MINUTES SEPTEMBER 18, 2017 BRAZOS COUNTY COMMISSIONERS COURT WORKSHOP SESSION Call to Order The Commissioners' Court of Brazos County, Texas met in a Workshop Session in the Brazos County Administration Building in Room 339, Bryan, Brazos County, Texas, beginning at 2:30 p.m. on Monday, September 18, 2017 with the following members of the Court present: Duane Peters, County Judge, Presiding; Steve Aldrich, Commissioner of Precinct 1; Sammy Catalena, Commissioner of Precinct 2, Absent; Nancy Berry, Commissioner of Precinct 3, Absent; Irma Cauley, Commissioner of Precinct 4; Karen McQueen, County Clerk, Absent. Attached is a list of the citizens and officials in attendance. Judge Peters called the meeting to order at 2:30 p.m. Presentation and discussions regarding the Juvenile Department Expansion Prjoect. Dr. Doug Vance, Director of Juvenile Services briefed the Court on the Juvenile Detention Center Expansion. Dr. Vance explained the process and then invited Andy Pitts with Treanor HL to speak. Mr. Pitts outlined the design and planning of the facility highlighting several components such as: trends, traumatized youth in isolation, minimizing trauma, impact of design and Prison Rape Elimination Act (PREA). Mr. Pitts stated that the scope of the project would include 32 additional housing beds; new intake and medical expansion; added education and program areas; a renovated gymnasium; an enlarged kitchen and LlgjS Pg. receiving area; and an increased Juvenile Justice Alternative Education Program (JJAEP). Mr. Pitts presented details and photos for each area of the expansion. He said that the project will take 16 to 20 months to complete. Mr. Pitts noted that the expansion will allow the population to double in the J JAEP and education areas. Commissioner Aldrich asked where this will put us in 20 years. Dr. Vance answered by stating that the projected growth of juvenile population is 45%, but the expansion should get us through the next 35 years. He went on to say that there could be a substantial savings of $300,000.00 to $400,000.00 in the beginning by designating some beds for residential services and eliminating the need to contract with other counties to house juveniles.
