WORKSHOP SESSION
1. Call to Order
The Commissioners' Court of Brazos County, Texas met in a Workshop Session in the
Commissioners' Courtroom in the Brazos County Administration Building in Bryan,
Brazos County, Texas, beginning at 10:30 a.m. on Tuesday, March 13, 2018 with the
following members of the Court present:
Duane Peters, County Judge, Presiding;
Steve Aldrich, Commissioner of Precinct 1;
Sammy Catalena, Commissioner of Precinct 2;
Nancy Berry, Commissioner of Precinct 3;
Irma Cauley, Commissioner of Precinct 4;
Karen McQueen, County Clerk, Absent.
Attached is a list of the citizens and officials in attendance.
The County Judge called the meeting to order.
2. Discussions regarding the creation of a Regional Mobility Authority.
The Director of the Texas A&M Transportation Institute Dennis Christiansen gave a
report on regional mobility. Dr. Christiansen stated that every twelve years traffic
congestion doubles. He went on to say that Brazos County is in the same position that
Austin was in twenty five (25) years ago.
Engineer Doug Bramwell with Jones/Carter Engineering Firm gave a presentation on
the Regional Mobility Authority (RMA). Mr. Bramwell stated that mobility is becoming
more difficult and time consuming in Brazos County. Mr. Bramwell said that a Regional
Mobility Authority is a county wide Independent Local Government Agency that works
with TxDOT, and focuses on transportation development and implementation. He said

that a RMA is not a taxing authority and there is no cost to the county to create a RMA.
Commissioner Berry asked what is the downside.
Mr. Bramwell stated that there is a perception that creating a RMA means toll roads, but
he does not believe a toll road would be one of the first projects.
Commissioner Aldrich thanked the gentlemen for their presentation, and said this is
something we need to look at and consider.
Judge Peters also said he appreciated their presentation to the Court. Judge Peters
said he has been on the 1-14 Committee and recognizes the importance of looking at
tools that can provide funds for these projects.

The Spring Break event draws crowds of people from every

growing, festivals surely make for an attractive reason to move
to the city.

agreement by which to jointly develop or otherwise cooperate with dee TTA Division in the
development of SH 45 SP located in southeast Travis County. SIT 45 SF, is a proposed 7 -mile `o

5. Commitment to Secure Pnvironatem'd Approvals.
As noted above, the TTA Division previously secured a FEIS and record of decision
(ROD) for the Project. That approval will be transferred to the Central Texas RMA. The RM.A
will be responsible for preparing any updates (if' necessary), and, to the extent not 001mvise
undertaken by TxDOT or the TT.A Division, will be responsible for identifying and securing all
additional federal mtl state environmental permits, issues, and commitments necessary for
development of US 183-A, SH 45 SE, and all other RMA projects.

as additional turnpike and transportation projects that may be considered for development or
