This emergency meeting is being scheduled in order for the Commissioners Court to take appropriate action during a declared local state of disaster. 3. Consider and possible action on an extension of declaration of a local state of disaster. 4. Request permission to enter private property owned by Cassandra Darcel Clemons at 8551 McAllester Lane. Project will require the County to construct a temporary detour for residents of Stewart's Meadow Subdivision. County will lease the property for a period of 12 months for a lump sum cost of $6,000.00. Site is located in Precinct 4. 5. MINUTES AUGUST 31, 2017 BRAZOS COUNTY COMMISSIONERS COURT EMERGENCY MEETING Call to Order An Emergency Session of the Commissioners' Court of Brazos County, Texas was held in the Commissioners Courtroom in the Brazos County Administration Building, 200 South Texas Avenue, Suite 106 in Bryan, Brazos County, Texas, beginning at 3:30 p.m. on Thursday, August 31, 2017 with the following members of the Court present: Duane Peters, County Judge, Presiding; Steve Aldrich, Commissioner of Precinct 1, Absent; Sammy Catalena, Commissioner of Precinct 2; Nancy Berry, Commissioner of Precinct 3; Irma Cauley, Commissioner of Precinct 4; Karen McQueen, County Clerk. The attached sheets contain the names of the citizens and officials that were in attendance. Judge Peters called the meeting to order at 3:30 p.m. This notice of an emergency meeting is being provided in accordance with Section 551.045 of the Texas Government Code. This emergency meeting is being scheduled in order for the Commissioners Court to take appropriate action during a declared local state of disaster. On the recommendation of the County Emergency Management Director, Michelle Mead a motion was made by Commissioner Berry, seconded by Commissioner Cauley to extend the Declaration of a Local State Disaster for thirty (30) days. The motion passed with a unanimous vote. Motion: Approve, Moved by Commissioner Nancy Berry, Seconded by Commissioner Irma Cauley. Passed. 4-0. Ayes: Berry, Catalena, Cauley, Peters. Absent: Aldrich. 4. Request permission to enter private property owned by Cassandra Darcel Clemons at 8551 McAllester Lane. Judge Peters noted this is a temporary route to allow the citizens living in this subdivision an entrance and exit to their homes. Judge Peters said that the Road and Bridge Department will be working a permanent route soon to allow residents a second entrance and exit. A motion was made by Commissioner Cauley to allow permission into a private property for construction of a temporary detour. The motion was seconded by Commissioner Berry and passed unanimously. Motion: Approve, Moved by Commissioner Irma Cauley, Seconded by Commissioner Nancy Berry. Passed. 4-0. Ayes: Berry, Catalena, Cauley, Peters. Absent: Aldrich. 5. That a local state of disaster was initially declared for Brazos County bythe County Judge pursuant to § 418.108(a) of the Texas Government Code on August 25, 2017, 2. Pursuant to § 418.018(b) of the Texas Government Code, the state of disaster shall continue for a period of not more than thirty days from the date of this declaration extension unless continued as renewed by the Commissioners Court of Brazos County. 3. Pursuant to § 418,018(c) of the Texas Government Code, this declaration of a local state of disaster shall be given prompt and general publicity and shall be filed promptly with the County Clerk. 4. Pursuant to § 418.018(d) of the Texas Government Code, this declaration of a local state of disaster continues the activation of the county emergency management plan. S. This order shall take effect immediately from and after its issuance and shall be related to activities that have occurred and will occur in conjunction with the event described above. Roadway has broken off due to erosion from property to the south. This work is being done for the health, safety and welfare of the general public. Additional Comments: Brazos County agrees to compensate property owner $6.000.00 for a term of 12 months for the use of this property.
