PUBLIC COMMENTS
Public Comment during the Commission Meeting may be for all matters, both on and off the agenda, and be limited to four
rrinutes per person. Persons are invited to submit comments in writing on the agenda items and/or attend and make comment at
the Commission meeting. Members of the public are reminded that the Brazos County Commissioners Court is a Constitutional
Court, with both judicial and legislative powers, created under Article V, Section 1 and Section 18 of the Texas Constitution. As a
Constitutional Court, the Brazos County Commissioners Court also possesses the power to issue a Contempt of Court Citation
under Section 81.024 of the Texas Local Government Code. Accordingly, members of the public in attendance at any Regular,
Special and/or Emergency meeting of the Court shall conduct themselves with proper respect and decorum in speaking to,
and/or addressing the Court; in participating in public discussions before the Court; and in all actions in the presence of the
Court. Those members of the public who are inappropriately attired and/or who do not conduct themselves in an orderly and
appropriate manner will be ordered to leave the meeting. Refusal to abide by the Court's Order and/or continued disruption of
the meeting may result in a Contempt of Court Citation.
It is not the intention of the Brazos County Commissioners Court to provide a public forum for the demeaning of any individual or
group. Neither is it the intention of the Court to allow a member (or members) of the public to insult the honesty and/or integrity
of the Court, as a body, or any member or members of the Court, or County employees, individually or collectively. Accordingly,
profane, insulting or threatening language directed toward the Court and/or any person in the Court's presence and/or racial,
ethnic or gender slurs or epithets will not be tolerated. Violation of these rules may result in the following sanctions:
1. cancellation of a speakers time;
2. removal from the Commissioners Court;
3. a Contempt Citation; and/or
4. such other and/or criminal sanctions as may be authorized
under the Constitution, Statutes and Codes of the State of Texas.
The County Commissioners Court can deliberate or take action only if a matter has been listed on an agenda properly posted
prior to the meeting. During the public comment period, speakers may address matters not listed on the published agenda. The
Open Meeting Law does not expressly prohibit responses to public comments by the Commissioners Court. However, responses
from the County Judge or Commissioners to unlisted public comment topics could become deliberation on a matter without
notice to the public. To ensure the public has notice of all matters the Commissioners Court will consider, the County Judge
and/or Commissioners may choose not to respond to public comments, except to correct factual inaccuracies, recite ebsting
policy in response to an inquiry or to ask that a matter be listed on a future agenda. See Texas Open Meetings Act Section
551.042.
INVOCATION
Any invocation that may be offered before the official start of the Court meeting shall be to and for the benefit of the Court. The
views or beliefs expressed by the invocation speaker have not been previously reviewed or approved by the Court and do not
necessarily represent the religious beliefs or views of the Court in part or as a whole. No member of the community is required
to attend or participate in the invocation and such decision will have no impact on their right to actively participate in the
business of the Court.
The Commissioners Courtroom of the County Administration Building, 200 South Texas Ave., Suite 106, Bryan, TX 77803 is
wheelchair accessible. Handicap parking spaces are available. Any request for sign interpretive services must be made two

REGULAR MEETING
A regular meeting of the Commissioners' Court of Brazos County, Texas was held in the
Brazos County Commissioners Courtroom in the Administration Building, 200 South
Texas Avenue, in Bryan, Brazos County, Texas, beginning at 10:00 a.m. on Tuesday,
April 19, 2016 with the following members of the Court present:
Duane Peters, County Judge, Absent;
Lloyd Wassermann, Commissioner of Precinct 1;
Sammy Catalena, Commissioner of Precinct 2;
Kenny Mallard, Commissioner of Precinct 3;
Irma Cauley, Commissioner of Precinct 4, Presiding;
Karen McQueen, County Clerk, Absent.
The attached sheets contain the names of the citizens and officials that were in
attendance.

The Court approved Proclamations 16-020, 16-021, and 16-022 designating April 25,
2016 as"Candy Rust Day", "Royce Hickman Day", and 'Reba Ragsdale Day'. The
Court joins together with the Mayors of Bryan and College Station to publicly recognize
and show their appreciation for the great impact and contribution they have each made to
this community.

The Court voted unanimously to accept the recommendation of the Purchasing Agent
and awarded Bid Contract 2016 -147 Hydro -mulch Seeding of County Right of Ways to
Britten Hydroseeding. A copy of the bid tabulation is attached.

of performance and communication.

The Court voted unanimously to accept the recommendation of the Purchasing Agent
and awarded IQ 2016-09 Pest Control Service to Allstar Pest Control. A copy of the bid
tabulation and contract is attached.

pursuant to Texas Government Code 551.0785 and 551.074 as stated above.

At 10:54 a. m. Commissioner Cauley announced the meeting open to the public and on
a motion by Commissioner Catalena, seconded by Commissioner Mallard, the Court
voted to agree with the Committee recommendation and deny the sick leave request for
a certain employee.
Nays: Cauley. Abstain: Wassermann. Absent: Peters.
22. Sheriff's report on inmate population.
Wayne Dicky, Jail Administrator stated there were 590 inmates in jail, 58 have electronic
monitors and 10 are pending for monitors.
23. Announcement of interest items and possible future agenda topics.
Commissioner Wassermann announced that on Saturday, April 9, 2016 Keep Brazos
Beautiful held their Texas Trash Off event. Commissioner Wassermann stated there
were 21 administrative volunteers and a total of 260 volunteers that cleaned up trash in
Brazos County. He also said that they collected 175 tires, 181 bags of trash which
totaled to 3,620 pounds of trash, and they cleaned 16.88 miles of trash.
24. Call for Citizen input and/or concerns
Commissioner Cauley stated that Budget Officer Irene Jett has budget packets ready to
be picked up by Department Heads.

leader in the catnmunity for many years, known for both her business skills and for her civic
activities. Candy graduated from Texas Tech University in 1975 with a Bachelor of Science in
Hducalion (Bnglish) and participated in the University of Texas Medical Branch Master's program.
Candy's career begin as it educator Cor Kermit Independeul School District and has included work at
the the University of Texas Medical Branch and later with the Galveston Independent School District;
and
(ife,;exar: Candy has heen the owner of Ambience beginning in 1995. Since moving to the community, site has
been professionalle and enthusiastically participating in volunteer couunnnity, service. The number of
boards she served on and distinctions she has received are many and include serving on the Friends
Association of the Symphony Orchestra The Brazos -Robertson Counties Medical Alliance, United
Way of the Brazos Valley and Fhu Woman's Club. Candy is a notable loader and has served as
Presides for the Texas A&M Center for Teaching Rscellenec and on the Board of Directors for many
organizations including, Scotty's House: Child Advocacy Center, Opera and Performing Arts Society,
Bryan Independent School District, 'file Arts Council of the Brazos Valley, Brazos Valley Symphony
Orch ishm and The Junior Lcaguc of Bryan -College Station to name a few; and
%%feud.• Candy has been recognized for her volunteer community service and leadership with the presentation
of the `Yon Are Tops" by the Prenatal Clinic in 2003 and the "Women of Distinction Award" by the
Bluebonnet Girl Scout Council in 200-1. ht 2005, she was also received the "Champion for Children
Award" by Voices for Children; and

support by providing reliable, infornmtive resources; inspiring hope through individual and group
support; and offering access to medical treatments for those with limited mcaus. All board ren bens
and volunteers provide services to the community without compensation. She is currently the

A RESOLUTION ADOPTING THE RELOCATION
REIMBURSEMENT POLICY FOR NEW HIRES
WHEREAS, the Bryan/College Station Metropolitan Planning Organization (BCSMPO) Policy
Committee is designated by the Governor of Texas, in accordance with federal law, as the
transportation planning decision-making body for the Bryan -College Station/Brazos
County metropolitan planning area; and
WHEREAS, the Policy Board of the Bryan -College Station Metropolitan Planning Organization
(BCSMPO) desires to employ persons of the highest caliber, and; and
WHEREAS, BCSMPO desires to offer the most competitive employment opportunity possible; and
WHEREAS, Texas State Rules and Regulations allow for the use of appropriated money to pay the
reasonable, necessary and resulting moving expense incurred by a newly hired employee
of BCSMPO.
NOW, THEREFORE, BE IT RESOLVED by the BCSMPO Policy Committee that:
SECTION 1: The BCSMPO, at the discretion of the Policy Board, will allow for the reimbursement of
relocation expenses for newly hired employees. The Policy Board adopts the following
reimbursement location policy for new hires:
SECTION 2: BCSMPO will reimburse relocation expenses up to $15,000;
SECTION 3: in addition, BCSMPO will reimburse the cost of temporary residence in order to allow
for obtaining permanent residence for a period of up to 30 days; and
SECTION 4: Federal, State and Brazos County, Texas procurement procedures are followed in
obtaining estimates of the cost of relocation; and
SECTION 5: The employee is relocating from a location that is at least 25 miles distant from the
current BCSMPO address on the date of hire.

On this the 1911 day of April 2016 at a regular meeting of the Commissioners' Court, the fallowing
members were present:

The following proceedings were held:
THAT WHEREAS, on 19th day of April 2016 the Court heard and approved a budget amendment
for the 2014-2015 budget year for Brazos County, Texas; and
WHEREAS, expenditure is necessary due to the necessity to meet unusual and unforeseen conditions
which could not be reasonably included in the original budget adopted 8 September 2015, the following
amendment(s) to the original budget are hereby authorized, as described on the attached page(s).
