HomeMy WebLinkAbout2016-08-30 10:15AM PUBLIC HEARINGMINUTES AUGUST 30, 2016 BRAZOS COUNTY COMMISSIONERS COURT PUBLIC HEARING The Commissioners' Court of Brazos County, Texas held a Public Hearing at the Brazos County Administration Building in Bryan, Brazos County, Texas, at 10:15 a.m. on Tuesday, August 30, 2016, with the following members of the Court present: Duane Peters, County Judge, Presiding; Lloyd Wassermann, Commissioner of Precinct 1; Sammy Catalena, Commissioner of Precinct 2; Kenny Mallard, Commissioner of Precinct 3; Irma Cauley, Commissioner of Precinct 4; Karen McQueen, County Clerk, Absent. Attached is a list of the citizens and officials in attendance. The purpose of the hearing is to hear commentary on the authorization of Brazos County's participation in a County Health Care Provider Participation Program. The County Judge called the meeting to order at 10:15 a.m. and invited others to speak. Tim Ottinger with CHI St. Joseph Health stated that this was the second year of participation in the Local Provider Participation Fund. Mr. Ottinger said that CHI St. Joseph Health supports the proposed six percent rate. He also stated that this program is very beneficial to the citizens of Brazos County. Larry Tonn with consulting group Tonn and Associates also spoke in favor of the program. Judge Peters asked if there was anyone present wishing to speak for or against the program. Vol. ZV6 pg. IN THE COMMISSIONERS COURTROOM OF THE COUNTY ADMINISTRATION BUILDING, 200 SOUTH TEXAS AVENUE, SUITE 106, BRYAN,TEXAS COMMISSIONERS COURT WILL HEAR PUBLIC COMMENTS CONCERNING THE AUTHORIZATION OF BRAZOS COUNTYS PARTICIPATION INACOUNTY HEALTH CARE PROVIDER PARTICIPATION PROGRAM, WHICH, PURSUANT TO CHAPTER 296 OF THE HEALTH AND SAFETY CODE (HB 3185), ALLOWS BRAZOS COUNTY TO COLLECT A MANDATORY PAYMENT FROM NONPUBLIC HOSPITALS TO BE DEPOSITED INA LOCAL PROVIDER PARTICIPATION FUND ("LPPF") ESTABLISHED BYTHE COUNTY. THE COUNTY WILLALSO HEAR PUBLIC COMMENTS CONCERNING THE LPPF, INCLUDING THE COLLECTION OF DATA REQUIRED TO CONTINUE THE LPPF, ESTABLISH MANDATORY PAYMENTS FOR PERIOD SEPTEMBER 1, 2016 -AUGUST 31, 2017, THE AMOUNT OF FISCAL YEAR MANDATORY PAYMENTS REQUIRED OF ALL LOCAL HOSPITALS, THE PROPOSED USES FOR THE REVENUE DERIVED FROM THOSE MANDATORY PAYMENTS, AND RULES ADOPTED BY BRAZOS COUNTY TO IMPLEMENT HB 3185 INCLUDING FISCAL YEAR FOR LPPF. REPRESENTATIVES OF LOCAL NONPUBLIC HOSPITALS AND ALL OTHER INTERESTED PERSONS ARE INVITED TO ATTEND SAID HEARING AND PRESENT THEIR CAUSE, IF ANY, FOR OR AGAINST THESE MATTERS. Civil Counsel Bill Ballard explained the rule changes and stated that a Special Called Session will be held at 10:30 a.m, for adoption of the six percent rate and amended rules. Judge Peters once again asked if anyone wished to speak. There being no one else wishing to speak the County Judge closed the meeting.
