
Three types of voting machines were brought in to view and test during the mock
election along with pricing for each machine.
1. Touchscreen Model with paper record
2. Hybrid Model
3. Electronic Model that does not allow a paper record
Commissioner Aldrich asked how they make sure it is not connected to the internet when
connected to a laptop or PC with WiFi connectivity.
Mr. Phillips explained in detail that the WiFi is disabled.
A copy of the HART I ntercivic presentation is attached.
The next presentation was made by Bryan Hoffman, Matt Kunz, Tobey Dingbaum and
Danda Parker with Election Systems & Software (ES&S).
Mr. Hoffman stated the following reasons to choose ES&S:
1. Supports 43 states
2. 35 years of equipment design and manufacturing.
3. Financial stability with single ownership.
4. Elections only company
5. 138 Texas counties use ES&S
6. Local service and support with 15 employees in Plano Texas office
7. Customer Satisfaction - any negative comments on their surveys are addressed with
the customer.
Mr. Hoffman also gave an overview of the system models with details on Election Ware,
DS450 Central Scanner, DS200 Precinct Scanner, Express Touch and Express Vote
BMD. He also detailed security measures for the Court.
Commissioner Berry asked if the system Is connected to the internet
Mr. Hoffman stated that no, it is not.
A copy of the Election Systems & Software presentation is attached.
There being no further business to discuss the meeting was adjourned
